BEIJING, Dec.24 (Xinhua) -- China will bring its overall money supply to a normal level with a range of policy tools next year as the government shifts monetary policy from "moderately loose" to "prudent", the central bank said Friday in a statement on its website, citing Deputy Governor Hu Xiaolian.Hu, a deputy governor of the People's Bank of China (PBOC), said at a meeting with bankers that China needs a shift to a prudent monetary policy to rein in rising consumer prices and curb asset bubbles.China is facing tremendous inflationary pressures, with the country' s consumer price index (CPI), a main gauge of inflation, accelerated to a 28-month high in November of 5.1 percent."The major task for next year's monetary policy will be normalizing money supplies," she said, noting that the growth in money supply, mostly measured by M2, or the broad money supply, should be slowed from the pace during the implementation of a moderately loose policy.The Chinese government should maintain a "reasonable and moderate" credit growth next year that is in line with the country's goal in economic development and inflation control.New yuan-denominated loans in China stood at 7.45 trillion yuan in the first 11 months of this year - just shy of the government's full-year target of 7.5-trillion-yuan.Hu said with the global financial crisis having eased from its peak and China's stabilized economic momentum, the country is able to maintain a steady and relatively rapid economic growth with a prudent monetary policy.Hu stressed that China is facing pressure due to ample liquidity from home and abroad, and for the next phase, the Chinese government will work on liquidity controls with a range of policy tools, including open market operations and adjustment in interest rates and reserve requirement ratios.She highlighted the use of the differential reserve requirement ratio to supplement regular policy tools, which could guide banks to lend "reasonably, moderately and steadily" and boost risk controls in the financial system.China increased interest rates by 0.25 percentage points in October and hiked the bank reserve requirement ratio six times this year to 18.5 percent and 19 percent for some large commercial banks in a move to curb lending amid accelerating inflation.

BEIJING, Dec. 20 (Xinhua) -- China's top judge, Wang Shengjun, on Monday urged the nation's courts to pay close attention to the impact on people's standards of living caused by recent price hikes.Also, the courts should properly handle disputes regarding employment, social security, education, medical treatment, housing and consumption sectors, in an effort to safeguard people's vital interests, said Wang, President of the Supreme People's Court of China, at a meeting attended by presidents from the countrywide high courts.Further, the Supreme People's Court urged local authorities to crack down on telecom and internet fraud, the fight against production and sales of poisonous food and fake medicine, and ensuring the safety of people's health and property, according to Wang.All courts should also properly handle disputes concerning farmers' rights and interests, including cases relating to the sale of agricultural products and pay to migrant workers, Wang said.Wang also urged the courts in various regions to take an active part in the country's efforts in protecting intellectual property rights and environmental protection, and hand down severe punishments for work-related crimes.As to people's letters and appeals to the higher authorities for help, Wang said the courts and police officers should speed up dealing with long-pending cases, and resolve problems and complaints from people.Statistics from the Supreme People's Court showed that in the first 11 months of this year, courts at various levels had received 9,754,141 cases and completed handling 8,967,396 cases, up 0.15 percent and 2.14 percent year-on-year.Wang also said the courts had played an effective role in serving economic and social progress.

BEIJING, Dec. 13 (Xinhua) -- China is trying to have more workers and farmers and fewer university graduates working as public servants because university graduates may have achieved academically, but farmers and workers often have grass-roots life experience.But achieving the goal has not been easy -- for the government, and workers and farmers as well.The annual National Public Servant Exam on Dec. 5 attracted more than 1 million candidates for 16,000 vacancies around the country, according to Nie Shengkui, a senior State Administration of Civil Service official.For the first time, it was stipulated that workers and farmers were preferred for some of the positions, in a move to make the exam more inclusive.As part of the pilot project, a total of 14 positions in grass-roots branches of central government departments at the county-level or below - including customs, taxation and rail police - in the regions of Guangdong, Sichuan, Xinjiang and Gansu were reserved for workers and farmers.Including more grass-roots workers and farmers in the exam is an improvement in the civil servant selection process, said Zhao Shuming, a professor of human resource management at Nanjing University in east China's Jiangsu Province.Compared with university graduates, workers and farmers are suited to some public service positions that involve work with grass-roots people, Zhao said.However, according to Nie, only 62 workers and farmers of the 171 qualified applicants took the exam."The competition in the public service exam is fierce, and I believe many workers and farmers lacked the confidence to take the exam," said Li Zhen, an official in Sichuan's provincial Department of Human Resources and Social Security.Li said that to his knowledge, there were no workers and farmers that took the exam in the province."Become a civil servant? I have never thought of that," said a migrant worker surnamed Zhang who does odd jobs for a construction company in Chengdu, Sichuan's provincial capital.

  

WASHINGTON, Jan. 19 (Xinhua) -- Chinese President Hu Jintao said here Wednesday that important consensus was reached during his talks with U.S. President Barack Obama."We had an in-depth exchange of views and reached important agreement on China-U.S. relations and major international and regional issues of shared interest," President Hu told a joint press conference with Obama following their meeting.The Chinese leader said both sides "agree to further push forward the positive, cooperative and comprehensive U.S.-China relationship and commit to work together to build a China-U.S. cooperative partnership based on mutual respect and mutual benefit so as to better benefit people in our own countries and the world over."Chinese President Hu Jintao and U.S. President Barack Obama attend a joint press conference at the White House in Washington, the United States, Jan. 19, 2011.Both sides also agreed to strengthen exchanges and cooperation in economy and trade, energy and environment, science and technology, infrastructure construction, culture and education, counter-terrorism, non-proliferation, law enforcement and other areas so as to achieve mutual benefit, according to the Chinese president.Saying his talks with Obama were conducted "under candid, pragmatic and constructive atmosphere," Hu said China appreciates Obama's commitment to a positive and constructive China policy, and to stable and growing China-U.S. relations since he took office two years ago.Hu noted that China and the United States share expanding common interests and shoulder increasing common responsibilities, and voiced support for expanding military exchanges between the two sides."We believe expansion of military exchanges and cooperation will be conducive to deepening mutual trust between our two countries," Hu said.While stressing that China-U.S. cooperation has great significance for the two countries and for the world, the Chinese leader said the two sides "should firmly adhere to the right direction of our relationship; respect each other's sovereignty, territorial integrity and development interests; promote the long-term sound and steady growth of China-U.S. relations and make even greater contributions to maintaining and promoting world peace and development."During President Hu's state visit, the two countries had signed a number of cooperation agreements. "This is a tribute to the Chinese people," he added.The U.S. leader also expressed his satisfaction with the reaching of dozens of deals between the two sides that will increase U.S. exports "by more than 45 billion U.S. dollars."Hu, who unfurled his first state visit to the United States Tuesday since Obama took office in 2009, just concluded his eighth meeting with Obama before the press conference.Before the talks, a grand welcome ceremony for President Hu was held at the White House.Hu said at the ceremony that his visit is aimed at increasing mutual trust, enhancing friendship, deepening cooperation and pushing forward the positive, cooperative and comprehensive China-U.S. relationship for the 21st century.
