Sunday's liftoff from NASA's Kennedy Space Center marks the first time that Elon Musk's company has two capsules in orbit at the same time. (KGTV) — Legoland California's massive "Star Wars" section of the park's Miniland area will depart for a galaxy far, far away next year.The park said the area will make way for something new eventually, but is tight-lipped on what guests can expect to take the attraction's place. Guests have until Jan. 6, 2020 to visit the themed display."We’re always creating new adventures for our guests and excited to bring new experiences in the upcoming years. CARLSBAD, California — A California says it lost thousands in a bank scam that started with a notice about fraudulent debit charges.Krystal, who did not want to share her last name, lives in Carlsbad with her husband and their dog, Otis. Her husband is in the Marines and was recently in dive school in Florida. During that time, he received a call from what they thought was a USAA representative.USAA is a financial institution that serves primarily military families.“They told him there were fraudulent charges on his debit card and if they weren’t from him, that they’ll cancel the card and give him a new one and it will be sent to him,” Krystal said.She said it was from a USAA phone number.“They sent him a code through via text and had him repeat it,” Krystal said. “You could tell it was from USAA because there are previous text messages from USAA from other times they sent us the code,” Krystal said.Krystal said the caller said they needed to give her husband a new pin number and asked for the current one. In hindsight, it was a red flag, but at the time, he was busy evacuating from Hurricane Michael. The call sounded legitimate, even using the same song USAA uses when her husband was put on hold.“They had his debit card number. They mentioned me as a second account holder,” Krystal said.Before they knew it, their checking account was drained of more than ,800.“[I was] very angry, very heartbroken. Panicking,” Krystal said.Stephen Cobb with cybersecurity firm ESET said technology to make phone numbers look like a different one is increasingly used by crooks."A phone today is just a computer endpoint on a network and as such, its identity can be spoofed,” Cobb said.Krystal’s fraud claim was first denied by USAA, but she kept calling the bank, determined to get answers.“I finally got a hold of somebody in the financial crime department. She was very apologetic [and] said this isn’t the first time she’s heard of this today,” Krystal said.Krystal said she found her debit card was used in multiple transactions on the East Coast. The scammer has not been found.She was finally able to get a refund but has since switched banks. Now if she gets a call from a financial institution, she asks for a call back number to make sure it is real.“It makes me really angry and really sick. I feel really sick to my stomach about it. It makes me think of people that are veterans. What if their money was taken away?” Krystal said.On its website, USAA said this cybercriminal activity is on the rise. CARLSBAD, Calif. (KGTV) -- As a way to deal with San Diego’s growing roadway congestion, more communities are installing mini-roundabouts to slow speeding drivers. Yet some neighbors in North County are calling them death traps.If you take a drive down Cassia Road in Carlsbad, you’ll see mini-roundabouts, also known as mini-circles, that are causing a big fuss. Fire Captain Nick Valenzuela lives in the neighboring community. “I've come down [to the road] because I’ve heard traffic accidents from my house and come down and helped people,” he tells us.“I've seen the aftermath of at least two accidents,” adds neighbor Mark Bua, who is also a police officer. Bua says the mini-circles are so small that drivers blow right past them without yielding for oncoming traffic. He shared photos of debris from some of the collisions.The mini-circles on Cassia Road were installed at the end of 2016 as a way to slow traffic in bustling North County.Mini-circles have had great success in other booming cities like Seattle, which now has more than 1,000 of them with a 90% reduction in collisions.Dan Burden is a renowned traffic expert. He was once named one of the most important civic innovators in the world, according to TIME Magazine. We asked Burden to review photos of the Carlsbad mini-circles. “[They’ve] got some design issues,” he told us. “In this case the circle is so small and there's no consequence in getting close to it. They're designed in a way that a motorist could go much too fast,” he adds.Burden is a fan of mini-circles, if they're done right. He says they're easier on cars than speed bumps and create better flow than stop signs. "They slow traffic down to 15 to 20 miles per hour upon entry,” he adds.However, Carlsbad neighbors claim they’re playing chicken with speeding drivers and lives are at risk.10News submitted a request with the City of Carlsbad to review the number of recent collisions Cassia Road. According to reported incidents, collisions actually appear to have dropped since the mini-circles were installed.Nearby Leucadia is hoping to soon install mini-circles along the congested North Coast Highway 101. A few years ago, the mini-circles were installed in the Bird Rock community of La Jolla, where motorists are now driving half as fast as they used to. On Harbinson Avenue in La Mesa, the circles were removed a few years after neighbors complained about safety concerns.The City of Carlsbad is reportedly monitoring and making refinements to the mini-circles on Cassia Road, but is aware of residents’ concerns and will consider making more changes in the upcoming months.“This is Carlsbad. Things are supposed to be done right. This is not right. This [was] not done right at all,” adds Valenzuela. 2782

California regulators want to tax text messages to increase funds for programs that bring connectivity to underserved residents.A new surcharge proposed by the California Public Utilities Commission (CPUC) wouldn't be a per-text tax, but a monthly fee based a cellular bill that includes any fees for text-message services. Most carriers offer a flat fee option for texting, and already charge a similar fee for other services included in the bill — such as phone calls. The exact structure of the charge would vary from carrier to carrier.The commission will vote on the measure January 10, 2019, and is facing strong opposition from industry trade groups like the CTIA, which represents AT&T Mobility, Sprint, and T-Mobile. (AT&T is the parent company of CNN.)The 52-page proposal by CPUC Commissioner Carla J. Peterman lays out the details of the plan, and says the state's Public Purpose Program budget is going up while incoming fees to fill it are decreasing. Currently the surcharge rate is less than 7%.The proposed plan could be complicated by a new Federal Communication Commission ruling. On Wednesday, the FCC approved a new rule that classifies text messages as an "information service" like email. Proponent of the rule say it will give carriers the ability to crack down on spam messages, and critics say it could lead to carriers censoring messages.The CTIA argued in a legal filing submitted Wednesday that if texts are an information service, then the CPUC doesn't have authority over them and can't add on surcharges. It claims the proposal would go against federal law.The industry group also says the proposal would create inequity "between wireless carriers and other providers of messaging services," such as WhatsApp, iMessage and Skype."Subjecting wireless carriers' text messaging traffic to surcharges that cannot be applied to the lion's share of messaging traffic and messaging providers is illogical, anticompetitive, and harmful to consumers," the CTIA said in its filing.In light of the FCC ruling and other legal filings submitted to the CPUC, the group could change its draft proposal before the vote next month.According to the CPUC, the charges go to a number of different programs, including 911 services, subsidized phone service for low-income residents, and equipment for deaf and hard-of-hearing users. 2379
