Both China and Japan are APEC members.All-round Sino-Japanese ties currently maintain a sound momentum of improvement and development, which are widely welcomed by both peoples and the international community, Hu said."Sino-Japanese ties are now at a crucial juncture," Hu said, "we should maintain such a sound trend, and push forward the healthy and steady development of bilateral ties."This year marks the 35th anniversary of the normalization of Sino-Japanese ties. Over the next few months, the two countries will host various activities of friendly exchange, Hu said, hoping that the two sides will cooperate and support each other to make these activities a success, in order to enhance the mutual understanding and friendship of both peoples."We welcome Prime Minister Abe to visit China again this year, and hope both sides will make good preparations to ensure the visit achieve positive results," Hu told Abe.Abe echoed Hu's remarks on bilateral ties, saying bilateral cooperation has made progress in various areas.Bilateral exchanges and cooperation in defense matters have made positive progress, which are of great significance, Abe added.Japan attaches great importance to maintaining high-level contacts with China and is looking forward to conducting more contacts with Chinese leaders this year, Abe said.Japan is ready to work with China to push forward bilateral ties, Abe added. The Chinese president arrived here from Canberra Wednesday to attend the annual APEC Economic Leaders Meeting. The Chinese government expresses strong dissatisfaction about the U.S. decision to impose penalty tariffs against the imports of Chinese coated free sheet paper, Wang Xinpei, spokesman for China's Ministry of Commerce, said early Saturday. The Department of Commerce of the United States on Friday announced its preliminary decision to apply U.S. anti-subsidy law to the imports of coated free sheet paper from China. "This action of the U.S. side goes against the consensus reached by the leaders of both countries to resolve differences through dialogue," Wang said. "China strongly requires the U.S. side to reconsider the decision and make prompt changes," the spokesman said, adding China will closely watch the development of the issue and protect its own legitimate rights. In 1984 the United States set the policy of not applying anti-subsidy law to "non-market economies". Such a practice had been taken as a judicial precedent and had not been changed, Wang said. The preliminary decision of the U.S. Commerce Department made a bad instance and it obviously does not conform with the current judicial precedent of U.S. courts and the consistent practice of the U.S. Commerce Department, the spokesman said. While regarding China as a non-market economy, the U.S. ignored the strong protests from China and decided to apply its anti-subsidy law against China. "The decision brings great harm to the interests and feelings of Chinese business people and is not acceptable," Wang said. The U.S. Department of Commerce on Friday announced its preliminary decision to apply U.S. anti-subsidy law to imports from China. The decision alters a 23-year old bipartisan policy of not applying the countervailing duty (CVD) law to China, which the U.S. government regarded as a "non-market economy", said the Department of Commerce in a statement, adding the change reflects China's economic development. "China's economy has developed to the point that we can add another trade remedy tool, such as the countervailing duty law. The China of today is not the China of years ago," said Commerce Secretary Carlos M. Gutierrez. The U.S. government also claimed that Chinese producers and exporters of coated free sheet paper received countervailable subsidies ranging from 10.90 to 20.35 percent. From 2005 to 2006, imports of coated free sheet paper products from China increased approximately by 177 percent in volume, and were valued at an estimated at 224 million dollars in 2006.

UNITED NATIONS -- China's special representative for climate change talks, Yu Qingtai, urged the international community to conduct substantive negotiations aimed at securing a new global post-2012 agreement on climate change by 2009.Speaking at the UN General Assembly debate on climate change, Yu said that the Bali roadmap, adopted at the UN climate conference last December by delegates from nearly 190 nations, is "only a beginning.""The international community must continue with the task of conducting substantive consultations and negotiations, so as to insure a final agreement on the post-2012 international cooperation on climate change within the next two years," he said.Yu emphasized that any framework for future arrangements must be firmly based on the principles established by the UN Framework Convention on Climate Change (UNFCC) and the Kyoto Protocol, particularly the principle of common but differentiated responsibilities. The four building blocks of the roadmap -- mitigation, adaptation, technology transfer and financing, are all important components for developing an effective framework for responding to climate change, and should be given equal attention, and none of them should be neglected, he noted.Urging developed countries to further strengthen policies and measures aimed at emission reduction, the special envoy said the concerns by developing countries over adaptation, technology transfer and financing should be addressed in earnest, so that they will have the capacity to make greater contributions to confronting the challenge from climate change."The effectiveness of participation by the developing countries will, to a significant extent, depend on whether the developed countries will take substantive actions on financial and technological assistance," he said. "Effective mechanisms should be set up as soon as possible to insure that measurable, reportable and verifiable assistance be provided to the developing countries with regard to financial resources, technology and capacity building," he said.China takes climate change "very seriously" and have adopted various policies and measures to respond to the challenge, with " noticeable success," he said."While making our own due contribution, we will also help other developing countries to enhance their ability to adapt to climate change," Yu added.Representatives, including some 20 ministers, from more than 100 countries and international organizations attended the two-day high-level session and exchanged views on ways to move forward the negotiating process launched in the Bali conference.

BEIJING - China expressed grave concern over Kosovo's unilateral declaration of independence, said Chinese Foreign Ministry spokesman Liu Jianchao on Monday."Kosovo's unilateral act can produce a series of results that will lead to seriously negative influence on peace and stability in the Balkan region and on the realization of building a multi-ethnic society in Kosovo, which China is deeply concerned about," said Liu.He said the settlement of the Kosovo issue concerns the peace and stability in the Balkan region, the basic norms governing international relations and the authority and role of the United Nations Security Council. He added that China has always held that the best way to resolve the Kosovo issue is that Serbia and Kosovo reach a plan acceptable for both sides through negotiation."China calls on the two sides of Serbia and Kosovo to continue to seek a proper solution through negotiation within the framework of international law, and the international community should create favorable conditions for this," said Liu.Kosovo's parliament voted Sunday to adopt a declaration of independence at an extraordinary session on its independence from Serbia.Kosovo now is "an independent, sovereign and democratic state," Parliament Speaker Jakup Krasniqi announced after lawmakers voted 109-0 through a show of hands to approve the declaration. But Serbian President Boris Tadic said that Serbia will never recognize the independence of Kosovo. He urged international organizations "to immediately annul this act, which violates the basic principles of international law."Kosovo was a southern autonomous province within Serbia before the breakup of the Federal Republic of Yugoslavia. Among its population of 2 million, over 90 percent are ethnic Albanians and Serbs make up about 7 percent.Kosovo has been under UN administration since mid-1999, after NATO air-strikes drove out Serbian forces from the province.

China will undertake nearly 10 percent of an international fusion-research project to be implemented this year. The project is called ITER and wants to demonstrate the scientific and technical feasibility of fusion power - the energy of the sun or hydrogen bomb - for peaceful use."The project aims to find a shortcut to solve our energy shortage," Luo Delong, deputy director of the ITER China Office, said at the Oriental Science and Technology Forum held in Shanghai over the weekend. He said Chinese researchers will be in charge of producing various components of the project and escorting them into Cadarache in the south of France where the ITER's key equipment will be constructed.China will inject about one billion yuan (US7.5 million) into the project, accounting for nearly 10 percent of the overall ITER investment, officials said.Other partners in the project include the European Union, the United States, Japan, India and Russia.According to Zhang Jie, a fusion-power scientist of Jiao Tong University, researchers of universities in Shanghai, including Fudan and Donghua, are conducting fusion-related studies.China will further enhance its education in the area to lift the country's overall research power. The long-term objective of the research is to harness fusion nuclear energy to help meet the future energy needs of mankind, project officials said. The aim of ITER is to show fusion can be used to generate electrical power and do the preparation work to build and operate an electricity-producing plant. The key part of the project is to develop a viable fusion-power reactor.Scientists of ITER will test a number of key technologies, including the heating, control, diagnostic and remote maintenance that will be needed for a real fusion-power station, officials said.Local experts said fusion may produce dozens of times more energy than fission, which now directs most of the world's nuclear-power plants.Fission can only be caused by uranium. However, the resource to trigger fusion can be found in ordinary substances from the sea, they said.According to the Website of ITER, the overall construction cost of ITER is estimated at five billion euros (US.37 billion) over 10 years and another five billion euros are earmarked for the 20-year operation period. The ITER organization owns the ITER device and is responsible for all aspects of the project, such as licensing procedures, hardware procurements and operation.
