COSTA MESA, Calif. (AP) — A judge has put on hold a U.S. plan to quarantine up to 50 people infected with a new virus from China in a Southern California city. Costa Mesa officials asked for a court to intervene Friday after learning that federal authorities planned to move patients to facility in the city as early as Sunday. They said they were not included in the planning effort and wanted to know how the local community would be protected from the possible spread of the virus that has spread globally. CLARKSVILLE, Tenn. - It's art with a message, and the purposeful signs can be found throughout Middle Tennessee.The word "vote" is written on each of Paul Collins' artistic animal signs. The art pieces range in shapes sizes and species. Some are even hidden from plain sight while others can't be missed.It's become quite the scavenger hunt for some on the lookout for these signs."I look around and place them by bus stops," Collins said. "I look for the corners that have 'vote for me' signs because that’s fair game."Collins, an Austin Peay State University art professor, started the project 100 days before election day. Although he only planned to create one a day counting down until November 3, more and more people started requesting the signs and now he's made over 200. The signs can be spotted from Springfield to Nashville to Brentwood and Clarksville.Collins is a New Yorker who moved to Tennessee a decade ago and has used this project to see his new home state."A lot of this is getting to know your city," said Collins. "it’s been great to my family part of this was just a love letter to the city and go to places I haven’t been."Collins is doing all of this out of his own pocket and gives away the signs for free. He says as long as it inspires residents to register and vote, it's a job well done."Vote that's it, it's really simple," Collins said, "Exercise the joy and responsibility of being American and vote."The voter registration deadline is October 5. COVID-19 has killed more than 50,000 people in nursing homes and long-term care facilities. That is at least 40% of all U.S. coronavirus deaths.The White House put in new measures recently to better protect residents.“The numbers are continuing to rise. We're just beginning to get some of the numbers out of some of the states and so this is a real outrage,” said Bill Sweeney, Senior Vice President of Government Affairs at AARP. “It didn't have to be this way, and this is a national disgrace.”AARP says required virus case data from facilities is happening too late. They're about a week behind and testing isn't consistent.Some facilities are still having issues with PPE, including training staff to wear it properly.Both Republicans and Democrats want to give more help to nursing homes in the next relief bill.AARP is concerned about the lack of inspections and oversight. It worries some facilities will get immunity from lawsuits.“Without inspections, without the ombudsman being able to go in and find out what’s going on in the facilities, without family visits being allowed, there's been no accountability at all and if they give immunity to these nursing homes, there won’t ever be accountability,” said Sweeney. “There will never be justice for families whose loved ones were treated poorly.”Before the pandemic, AARP says eight out of ten nursing homes were cited for infection control problems.Meanwhile, AARP encourages family members to call their representative in Congress if they are worried about their loved one and are not getting answers. 1573
