SAN DIEGO (KGTV) - A man was arrested after the mother of a three-year-old girl called the San Diego Police and said her daughter was kidnapped and inappropriately touched by her neighbor.Police say the ordeal happened just before 10 a.m. Saturday, on Maple Street near Oak Park Elementary School.Two uncles spoke with 10News off camera, saying they heard their cousin "making a fuss" about her window being broken into, the same bedroom where their niece was taking a nap."He snatched her from the window... Three minutes to ten minutes that she was in there," one uncle said.When the girl was back home, the uncles said she seemed upset and reserved. Once she started talking, and the family had an idea of what may have happened, emotions boiled over."My cousin just went in for the shine like the first shot he made him bleed like I think he cracked his nose," he said his sister pulled them apart, and the man ran off.Blood stains were visible on the concrete outside. "Something had to be wrong with him, for him to balls up and come through a window with like ten people in the house," he said. The family knew the neighbor was mentally ill but did not think to this extent.The toddler and her parents then went to the hospital to get "a rape kit, just make sure everything’s fine, and we don’t exactly know what happened to her she saying that she was touched."The incident happened right across the street from Oak Park Elementary School, where students will come back to class August 28th. The San Diego Police Sex Crimes Unit is investigating the incident. 1635

SAN DIEGO (KGTV) -- A Marine was killed in a hit-and-run accident in the Midway District just after 7:00 p.m. on Saturday night, according to San Diego Police.The victim, who was in his early 20's, was visiting an establishment with his friends earlier that night.At some point, his friends could not find him. Police said he walked or fell into the street in the 2700 block of Midway Drive.Police said a car hit him and took off toward Rosecrans Street. There was no description of the driver or vehicle available. Police were checking surveillance video and his phone to find out more information. SAN DIEGO (KGTV) - A local college student is trying to stay afloat since the "snowball effect" of the coronavirus turned his life upside down.In November, Andres' Cortes mother and brother went on their dream vacation: a trip to China and the Great Wall. They were due back in December. Months later, they remain in a hotel in Shanghai."They're healthy, but I'm worried. It spreads very quickly," said Cortes.With no available flights home, their return date remains unknown."You're missing out on your family, the pillar of life that that gets you stable. Not having my mom is affecting to me," said Cortes.Another thing affecting him is a loss of work. His part-time job with MTS special events has been scuttled with the ongoing coronavirus precautions."My job is my only source of income," said Cortes.Cortes is worried about having enough money for food and his next rent payment."Just don't really what to expect of the future. It seems to be snowballing into a bigger and bigger effect," said Cortes.For Cortes, the impact may also be felt in his schooling. He's a business major at City College. His classes are now online, a format he doesn't perform well with."It's not the same to study online than to actually to go to class, to be able to talk to the teacher and answer your questions," said Cortes.Cortes fears he won't pass his final classes and won't graduate in May. SAN DIEGO (KGTV) -- A judge is considering placement locations for a sexually violent predator convicted of sexual offenses against children between the ages of 4 and 9.Judge Howard Shore issued a written decision Tuesday that a proposed address on the 15000 block of Adams Drive in Pauma Valley was not suitable for the placement of Joseph Bocklett.A news release from the District Attorney said Judge Shore is considering other potential housing options.Bocklett was convicted of three sexual offenses over a 19-year period involving children between the ages of 4 and 9.He was sentenced in 2000 to a 17-year prison term before being committed to Coalinga State Hospital for treatment.Last year, Bocklett petitioned for the Conditional Release Program for sex offenders. He was granted conditional release to a supervised home. "I can certainly empathize with the feeling that people do not want someone like Mr. Bocklett in their community,'' Shore said during last Friday's hearing. ``I would be shocked if anyone wrote a letter saying, `We can't wait to have him living in our community.' SAN DIEGO (KGTV) – A motorcyclist allegedly involved in street racing and other dangerous acts on San Diego roadways was arrested, the California Highway Patrol announced Wednesday.CHP officials said a search warrant was executed for 32-year-old San Diego resident Scott Anthony Meiner, who is linked to “numerous street racing and reckless driving incidents.”Meiner is also “believed to have fled from several police officers from various law enforcement agencies in San Diego County on numerous occasions,” the CHP said.Following the execution of the search warrants, Meiner was taken into custody and booked into San Diego County Jail on charges of felony evading, reckless driving, speed contest, and being an unlicensed driver.According to the CHP, Meiner was identified as the motorcyclist who was recorded on March 29 speeding 181 MPH on the southbound HOV lane of Interstate 15 in Mira Mesa. 907
