San Diego (KGTV) –  Mayor Kevin L. Faulconer Friday announced the expansion of his successful “Play All Day” initiative, a pledge to break ground on or upgrade 50 parks in five years, by adding an additional 15 parks to neighborhoods across the city.   The program was initially proposed during Mayor Kevin Faulconer's 2016 State of the City address and the initiative is a partnership between the City of San Diego and the San Diego Unified School District, designed to maximize public resources and increase the amount of city park space, especially in urban communities. The parks are used by the school system during the day and remain open to the community after school hours.  720

SAN DIEGO (KGTV) - A former San Diego Kaiser doctor who was caught watching child porn at work will have his license reinstated.The news of the reinstatement became available this week, in documents provided by the California Medical Board.Former psychiatrist Mark Zweifach went in front of the board three weeks ago for a hearing on reinstating his license. A video of the hearing recently became available to the public.For the first time on-camera, Zweifach describes his own shocking acts that still haunt him.LONGFORM: Former San Diego Kaiser doctor caught watching child porn at work tries to get his license back“Eleven years ago, on three occasions, I briefly viewed child pornography at my workplace,” he said.It was more than a decade ago that the admitted sex addict turned in his white coat, but the District Attorney's office didn't have enough evidence to bring criminal charges.California Medical Board paperwork reveals that the alarming discovery was made at a Kaiser Permanente Medical Center in El Cajon. Some of the paperwork reads, "While at work, on his Kaiser-issued computer, [he] viewed inappropriate images, including child pornography."“I didn't collect it. I didn't produce it. I didn't distribute it, but I viewed it,” he told the board during his recent hearing.RELATED: Other Team 10 investigationsSince then, Zweifach’s become an active part of the San Diego community, according to his online resumes. A 2014 La Jolla Light website article about a local puppet guild shows a photo of Zweifach as a puppeteer operating a large, red puppet.As of late July, he was listed as a board member of the San Diego Puppetry Guild’s website. The day after 10News reached out, his name was removed.Documents outline his road to rehabilitation, like a 12-step “Sexaholics Anonymous” program and “regular therapy.”During his recent hearing, he describes having confronted whatever happened to him as a kid that apparently made him vulnerable to addiction.“I did have a history of being exposed to childhood sexual experiences that profoundly affected me,” he explains.Zweifach also told the board that he’s had two relapses with viewing adult pornography, but it stopped there.“I thank God that in the last eleven years, I’ve been entirely free of viewing the underage images that led to the loss of my license,” he adds.Zweifach has expressed a great deal of remorse for his actions.His license will officially be reinstated on September 14th.Zweifach will be on five years of probation which includes a number of stipulations, including not treating minors. SAN DIEGO (KGTV) – A crucial part of the fight to end food insecurity depends on community donations. And the most significant impact often comes from a group of strangers that come together to donate, volunteer, and distribute. “I want to say the excess food we have is maybe 75 pounds to 100 pounds every couple of weeks,” said Adam Sapinoso. Sapinoso works for National Food Group, a wholesale food service distributor in San Diego. From time to time, his inventory exceeds his client's needs leaving him with additional food that he doesn’t need. That food is often tossed out. “It was just hard seeing that much food being thrown away, especially when you’re the one physically throwing it in the dumpster,” said Sapinoso. Looking for a solution, he turned to Feeding San Diego’s app called Meal Connect. This app connects restaurants and companies with Feeding San Diego volunteers. Those volunteers pick up excess food from companies and restaurants when it is most convenient for the company. Donate now to Month of a Million MealsThe volunteer then heads to one of Feeding San Diego’s distribution locations to drop off the donations. The food is then unpacked and sorted out and distributed to the community. One of those sites is Wesley Community Services Center in City Heights.“When we started, this program was upstairs with coffee and donuts. SAN DIEGO (KGTV) - A grandmother of four had a granny flat constructed in her Point Loma backyard to help finance her retirement. Dianne Rodriguez will be retiring in the next few years after decades of working in the hospitality industry. This year, she decided to build a retirement plan. She spent ,000, construction and permits included, for a pre-built granny flat.Work started in April. The landscaping and final touches were recently completed on a 375-square-foot, one bedroom, one bath tiny home, which she plans to rent out as vacation rental on Airbnb. "Living on a fixed income won't be easy. This will supplement our income and enable us to stay in San Diego, and do some traveling," said Rodriguez.She opened it up to her first tenant this week. The cost of the granny flat will add about 0 dollars to her monthly mortgage. She hopes to take in about ,000 a month from renting it out, which translates into an extra ,700.The company that built her tiny home is Instant Guest Homes. Owner Michael Avery says interest in tiny homes has surged since the City of San Diego relaxed its granny flat fees in May. SAN DIEGO (KGTV) - A final report from the National Transportation Safety Board points to the probable cause of a 2016 crash into the Navy Pier and dock in downtown San Diego.The Adventure Hornblower collided with the seawall sending people on shore scrambling for safety.According to the August 2017 report, the probable cause is listed as “failure of the port transmission to disengage from the forward propulsion position due to the operating company’s lack of adherence to the transmission manufacturer’s recommended periodic maintenance schedule and the lack of routine maintenance and upkeep of the propulsion system’s equipment.”It also says that the lack of instrumentation to provide a positive indication of thrust direction or an alarm to indicate the propulsion control system was not responding properly to the captain's commands."it was shocking,” said passenger Susan Pendergast. “I mean it was just shocking.”Pendergast says when the vessel hit the dock she was thrown to the ground, re-injuring an already bad back.She eventually had surgery in two different places.“It’s left me certainly not with the life I once had,” she said.Following the collision, an official with Hornblower told 10News it could be related to a possible mechanical failure.A few months later court documents pointed toward an unforeseeable and unpreventable mechanical failure despite proper maintenance, the fault was caused by the neglect of others.The NTSB report disputes that finding.When talking about the collision, the report states,  “As the Adventure Hornblower approached the pier on the accident date, the port transmission failed to respond to the captain’s helm orders. Investigators believe that the fault occurred between the servo-actuator, the mechanical linkage, and the control unit, most likely due to neglected maintenance to the port transmission and control system.”In a statement, a spokesperson for the Hornblower disputes the NTSB’s findings writing, “Hornblower Cruises & Events continues with safe, daily operations, following the allision of Adventure Hornblower back in 2016. On that day, the initial response of our captain and crew to address all immediate safety concerns and ensure the well-being of all guests aboard, was exceptional. Hornblower has noted several inaccuracies in the NTSB report on this matter, and therefore disagrees with its determinations as to the probable cause of the allision.  Due to ongoing product defect litigation, Hornblower cannot comment further at this time. Hornblower, deeply appreciates the amazing loyalty of our customers and guests over the years, and we continue to work with care and diligence, every day, to deliver on that trust.” 2739
