It was a momentary break from the last two-and-a-half months when she's been worried about many things, least of all herself.On August 15, Caceres gave birth to her son Santino at 29 weeks. He's been in the NICU at Sharp Mary Birch Hospital ever since."Very traumatizing, honestly," Caceres said over the hum of hair dryers at Robert Cromeans Salon downtown. "I don't take time for myself really," she said. "It's really cool they did this, honestly."Caceres was one of eight NICU moms treated to a hair and makeup makeover at the salon Monday during an event organized by March of Dimes.The event came on the same day the March of Dimes released a report card showing the premature birth rate in the U.S. rose for the fourth straight year to 10.02 percent.Preterm birth rates worsened in 30 states. California fared better than the national average. In San Diego County, the rate actually improved year-over-year to 8.4 percent.It's still largely a mystery why some women deliver early. Still, March of Dimes says there are several known risk factors, including poverty, lack of health insurance, and inadequacy of prenatal care.The March of Dimes issued a number of policy recommendations nationally, including: Expanding group prenatal care.Ensuring that women have access to public health insurance programs.Expanding Medicaid to cover individuals with incomes up to 138 percent of the federal poverty level to improve maternal and infant health.Making sure all women have Medicaid coverage for at least one year postpartum.To read the full report, click here. 1667

SAN DIEGO (KGTV) - Two people were found dead Sunday morning after authorities responded to multiple 911 calls of a capsized boat off the coast of Ocean Beach.Authorities received a call about the incident around 3:30 a.m. When they arrived, authorities found a 28-foot vessel overturned along the shore with two mean deceased nearby."About a 28 foot vessel overturned in the shore, on the sand," says SD Fire & Rescue Lt. Maureen Hodges. "We do have two victims that were down on the sand."The incident happened shortly after 3:30 Sunday morning. Customs and Border Protection officers told ABC 10News the boat capsized off the shore, throwing the two people into the water. There's still no word on if any other people were in the boat.Border Patrol also responded to the incident along with San Diego Police, lifeguards, and San Diego Fire-Rescue. CBP believes this is the latest incident to involve a human-smuggling effort gone horribly wrong.So far in the 2020 Fiscal Year, there have been 210 incidents involving these kind of "panga" boats off the coast of San Diego. The record was set in 2013, when CBP responded to 243 such incidents. With two months left in the fiscal year, 2020 is on pace to break the record.ABC 10News asked if the rise in panga boat incidents could be related to border closures because of the coronavirus, forcing would-be smugglers to turn to the water. CBP officials won't speculate on an official reason.The search continues for anyone else who may have been on the boat.They ask anyone with information about Sunday morning's incident, or any others, to call 619-278-7031. 1622

  

SAN DIEGO (KGTV)- A splash of color brings life back to Bay Park Elementary. Over the weekend, parents and volunteers joined together to give the school a facelift. The beautification project now has kids excited to come to school. “They were just blown away,” says Emily Auer. “Their face just lit up. They actually touched the walls.”Bay Park Elementary is approaching it’s the 80th anniversary. The school’s beautification team brought together almost 80 volunteers. The project started Friday night until late Sunday afternoon. Volunteers painted the walls and wooden backpack holders. Parents tell 10News one family donated a bunch of small desks with chairs that now sit in the halls. Behr gave the paint for the project. “Such a wonderful group of kids, so positive,” says parent Erica Krystek. “We really wanted that positivity reflected in the hallways.”The Bay Park Elementary Beautification Team plans to do more upgrades in the future. They hope to paint and add new carpet to the school’s auditorium. 1022

  

SAN DIEGO (KGTV) — Uber recently released a safety report highlighting the number of sexual assaults reported by passengers between 2017 and 2018.In the two years, nearly 6,000 people reported being sexually assaulted. Of those, 464 reported being raped.“When you get in the car you should be able to feel safe, like nothing is going to happen to you,” said attorney Mike Bomberger. That feeling of security is quickly evaporating in an age where it is completely normal to jump into a car with a stranger.RELATED: Uber safety report reveals nearly 6,000 reports of sexual assaultBomberger’s firm, Estey & Bomberger, represents more than 100 women in approximately 40 states who reported being sexually assaulted in Uber and Lyft rides.Three of the women reported incidents that happened in San Diego.“Each situation here in San Diego is different,” he said. “The one common theme is that a driver, a predator, took advantage of a vulnerable female in the backseat of a vehicle.”He said in most of the cases he represents, the women are intoxicated and trying to get home safely.“You're getting into a car with someone you know nothing about,” he said. “Every single woman that we represent that has been assaulted has Post-Traumatic Stress Disorder.”RELATED: Uber, Lyft riders report being charged for cleanup fees for messes they didn't makeAccording to the report, more than three million Uber trips were taken daily in 2017 and 2018.Bomberger said a key part of the solution, is to install cameras or other recording devices in every Uber and Lyft driver's vehicle."What’s the likelihood of a driver who knows there’s a camera in the car to sexually assault or rape somebody in the car?" he asked. "It doesn’t take a rocket scientist to realize the changes of that happening are going to be exponentially lower."Uber has already started doing this in some states."I hope their intent is to roll that out in other states as well because that is the single biggest way they’re going to prevent women from being harmed and assaulted," said Bomberger. As for Lyft, 10News received the following statement from a spokesperson Friday:"Safety is fundamental to Lyft. We remain committed to releasing our own safety transparency report and working within the industry to share information about drivers who don’t pass our initial or continuous background checks or are deactivated from our platform. It is Lyft’s goal to make the US ridesharing industry the safest form of transportation for everyone. We recognize these risks, which is why we are relentless in our work to build safety into every aspect of our work. That means continually investing in new features and policies to protect our riders and drivers. This year, nearly one in five employees at Lyft have been dedicated to initiatives that strengthen the platform’s safety. In just the last few months, we’ve launched more than 15 new safety features -- including daily continuous criminal background monitoring of all of our drivers, in-app emergency assistance to make reporting easier for riders, and mandatory feedback for rides rated less than four stars to ensure we are constantly tracking any level of problematic behavior by drivers. We’ve also partnered with RAINN, the nation’s largest anti-sexual violence organization, to roll out mandatory sexual violence prevention education.
