VIENNA, Dec. 2 (Xinhua) -- A senior Chinese diplomat on Thursday urged relevant parties to step up diplomatic efforts to solve the Iranian nuclear issue."The Iranian nuclear issue is complicated and sensitive, therefore dialogues and negotiation are the only right way to solve the issue, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna.Hu welcomed the forthcoming meeting between Iran and the five permanent members of the UN Security Council and Germany scheduled for next week in Geneva.The resumption of the talks would offer a new opportunity to promote the process of a diplomatic solution, Hu told a board meeting of the International Atomic Energy Agency (IAEA).Hu noted that, as a party to the Nuclear Non-Proliferation Treaty (NPT), Iran enjoyed the right of peaceful use of nuclear energy and at the same time carried corresponding international obligations."We expect Iran to fully implement relevant resolutions of the Board and the Security Council and strengthen cooperation with the agency, so as to foster the confidence of the international community in the peaceful nature of its nuclear program, " he added.Hu also urged the IAEA to play a constructive role in implementing safeguards in Iran and promoting a proper solution to the Iranian nuclear issue.

JINAN, Dec. 21 (Xinhua) -- China and the Republic of Korea (ROK)Tuesday launched a joint land and sea transport services in a bid to cut logistics costs and boost trade.Semi-trailers loaded with cargo can now be shipped between Qingdao, Rizhao, Yantai, Weihai, Longyan and Shidao in the eastern Chinese province of Shandong and Incheon, Pyungtack and Kunsan in the ROK.The service can cut transport time by 3.5 hours and reduce costs by 50 U.S. dollars per container, as trailers can be driven directly to customers without unloading and loading, according to the ROK's Transport Research Institute.The service is expected to boost the shipments of fresh vegetables, live fish and other fragile products such as glass and electronics.Gao Hongtao, deputy director of the Shandong Provincial Transportation Bureau, said that with continuous oxygen charging and temperature control, the service can increase by 10 percent the survival rate of live fish exported from Weihai to the ROK.The two countries would later allow trucks to be shipped, according to an agreement they signed in September. The ports might also later include locations such as northeast China's Liaoning Province, according to Ju Chengzhi, director of the international cooperation department with China's Ministry of Transport.This year marks the 20th year since the launching of cargo, passenger and container sea transport services between China and the ROK. BEIJING, Dec. 15 (Xinhua) -- China released an amended anti-corruption regulation on Wednesday in which it sets out unprecedented penalties that include imposing punishments for corrupt Party officials, even if they have left their posts or retired.The amended regulation, the latest move of the Communist Party of China(CPC) to battle corruption, was jointly implemented by the CPC Central Committee and the State Council, China's cabinet.Based on a version that took effect in 1998, the amended regulation adds more articles detailing punishments for corrupt officials. It has expanded from 17 articles to 32 articles.Those newly added articles were mainly dedicated to detail the supervisory instructions and liabilities by imbedding provisions from various other regulations in recent years. For example, previously, to punish a retired official was something that was rarely heard of in China.One of the notable changes in the past decade was the popular use of the Internet, which opened up a new channel for the public to supervise officials, said professor Wang Yukai with the Chinese Academy of Governance.The public is able to report more corruption cases through the Internet and by implementing the new regulation, and corrupt officials will have to spend a lifetime constantly 'watching their back,' analysts say.The amended regulation underlines CPC officials' responsibility in promoting transparency when exercising their power and stresses mutual supervision among officials who respectively exercise the power of decision-making, enforcement and supervision.In addition, different punishments were specified for the collective leading organizations and individual leaders in the amended version.In article 18 of the amended regulation, the public is asked to supervise CPC officials, despite no specifications being mentioned in how they might participate.Law enforcement and strengthened supervision from the public and mediaare the key to fighting corruption, professor Wang added.
