SAN DIEGO (KGTV) -- San Diego Pride announced Thursday they will not allow law enforcement agencies to have a contingent in the Pride Parade or a booth at the Pride Festival as a show of support for the black LGBTQ community and until policing changes are made.San Diego Pride's statement comes amid a major push for police reform and defunding across the nation in the wake of the in-custody death of George Floyd in Minneapolis on Memorial Day.In a letter to San Diego Mayor Kevin Faulconer, Pride officials asked that he and the City of San Diego “stand with us in support of our Black LGBTQ and ally communities.”Pride San Diego Executive Director Fernando Lopez told 10News, “It can be traumatizing for folks to see people with guns and Tasers and batons march down a parade.”He added, “Now someone who’s black can’t take off their skin. A law enforcement officer can take off their uniform. They are a whole human being. If they want to take off their uniform and march with a peace flag or Latin X community … if the police chief wants to not wear his uniform next to me next year, I’d be happy to have him walk next to me next year.”Pride officials laid out a 4-step action plan which they hope the mayor and city will support:STEP 1: Law enforcement agencies will no longer have contingents in the San Diego Pride Parade or booths in our Pride Festival. This may be reassessed after the completion of Step 4.For Step 1, Pride officials added: "Everyone is still welcome to march, volunteer, and enjoy at Pride. San Diego Pride will continue to maintain our relationships with local, state, and federal law enforcement agencies to continue serving as a bridge to our community and ensure community safety remains our number one priority. Law enforcement agencies will oversee road closures and vital safety precautions in coordination with Pride’s leadership team."STEP 2: The City of San Diego will recognize the San Diego Pride Parade as a free speech event and no longer bill the organization for road closures and safety.“San Diego Pride will use these savings to enhance the safety of our event through other groups and tools. The remaining savings will fund Black-led LGBTQ programming," according to Pride officials.Law enforcement will still be needed to help maintain order at the event."Go back to recognizing us as a free speech event. Just like you do all of our other marches and protests, just like when you close the streets for us there, just like when you work to keep us safe there, still do that work. But rather than siphoning money out of the LGBTQ community, allow us to retain those funds and invest them in the black LGBTQ community directly,” Lopez said.STEP 3: The City of San Diego will immediately adopt the #8CantWait Campaign recommendations.Pride officials are asking that the remaining items in the #8CANTWAIT campaign: Ban chokeholds and strangleholds, require deescalation, duty to intervene, ban shooting at moving vehicles, and require all force be reported. The other three items that are part of the campaign -- require warning before shooting, exhaust all alternatives before shooting, and establish use of force continuum -- are policies in place in the City of San Diego, according to Campaign Zero.STEP 4: Support a phased approach to policy reform recommendations centering Black LGBTQ San Diegans.According to officials, “San Diego Pride will host a series of intentional conversations centering Black LGBTQ voices to identify tangible reform, accountability, and transparency goals for law enforcement agencies. Pride will also amplify other issues of diversity, equity, and inclusion in our region arising from these conversations. These phased conversations will include LGBTQ organization leaders, elected officials and community members. We will work as an organization and in coalition to realize these goals. They meet routinely several times a year. We also have liaisons with San Diego Pride through our Community Relations Director and deputies. We welcome the recommendations of San Diego Pride and our LGBTQ+ advisory board in updating our training, policy, and procedures. Their numerous inputs are reflected comprehensively in our P&P so our deputies can perform their duties with the highest level of professionalism when engaging with members of the LGBTQ+ community."The San Diego Police Department told 10News in a statement that they are disappointed by the decision:"The members of the San Diego Police Department are all part of the community, including the LGBTQ community. We are disappointed with the decision made by San Diego Pride because further divide is not what we need at this critical time. We will focus on reviewing recommendations brought forth to continually strengthen community partnerships."Mayor Faulconer also issued a statement, saying, in part, that he believed the department needs to continue to be a part of Pride:"For years San Diego Police officers have marched in solidarity with our LGBTQ community. Our officers need to be out there continuing to engage and learn from the diverse communities they are sworn to serve and protect, including at events such as Pride. SAN DIEGO (KGTV) - Sea World employees went on a rescue mission Saturday to free a Sea lion pup from a plastic ribbon wrapped around his neck on Boomer's Beach.The timing is poetic, on World Oceans Day. A day that "provides a unique opportunity to honor, help protect, and conserve our world’s shared ocean," according to WorldOceansDay.org.Sea World Animal Care Specialist Brooke Hubbard said they had been monitoring the pup and received another call Saturday. This time it sounded like the 2-3-year-old sea lion was in an area where they could safely remove the ribbon.A rescue that saved the mammal's life, "when there is lining around it's neck it can constrict it's airways and it's esophagus making it so they can't breathe or eat over time," Hubbard said.Video from her supervisor's perspective shows what it was like when the team snuck up on the sea lion, threw their net and cut the ribbon off with a pair of ordinary scissors.When they released the Sea lion, he scooted back to the ocean, "that's the best feeling in the world, especially since we didn't have to bring it back here and rehabilitate it," she said.Hubbard said this is is completely preventable, "please don't litter at the beach. Be able to pick up your trash wherever you go, this looks like packing or shipping ribbon that was stuck on the animal."She said when they go out on rescues she sees plastic every day near or harming the animals.If you see an animal in trouble, call the Sea World Hotline, 1-800-541-SEAL, or let local authorities, like lifeguards know, and stay back. 1567

SAN DIEGO (KGTV) -- SANDAG and Caltrans are warning people about an overnight closure on Interstate 5 beginning Thursday night for work on the Mid-Coast Trolley Bridge. Starting February 28 at 9:30 p.m., all southbound lanes on Interstate 5 will be closed from the interchange of I-5 and I-805 to La Jolla Village Drive. All lanes are scheduled to reopen on March 1 at 5 a.m. The lanes will be closed so crews can pour concrete to construct the structure for the Trolley overpass spanning I-5 at Voigt Drive. SANDAG says traffic signs have been posted in the area detailing the detour motorists can take. The Mid-Coast Trolley Project will extend the Blue Line Trolley service from Old Town north to University City. Nine new stations will also be constructed. 769

  

SAN DIEGO (KGTV) -- Sixteen Marines were arrested Thursday morning for their alleged involvement in various illegal activities ranging from human smuggling to drug-related offenses, according to U.S. Marine Corps officials.The unidentified Marines did not serve in support of the Southwest Border Support mission, USMC officials said."Information gained from a previous human smuggling investigation precipitated the arrests," said Maj. Kendra Motz, 1st Marine Division Communication Strategy Operations Director.An additional eight Marines were taken aside to be questioned on their involvement in alleged drug offenses unrelated to Thursday’s arrests, Motz said.RELATED: 2 Camp Pendleton-based Marines accused of smuggling undocumented immigrantsThose arrested were taken into custody during a Battalion formation with 800 people at Camp Pendleton. 1st Marine Division worked alongside the Naval Criminal Investigative Service, officials said.10News learned the Marines that were arrested have not been charged at this point in the investigation.Thursday's arrests were related to a smuggling investigation earlier this month. Border Patrol agents arrested Lance Cpls. Byron Darnell Law II and David Javier Salazar-Quintero on July 3 near the Tecate Port of Entry, according to a federal complaint.Both men are charged with smuggling “for the purpose of commercial advantage or private financial gain,” the complaint said.In the complaint, agents reported seeing three undocumented immigrants getting into the pair’s vehicle on Interstate 8 on the morning of July 3. The vehicle was pulled over a short time later and all five occupants were arrested.The immigrants, according to the complaint, told agents that they paid ,000 to have Law and Salazar-Quintero take them north. 1789

  

SAN DIEGO (KGTV) — Starting this year, San Diego State University will begin restricting freshmen living on campus from parking their cars on campus.The new policy will go into effect beginning this fall, the university said Thursday. Incoming freshmen students will not be allowed to park on campus for their first year of schooling.SDSU's website says the change reflects the college's stance that the, "on-campus living experience an integral and necessary part of the total education."RELATED: SDSU details plan to avoid flooding at Mission Valley campusIn a statement to 10News, SDSU said the policy follows similar parking restrictions enacted at other California universities, including University of California, San Diego, CSU Long Beach, and Cal Poly, San Luis Obispo. Waivers are also available for freshmen, "who may have unique needs," and "documented hardships," SDSU said.
