BEIJING, May 11 -- China's monetary authorities are struggling to address conflicting policy goals, but inflation will remain the top policy concern, the country's central bank governor said on Saturday.     While the United States and other countries are more focused on fending off a recession, China's monetary policy must target inflation over growth and employment, Zhou Xiaochuan, the People's Bank of China governor, told a forum in Lujiazui, Shanghai's financial center.     "There is no cure-all medicine, and we have to make the final decisions -- everyone hopes there would be a cure-all solution, but there is not," said Zhou.     China's consumer price inflation would likely to rise to 8.5 percent in April from 8.3 percent in March, two sources familiar with the data said late on Thursday. The data, which is subject to last-minute revisions, will be officially released on Monday. Lujiazui is the name of Shanghai's financial district.    Meanwhile, the government said on Friday that China's producer price index, or factory-gate inflation, hit a three-year high of 8.1 percent in April, showing a sustained build-up in pressures on consumer price inflation.     Zhou listed development of financial institutions and the imbalance in global money transfers as other issues that China's monetary policy may have to target.     He said China needs to reduce the savings ratio as the fundamental way to address its over-reliance on trade, which now accounts for more than 60 percent of its annual GDP, but he did not elaborate on possible specific measures.     On other issues, Zhou said Beijing has yet to reach a consensus over how to develop a properly functioning domestic bond market.     Disputes remain about market infrastructure, the regulatory framework as well as laws and regulations, Zhou said.

The credit card business accounts for about 10 percent of the bank's intermediary business, or fee-based income, and is one of the main contributors.     Chinese banks are shifting from its traditional deposit-lending business as they expand their profit avenues.     ''We expect the contribution (of credit cards to profit) to grow by 2 to 3 percentage points annually,'' Li said.     ICBC is among the country's "big four" state-owned banks to speed up the credit card business while their smaller joint stock rivals have already an edge in the market.     China Merchants Bank, the sixth biggest lender on the Chinese mainland, has one-third share of the credit card market. Other state-owned banks, including Agricultural Bank of China, said they are seeking growth as they pursue prudent risk control.     China Construction Bank expects to break even on its credit card business next year, said Wu Huitao, deputy general manager of the bank's credit card center. CCB targets card numbers at 20 million at the end of this year, from 16 million now, Wu said.     Credit cards will be the most important consumer credit product after mortgages, with profit forecast to reach US.6 billion by 2013, accounting for 22 percent of total consumer credit profits, said New York-based McKinsey & Co.

The SCO, founded in 2001, groups China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.     After paying a state visit to Tajikistan and attending the SCO summit, Hu would fly to Turkmenistan on Thursday night. He has already visited the Republic of Korea, the first-leg of his three-nation tour in Asia.

  

BEIJING, May 16 (Xinhua) -- Chinese President Hu Jintao Friday went to Beichuan County of Mianyang City to visit people affected by the southwest China earthquake, encouraging them to be confident in overcoming hardships caused by the disaster.      Hu first visited quake victims in Shengli Village, Leigu Town of Beichuan. More than 1,000 out of the 18,000 population in Leigu Town died or were missing in the quake. The survivors who had been rescued must be transferred to safer places in time, and children who lost their parents and elders who lost their family members in the quake must be properly cared for.     Also Friday morning, Premier Wen Jiabao told Chinese media on a train in Sichuan that saving lives remained the top priority almost four days after the quake.     "We won't give up if there is even the slightest hope of finding more survivors," he said.     The death toll from the powerful earthquake rose to 22,069 nationwide as of 2 p.m. Friday, while 168,669 people were injured, according to the emergency response office of the State Council.

  

PYONGYANG, June 18 (Xinhua) -- The top leader of the Democratic People's Republic of Korea (DPRK), Kim Jong Il, met visiting Chinese Vice President Xi Jinping on Wednesday to highlight the warm ties between the two neighboring countries.     At the meeting, Xi conveyed Chinese President Hu Jintao's greetings to Kim. He also congratulated the leader on the 60th anniversary of the founding of the DPRK, wishing it even more and greater achievements in the future.     Kim, who is the general secretary of the Workers' Party of Korea (WPK) and chairman of the National Defence Commission, asked Xi to convey his greetings to President Hu, general secretary of the the Central Committee of the Communist Party of China (CPC). He also proposed the two countries strengthen coordination on regional and international issues of common concern.     Kim said the DPRK-China friendship is an invaluable heritage handed down by the previous generations of revolutionaries of either nation. This friendship has been and will always be an invaluable treasure, he added.     It is the firm and unchangeable stance of the DPRK to unswervingly work for the development of the traditional DPRK-China friendship, the top DPRK leader pledged.     The year 2009 marks the 60th anniversary of the establishment of diplomatic ties between the two countries, which will jointly host DPRK-China friendship year activities.     The DPRK is ready to take this opportunity to join hands with China to further advance friendly and cooperative mutual relations, Kim said.     The two leaders also exchanged views on the six-party talks aimed at denuclearizing the Korean Peninsula.
