SAN DIEGO (CNS) - A man smashed a display case at a Mira Mesa jewelry store and stole several necklaces, police said Tuesday.The theft was reported shortly after 6:50 p.m. Monday at Daniel's Jewelers in the shopping center near Mira Mesa Boulevard and Camino Ruiz, San Diego police Officer John Buttle said.A man entered the store and smashed a glass display case with a hammer, Buttle said, adding that the thief did not threaten the employee.The thief then grabbed several necklaces from the display case and fled in an unknown direction, the officer said.The suspect was described as a 5-foot-9 to 5-foot-10 Black man in his late 20s. SAN DIEGO (CNS) - A man was sentenced to nearly a decade in state prison Wednesday for his role in the fatal shooting of a Navy sailor who pulled over on a San Diego freeway ramp to help a seemingly stranded motorist.Harvey Liberato, 26, pleaded guilty to voluntary manslaughter and other charges stemming from the Oct. 27, 2018 slaying of 21-year-old Curtis Adams on the connector ramp between southbound state Route 15 and northbound Interstate 5.Adams was driving on the freeway with his girlfriend at around 2 a.m. when he stopped to assist a disabled vehicle on the side of the freeway, which was actually a car that had sustained flat tires in a shootout from a bungled vehicle burglary earlier that night.RELATED: Man found guilty of murder in slaying of Navy sailor on freewayThe disabled car was occupied by Liberato, Susana Galvan, 40; Brandon Acuna, 23; and Brandon's brother, Edson Acuna, 26.Believing Adams was the person they had engaged in a shootout with earlier in the night, Edson Acuna exited the car and shot Adams in the chest.Edson was convicted by a jury earlier this year of first-degree murder, robbery, burglary, various firearm counts and a special-circumstance allegation of committing the murder in the commission of a burglary. Faulconer, along with other regional leaders, Monday urged the Board of Supervisors to approve as part of its budget .4 million to fund behavioral health at new permanent supportive housing projects.The group -- which also included San Diego City Councilman Chris Ward, chair of the Regional Task Force on the Homeless (RTFH), and San Diego Housing Commission (SDHC) Executive Vice President Jeff Davis -- unveiled a strategy to provide intensive behavioral health and care coordination services on-site to support up to 400 new units at upcoming hotel housing projects.The board is scheduled to meet Tuesday to have a final discussion and vote on its .4 billion fiscal year 2020-21 budget.Starting in April, the city and county of San Diego teamed up with the RTFH and the housing commission to provide shelter and services to nearly 1,200 people experiencing homelessness with Operation Shelter to Home at the San Diego Convention Center. The county's Health and Human Services Agency has provided on-site behavioral health and care coordination services at the operation, expanding on the services provided at the city's bridge shelters.Now, the organizations are working to replicate and build on the same coordinated care model outside the shelter setting.According to the group, these types of services are critical to stabilizing individuals so that they can stay in permanent housing. In a survey conducted by the SDHC of clients at Operation Shelter to Home, nearly 70% of clients required permanent supportive housing level of services or higher for success."The county can tackle the debilitating cycle of homelessness by making behavioral health and care coordination services more readily available," Fletcher said. "Redirecting .4 million toward mental health and substance misuse treatment is a better way to use the funds, reduce the reliance on a broken crisis-care model, and ensure people's needs are being met.
