This is supposed to be the first week of class for many Washington state schools. But exactly when students in some districts will go to class remains a mystery.Teacher strikes in two districts have already forced the cancellation of classes on their first day of school Tuesday.Evergreen Public Schools are closed because no deal has been reached between the school district and the Evergreen Education Association over salaries.Negotiations are ongoing, and the school district said it will give parents at least 24 hours' notice before classes will begin. The Washougal School District also missed its first day of school Tuesday due to a strike by the Washougal Association of Educators.School district representatives met with union members and mediators Monday to try to reach an agreement on teacher salary increases."The district and the association have worked hard to reach an understanding but, unfortunately, we were not able to come to an agreement," district Superintendent Mary Templeton said.Four other state school districts, which are scheduled to start classes Wednesday, could have those plans derailed by strikes over salaries and benefits.Vancouver Public Schools, Longview Public Schools, Battle Ground Public Schools and the Hockinson School District all announced that negotiations are continuing with teachers and mediators. The Hockinson School District said it's hoping to start classes on time but is asking parents to have backup plans for their children, just in case. 1515

To a generation of children, Fred Rogers was a lot more than a soothing voice and a cardigan. On "Mister Rogers' Neighborhood," which had its first national broadcast on February 19, 1968, he sprinkled educational segments with soft-spoken wisdom. The show went off the air in 2001, and Rogers died in 2003. But he's making a posthumous comeback. The US Postal Service will commemorate him on a stamp next month, a documentary film about his beloved PBS show will be released in June and Tom Hanks will play him in a biopic.Fifty years later, Rogers' legacy still resonates. Here's a look at some of his more memorable lessons and quotes, from his show and writings.1. TIJUANA, Mexico (KGTV) — Mexican authorities arrested three people in connection to the slayings of two teenage Honduran migrants.Police executed a search warrant in Tijuana Tuesday night after they said Esmerelda N., Carlos N., and Francisco N. kidnapped and killed the teenagers over the weekend. 10News tracked down Uriel Gonzalez, the General Coordinator of the YMCA Homes for Migrant Youth - Mexico. He said the three unaccompanied minors traveled alone from their home towns in Honduras to seek temporary refuge in Mexico. For the time they were at the shelter they were well behaved. So when they went missing on Saturday around lunch time, his staff believed they had walked off their open-door campus to visit friends at another shelter. When one came back seriously injured, he realized they were targeted.“They were kidnapping the kids that are in a very vulnerable position, who are not Mexicans. Migrants are very attractive for organized crime, because of the extortion and the money they can ask to their families,” Gonzalez said. According to Baja California prosecutors, three Honduran migrants seeking refuge at the Tijuana YMCA Youth Shelter were on their way to El Barretal, the main caravan shelter Saturday night. A witness told authorities two men and one woman robbed and kidnapped the three boys during the walk.Later that night, the bodies of two boys, 16 and 17 years old, were found in a Tijuana alleyway. They had been stabbed and strangled. Despite being seriously injured, a third teen managed to escape. According to the Youth Shelter organizer, the boys arrived in the US-Mexico border city as part of the migrant caravan about two to three weeks ago. In the time they were at the shelter, they never had any disciplinary issues.Shelter staff members have since asked the Mexican government to increase security measures in the area.Investigators said the deaths are among the many recent violent incidents happening in and around the migrant shelters in Tijuana. On Tuesday night, two people walking on the street threw a can of tear gas into El Barretal. The migrants were not injured and the facility was not damaged. Investigators said this is another example of the growing tensions and impatience between asylum seekers and local Mexicans. 2287

This weekend, most Americans will set their clocks back one hour Saturday night as everyone reverts back to standard time.Every state except Hawaii and Arizona observe Daylight Saving Time in the summer months. The idea of Daylight Saving Time has been around for more than a century for a variety of reasons, including more evening daylight and saving energy.Germany was the first country to experiment with it, and it wasn't fully adopted in the United States until 1918 when "An Act to save daylight and to provide standard time, for the United States" was passed.Once this law was passed, it established the time zones we use today — Eastern, Central, Mountain and Pacific — and specified when Daylight Saving Time would begin and end.Two years later, however, the Daylight Saving Time option was repealed and left up to localities to decide whether or not they'd change their clocks.Nationwide Daylight Saving Time returned for almost three years during World War II when President Franklin Roosevelt instituted "War Time," or year-round Daylight Saving Time.It wasn't until 1966 when President Lyndon Johnson signed the Uniform Time Act, which ended a lot of confusion by setting standards for when Daylight Saving Time would begin and end. It also required every state to participate unless a state voted to keep the entire state on standard time.Daylight Saving Time was extended with the Energy Policy Act of 2005, so now most of the United States change clocks on the second Sunday in March and again on the first Sunday in November.Follow Storm Shield Meteorologist Jason Meyers via the Storm Shield app on Twitter, Facebook, and YouTube.
