TAIYUAN/HARBIN, Aug. 1 (Xinhua) -- The death toll in an explosion at a coal mine in Linfen City of north China's Shanxi Province early Saturday has risen to 17 after another two bodies were found, local authorities said.The blast at Liugou Coal Mine of Yicheng County also left 104 persons injured, seven of them seriously, as of 11 p.m. Saturday, said Wang Jianshe, head of the county's People's Hospital, where all the injured were admitted.All the injured are in stable condition, Wang said.Basic search and rescue work is over, said a senior official of Yangquan Coal Industry (Group) Co. Ltd, which owns the mine. The official said that the blast took place in the dormitory area, where most of buildings were destroyed by the powerful explosion.A miner surnamed Zhang told Xinhua that families of many miners had come to live here because the children were currently on their summer vacation.But officials so far have not disclosed how many children and women had died during the accident.Zhang said he saw a couple died after huge stones fell on them in a dormitory room.Initial investigation showed that the blast was caused by explosives hidden illegally in the area, and a suspect has been detained by the police, the official said.A further Investigation into the cause of the blast is underway.Also on Saturday, 24 people were trapped in a flooded coal mine in northeast China's Jixi City, Heilongjiang Province.The city government said the accident at Hengxinyuan Mine took place at around 5 p.m. Saturday. TOKYO, July 23 (Xinhua) -- New Japanese Ambassador to China Uichiro Niwa on Friday called for deepening of Sino-Japanese mutually beneficial strategic relations."In recent years the leaders of the two countries have created a conducive environment for the development of bilateral ties. I am very glad to see that," Niwa told Chinese press in Tokyo.Upon his assignment to China, the Japanese ambassador said China and Japan, as close neighbors, should deal with each other for the upcoming 1,000 or 2,000 years rather than 10 or 20 years. In the long run, both countries share a lot of common interests, and a stable, friendly relationship is the ultimate goal.The former president of Itochu Corp. said that he aimed to boost communication, strengthen economic cooperation, and build on the mutual trust between the leaders of the two countries.Niwa also said in the age of multipolarization, no one can conduct diplomacy with knowledge of China alone. So the relations with South Korea, and the United States are also important.Niwa was appointed by Prime Minister Naoto Kan in June to the key diplomatic post, making him the first ambassador to China from outside the government sector since the two countries normalized ties in 1972. BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday.The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority.The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations.The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year.The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years.The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns.To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage.The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.

BEIJING, June 21 (Xinhua) -- A senior Communist Party of China official Monday said China is ready to enhance cooperation with the Democratic People's Republic of Korea (DPRK).Li Yuanchao, head of the Organization Department of the CPC Central Committee, made the remarks when meeting with a delegation of the Workers' Party of Korea, which was led by Kim Chang Ryong, the DPRK's Minister of Land and Environment Protection, in Beijing.Hailing the constant growth of China-DPRK relations, Li, a member of the Political Bureau of the CPC Central Committee and the Secretariat of the CPC Central Committee, reviewed the successful visit by the DPRK top leader Kim Jong Il in May.Chinese President Hu Jintao and Kim Jong Il reached important consensus on promoting bilateral pragmatic cooperation during that visit.China would work with the DPRK to fulfill the consensus and expand bilateral cooperation to push forward China-DPRK relations, Li said.Kim Chang Ryong said the DPRK held the unswerving policy of cementing and promoting friendship with China.
