SAN DIEGO (KGTV) -- Authorities have identified one of the teens killed after he was believed to have mistakenly jumped from a bridge following a crash on a Carmel Valley freeway. According to the medical examiner, 18-year-old Ruben Ortiz Jr., died after jumping from the bridge on State Route 56 near Carmel Valley Road around 11 p.m. Tuesday. The other teen who died after jumping from the bridge was a 17-year-old male California Highway Patrol says was the driver of the vehicle. A family friend says the 17-year-old was Jesse Garcia. CHP says when the car came to a stop, it was facing oncoming traffic. Witnesses told CHP that six people got out of the car, running across the freeway lanes toward the right shoulder to avoid oncoming traffic. Four people from the group then jumped over the right shoulder, not realizing they were jumping off the bridge, CHP says. The four fell 50-75 feet from the structure, and CHP officials said two males died at the scene.A 14-year-old girl and 15-year-old girl were taken to Scripps La Jolla Hospital with injuries of unknown severity.The two others from the group, who reportedly fled the scene after the crash, were located by police late Tuesday night, according to CHP. One of the teenagers is 14-years-old while the other is 15. Police say the responded to a crash on Broadway and North Avenue. Although the Altima wasn't involved in that crash, officers reported that they saw people getting into the vehicle who may have been involved in the crash.When officers tried to pull the Altima over, the driver sped away. The second pursuit happened later in the day around 12:30 p.m., police say.Both chases were terminated after police determined speeds were too high. 2204

SAN DIEGO (KGTV) – At a press conference on Wednesday afternoon, San Diego Police Chief David Nisleit and San Diego Mayor Kevin Faulconer announced new policies on de-escalation and an officer's duty to intervene.Mayor Faulconer said the changes come three weeks after he called for a series of public meetings for feedback on community and police relations.“These policies are meant to protect the officer as much as the subject and prevent escalation whenever possible before force is used,” he told reporters.The first of SDPD'S two new stand-alone policies requires officers, when safe and reasonable, to use techniques that can resolve situations either through lower levels of force or no force at all.The second new stand-alone policy requires officers to step in if another officer is using unreasonable force and mandates that they report the incident to a supervisor.“Let me be clear. It's not as though the SDPD was operating without de-escalation tactics before but now the department has separate, expanded stand-alone policies that don't just suggest de-escalation, they require it,” added Mayor Faulconer.“It's an absolute. It's a mandate that if an officer sees an officer using force that is unreasonable for the obstacle that they're trying to overcome, that the officer must intervene,” said Chief Nisleit.Samantha Jenkins with the Community Advisory Board on Police Practices and NAACP San Diego told reporters, “This new level of built-in accountability will hopefully usher in a new culture of policing in San Diego.”“We thank God for everyone that's been a part of this. SAN DIEGO (KGTV) — As Pride Month comes to a close, the San Diego Unified School District is working to make sure LGBTQ students feel supported year-round. The district's curriculum is becoming more inclusive. School can be a tough time for many students, including those who identify with the LGBTQIA community."In a 2017 report, a national study, 82% of our LGBTQ students reported hearing anti-LGBTQ remarks," says Assemblymember Todd Gloria. "Seven in 10 reported being called names or threatened during their school day."Gloria spearheaded Assembly Bill 493. It would mandate LGBTQ identity training for educators, grades 7-12. Governor Gavin Newsom signed the bill into law last fall.Although school is out for summer break, the San Diego Unified School District is showing its support. The Pride and Transgender flags, among others, were raised outside of the district's office.SDUSD has implemented a curriculum that will help teachers and students. Each module contains four lessons. It comes equipped with terminology and LGBTQIA history."What we found out as a district, is that these students are hearing about these issues and these people for the first time because a lot of our educators have been ill-prepared to have these discussions in classrooms," says Ebonee Weathers with the Youth Advocacy Dept.Weathers also notes that it's important for educators to build relationships and empower students, so they feel safe and comfortable in school settings. 1478
