(KGTV) -Students and parents in the South Bay are demanding the Sweetwater Union High School District bring back their buses.In a cost-cutting move, the district announced last May that it would eliminate dozens of bus routes throughout the district. Four of the district's high schools were impacted. Eastlake and Olympian High Schools each lost four routes, Otay Ranch lost one, but San Ysidro High School took the biggest hit; with twenty out of twenty-two routes cut.Olga Espinoza attended Monday night's school board. She said her son has to walk more than three miles each way to get to school. She said it's simply not safe."Since we are on the border, I feel like he could get kidnapped. It's a really dark road, there's no benches, no water, there's coyotes out there, tarantulas, bugs, it's not a nice road for children to be walking, " Espinoza said. A couple dozen parents and students marched into the meeting holding cardboard school buses. They chanted, "Cut from the top, not our buses!" Many of them were with The San Ysidro Students United and Madres Unidas. A district spokesman said school leaders are trying to address their concerns. "We are not in terms of putting back any routes because the policy does stand in terms of our 3 and a half mile polic, but we are looking at potentially adding a couple of routes that will support some of the routes that currently exist, part of the issue is drivers, we don't have the drivers," said Communications Director Manny Rubio. Rubio estimated roughly seven-hundred students use buses, and that included kids who live right down the street from their school. He also said enrollment and attendance are up this year at San Ysidro High School. Parents paid 0 for a bus pass, but Rubio said the cost to the district was closer to ,000 a student."We're one of the few districts who still offers home to school transportation, even San Ysidro Elementary, which is right down the street, does not offer home to school transportation," said Rubio.Routes for special education students are not impacted.The district also said it would not have made the cuts without the completion of Old Otay Mesa Road which was finished in May. 2223

(CNS) - The family of a 56-year-old man who died earlier this year following an encounter with Chula Vista police announced Monday they are filing a pair of wrongful death lawsuits against the city.The lawsuits seek the names of the officers involved in the March 13 call for service that culminated in Oral Nunis' death.Both lawsuits are being filed in San Diego federal and state courts on behalf of four of Nunis' children, including his daughter Kimone, who called 911 shortly after midnight March 13 after her father began experiencing a mental health issue and attempted to jump out of a second-story window.While addressing reporters at a news conference announcing the lawsuits, Kimone Nunis said responding officers did not speak to her or ask her what was happening with her father when they arrived."That night, I just wanted help. I picked up the phone. I didn't know what I was getting myself into," she said.Attorneys for the family say officers tackled Nunis outside the home and "dogpiled" atop him, placed him in a WRAP restraint device and put a "spit hood" over his head.In a statement released shortly after Nunis' death, the police department said he was restrained to prevent him from hurting himself or others. The department also alleged Nunis was "uncooperative with officers and struggled as they attempted to detain him," resulting in injuries to two of the officers.The federal lawsuit alleges Nunis was unconscious and unresponsive after the altercation, and that those restraints were placed upon him while he was unconscious.Nunis was taken to a hospital, where he was later pronounced dead.Attorney John Burris, who represents the family, said police should have responded by de-escalating the situation."Mr. Nunis was seeking help. The family was seeking help. But instead of getting help, he was met with force," Burris said.A similar lawsuit was filed last month on behalf of Nunis' widow and three other children. Their attorney, Carl Douglas, alleged the city has withheld Nunis' cause of death, while a statement released by the city last month indicated his cause of death has not yet been determined."The City of Chula Vista understands and shares the public's and the family's desire to have all of their questions answered about this incident. However, it is premature and inappropriate to come to any conclusions at this time," according to the city's statement in response to that lawsuit. "The investigation is ongoing, and the true cause of death has not been determined by the Medical Examiner. Because of this, and now the threat of litigation, the City and the Police Department must refrain from commenting further beyond the statements already made. The City and Police Department continue to express our deepest condolences to the family and all of those touched by Mr. Nunis' tragic passing."City officials did not immediately respond to a request for comment regarding the latest filings.In addition to the federal lawsuit alleging wrongful death and violations of Nunis' civil rights, the state lawsuit seeks the release of the officers' names.The complaint states Kimone Nunis submitted a California Public Records Act request in July seeking the names of the involved officers, as well as body camera footage, reports and statements from witnesses and other information police have regarding the case.According to the lawsuit, which alleges the city violated the CPRA, the family was told months later that the information was being withheld "because of ongoing criminal and administrative investigations." 3591

CHULA VISTA, Calif (KGTV) -- As Chula Vista continues to grow, so does the need for police officers in the city. Last June, voters approved a half cent sales tax increase, giving Chula Vista the highest sales tax in San Diego County. The money goes into the general fund, but os designated for hiring more police and firefighters. Despite the new sales tax, some business owners say they are still having issues with the department's response times. A bakery owner on Third Avenue tells 10News she sometimes has to call police multiple times a week to report a crime, but that sometimes police don't show up or shows up hours after the crime. See complete coverage of Life in Chula VistaChula Vista Police say things are already improving. Captain Phil Collum says the department has hired nine of the 12 officers currently allowed by Measure A. According to SANDAG, crime in Chula Vista is actually down 3 percent in 2019, including property and violent crimes. "Sometimes the perception that crime is on the rise or perception that things feel less safe than they were, in fact all of the data suggests otherwise," said Collum. In a recent survey, 91 percent of Chula Vistans said they are "very satisfied" with the department, despite not meeting response times for priority one and priority two calls. Collum said those response times are slowly improving. The police department says additional positions will be filled through the Measure A sales tax, meaning 31 additional officers by 2023. CHULA VISTA, Calif. (CNS) - Authorities publicly identified a 30-year-old Whittier man who was fatally shot by officers after allegedly leading law enforcement on a chase from Orange to San Diego County.The shooting, which happened around 1 a.m. Sunday on southbound Interstate 805 north of Orange Avenue in Chula Vista, involved officers from both the California Highway Patrol and San Diego Police Department, Sheriff's Lt. Thomas Seiver said.Christopher Ulmer of Whittier in Los Angeles County suffered "multiple" gunshot wounds and was taken to a hospital, where he later died, Seiver said.The sheriff's homicide unit is investigating the shooting "due to the multiple jurisdictions involved" in the incident, the lieutenant said.The chase began just before midnight Sunday when Santa Ana police attempted a stop because of a traffic violation, according to CHP spokesman Salvador Castro.The driver headed south on Interstate 5, then got on southbound I-805 and eventually stopped his silver sedan on the freeway near Orange Avenue.A news video Sunday appeared to depict at least 10 gunshots during the standoff. CHP and San Diego police vehicles could be seen stopped behind the car with some officers drawing their guns. After the shooting, the news video shows a police dog bite down on Ulmer or his clothing before officers turn him over and start first aid.Authorities have not disclosed if Ulmer was armed during the confrontation.
