SAN DIEGO (KGTV) -- A South Bay auto parts store owner is trying to weather the economic storm during the Coronavirus pandemic.Rafael Cotero is the proud owner of two Napa Auto Parts stores, one in Otay Mesa and the other in San Ysidro. Auto parts stores and repair shops are considered essential business during this shut down.Cotero worked his way up to become a small business owner.“I started delivering auto parts out of the Napa in National City. [I was] a driver at 19,” Cotero said.He opened the first store in 2018. Several months ago, he opened the San Ysidro location. He was supposed to have his grand opening celebration on March 21st, but then everything changed as the COVID-19 pandemic started to become a reality in San Diego County. The family made the decision to postpone the celebration—a decision that was made before the official stay at home order was issued.“It was tough because you order in this product in preparation. We were going to do hamburgers, hot dogs, [have a] radio station. And all that just halts. It’s not cheap,” Cotero said.On top of that, they have had to cut hours at the stores to make up for lost income. Cotero estimates business to be down at least 50 percent. “I think a lot of people probably don’t know there are Napa franchises… we’re not some big corporation,” he said. His daughter Bianca has seen her parents struggle over the years, but they never gave up.“I saw them still get stronger in their faith and work harder. A bunch of doors closed, but that didn’t stop them,” Bianca Cotero said. The Cotero family is hoping to keep customers and attract new ones. They’re offering free home delivery if you are near the San Ysidro store, as well as a discount.“I know that we’ll get through this.” Jeanette Cotero said. Both the San Ysidro and Otay Mesa stores open at 8 a.m., Monday through Saturday. 1863

SAN DIEGO (KGTV) – A verdict has been reached in the trial of a former Yuma Police officer accused of raping his then-wife's cousin in 2017.Jurors found 34-year-old Jared Elkins guilty of four felony counts, including forcible rape and sexual penetration by force. Elkins was found not guilty, however, on four similar counts involving an intoxicated victim."I'm extremely pleased with this jury and their verdicts," said Deputy District Attorney Lisa Fox."The fact that he was a law enforcement officer and carried a weapon was significant for the victim in this case she believed that he would carry through with these threats and why she was so afraid of him," argued Fox.Elkins was taken into custody without bail following the reading of the verdict. The judge set a sentencing hearing was set for March 8, 2019, at 9 a.m. He faces 14 years in prison.RELATED:Opening statements begin in rape trial of Yuma police officerFormer Yuma Police officer testifies in his San Diego rape trialElkins was accused of rape after a family gathering at a Kensington home on Sept. 14, 2017, prosecutors say. SAN DIEGO (KGTV) -- After a 12-cent sales tax hike went into effect, people were wondering why the price of gas kept increasing. “I probably spend about ,000 a month on gas,” Jim Miller said. "I have a landscape maintenance business so my gas bill a month is, you know, it affects me.”Now experts say San Diego has some of the highest gas prices in the country, even more expensive than Hawaii. RELATED: Check gas prices in your areaMarie Montgomery of the Auto Club of Southern California says it's probably a rare combination of higher than normal demand in October, higher oil prices, and some refinery maintenance that was put off because of Hurricane Harvey. “Came together in a perfect storm," Montgomery said. "Then we had that tax increase on top of it and all the sudden 24 cents later, we’re where we are now. We’re paying higher prices right now than we have been in over two years.”Montgomery says they are hoping prices go down and level out again by the New Year at the very latest.  1032
