SAN MARCOS, Calif. (KGTV) - A Caltrans project to expand an SR-78 ramp in North San Diego County has some residents concerned about their safety.Crews have been working on the Woodland Parkway on-ramp to improve the flow of traffic to the freeway. Eventually, there will be an additional lane at the Woodland and Barham on-ramps.Residents told 10News the construction set-up is too dangerous for drivers.“I'm saying a prayer before I get on the ramp cause you really need it,” said Jacqueline Duron. She also said the ramp set-up doesn’t give drivers enough time to speed up and merge onto the freeway safely.“A lot of the times all the lanes are packed - so there's nowhere for anybody to go - and drivers going up the ramp getting smashed on the cement wall,” said Duron.Neighbors also posted concerns on the NextDoor app, calling the situation a ‘death trap’.Crash statistics for the Woodland Parkway ramp to westbound SR-78 show a slight uptick from last year, with seven crashes to the previous year’s five.Even though the number of accidents were slightly higher this year compared to 2017, the CHP says the numbers do not support the existence of an issue.10News talked with Caltrans about neigbors' concerns. Public information officer Ed Joyce said the roadwork meets temporary construction code standards, allowing enough time and room for drivers to merge.“They want to pay attention when they get near construction zones, avoid all distractions be work zone alert and be courteous,” Joyce said about drivers.Caltrans construction information is publicly available online. 1595

SANTEE, Calif. (KGTV) - A battle is brewing over a massive new housing project that would boost Santee’s population by 15 percent. Developers of East County’s Fanita Ranch project will try to win over residents at a meeting Wednesday night. 10News first covered the housing proposal in 1999. Fanita Ranch would bring nearly 3,000 homes, a school, parks, and open space. Councilman Stephen Houlahan says the project would bring more money to Santee. “The city needs to grow; that’s just how it is.” Some residents oppose adding more people and traffic. “The traffic getting to and from work is a major issue.” In 2007, the developer submitted a plan that received fierce opposition. 12 years later, they are presenting a new one at council chambers. Regardless of the council’s decision, the matter will likely go to a vote. 831

SAN MARCOS, Calif. (KGTV) — CAL FIRE San Diego firefighters quickly knocked down a brush fire in San Marcos on Thursday, amid Santa Ana winds and dangerous fire weather conditions throughout the county. The 3-acre fire, dubbed the Sycamore Fire, ignited near Sycamore Dr. and Cox Rd. just before 12:30 p.m., according to CAL FIRE. Fire crews reported the fire began in heavy fuel and had a moderate rate of spread, but were able to halt its spread within about 30 minutes.Firefighters will remain on the scene for several hours to mop-up and further contain the fire.Thursday, dry Santa Ana winds created high fire danger throughout the county. A Red Flag Warning was in effect Thursday through 10 p.m. on Saturday for the county's valleys, foothills, and mountains. The combination of near-record low fuel moisture, strong winds, and low humidity dropping between 6 and 12% will create critical fire conditions.A High Wind Warning will be in effect for the same areas until 6 p.m. on Thursday. Northeasterly wind gusts of 30 to 60 mph are expected with isolated higher gusts in the wind-prone areas. Winds will be strong enough to bring down trees and power-lines.At least 70,000 San Diego Gas & Electric customers were without power Thursday morning due to public safety power shutoffs amid the high winds. 1319

SAN MARCOS (KGTV) -- Since CSU San Marcos student Adrianne McWilliams was young, the service was always near and dear to her heart."My dad was active duty for 20 years, so the first few years of my life I moved around a lot. When I was in elementary school, my mom started working for the Marine Corps," McWilliams said. When she found out that those coming home from deployment wouldn't get the staple celebration she remembered as a child, McWilliams wanted to take matters into her own hands."It just kind of made me think about how when I was really young and my dad was deployed, whenever he came back there was always that big homecoming moment," McWilliams told 10News.She created thank you and care packages for those returning home from duty."I'm doing everything I can to make sure that there's at least a little handwritten note on it that says 'welcome home' and 'thank you for your service' so at least they get that little bit of homecoming that they'd get if this were under usual circumstances," McWilliams added. She included basic essentials like toiletries and snacks, something she said they could use since many of them have to self quarantine for two weeks before reuniting with family."Our Marines that are coming home do deserve a special homecoming. Coming home after a long deployment then having to quarantine is not an ideal situation," said McWilliams.McWilliams gathered gifts and donations thanks to friends, family and community members, all from word of mouth and social media. Her first batch was given to 35 returning members."I've always liked giving back but when it's something I'm passionate about and have a personal connection to, the motivation is a little stronger and it's something that hits closer to home," she said.On June 2, 50 packages will be given to another group of returning members. McWilliams also had a message for those who may not have received a package from her upon their return: "Despite the circumstances, we do still see you and we are appreciate you."Click here for more information on how to help with donations. 2086
