Most recently, in June, a Los Angeles-based developer proposed to put modular homes on the property to temporarily shelter the homeless during the outbreak, but pulled the project after community opposition."That was a hornet's nest," Worden said. "We've been telling them 'look, let's work on this long term affordable housing, where we get credit and we know how to help you do that successfully.'"Worden said this would be different, because it would give people such as fairgrounds workers, emergency medical technicians, teachers, and restaurant servers to permanently live close to where they work.Worden says the city has picked out five locations on the fairgrounds, mostly around the perimeter.The cost is still not clear, but Del Mar may ask Solana Beach the city of San Diego to participate, and see if they can get partial credit for their housing requirements.Del Mar must built 163 new housing units by 2029. Of those, 113 must be income restricted.The fairgrounds did not immediately respond to a request for comment. 2040

  

Democrats have won key races in Virginia and New Jersey, CNN projects, their first major wins during the tenure of President Donald Trump and a boost heading into the 2018 midterms, when control of US House and Senate will be up for grabs.The blue wave along the East Coast saw Ralph Northam winning the governor's race in Virginia and Phil Murphy victorious in New Jersey. Democrats are also on pace to capture control of the Virginia General Assembly, and several liberals, including New York City Mayor Bill de Blasio won their mayoral elections.Virginia's gubernatorial contest was the first major test of Democrats' ability to rebound after Trump's victory. The fundamentals of the state were in their favor: Under Democratic Gov. Terry McAuliffe, unemployment is lower than the national average, and voters have generally told pollsters that they see the commonwealth as on the right track while the nation is on the wrong track.Northam's victory over GOP lobbyist and former George W. Bush aide Ed Gillespie -- clinched much earlier than nervous Democrats had expected -- left party leaders jubilant about their chances in the 2018 midterm elections, particularly in heavily suburban, Republican-held House districts that look much like the northern Virginia suburbs.Gillespie distanced himself from Trump personally, but embraced much of the President's agenda, including a focus on illegal immigration and sanctuary cities. Democratic lawmakers are calling for Congress to rein in Big Tech, possibly forcing Facebook, Google, Amazon and Apple to sever their dominant platforms from their other lines of business and imposing new uniformity on the terms they offer users. The proposals in a report issued Tuesday follow an investigation by a House Judiciary Committee panel into the companies’ market dominance. Those kinds of forced breakups through a legislative overhaul would be a radical step for Congress to take toward a powerful industry that has come under intensifying scrutiny over issues of competition, consumer privacy and hate speech."To put it simply, companies that once were scrappy, underdog startups that challenged the status quo have become the kinds of monopolies we last saw in the era of oil barons and railroad tycoons," the committee's report reads. "Although these firms have delivered clear benefits to society, the dominance of Amazon, Apple, Facebook, and Google has come at a price.
