CHULA VISTA (KGTV) -- In an email sent late Friday night to the Chula Vista Elementary School District families, Superintendent Francisco Escobedo announced his plan to start reopening his South Bay campuses by late October.Escobedo's proposal calls for phased expansion to "live in-person instruction" starting with preschool through second grade, and Special Day Class students (Mild/Moderate and Moderate/Severe special education students). The first phase is slated to start Oct. 26, and will open classrooms on a modified day schedule Monday through Thursday. Already, more than 1,100 students are participating in DLSP at 41 of our 46 schools. In a traditional school year, this program might otherwise be considered a before- or after-school program. Now, during this pandemic year, DLSP operates during the school day to provide care and support with distance learning for our students who most need the program.With the success experienced with DLSP, the Chula Vista Elementary School District is proposing an expansion to live in-person instruction when supported by local data. Ideally, we would start offering in-person instruction at the beginning of the second quarter of our academic year, which is Monday, October 26. Given the extensive protocols and requirements necessary for in-person instruction to take place, there is little doubt that schools are one of the safest places for students. In fact, several public school districts in San Diego County have already opened their campuses to at least small groups of students, including special education students, English learners, and others who need additional help or receive specialized instruction. More school districts will be opening in the weeks ahead in our region and across the country.Because COVID-19 transmission rates have been higher in certain of our local zip codes than the rest of San Diego County, our District is taking a measured and cautious approach toward a return to on-site classes. With our proposed expansion to in-person instruction, students would attend school four days a week (M-Th), possibly on a modified day schedule. Our goal is 16 students per cohort for most classes, but no more than 18, in Transitional Kindergarten-Grade 2 in order to maintain social distancing. CHULA VISTA, Calif. (KGTV) - A 16-year-old who reportedly made a social media threat against Bonita Vista High School was arrested Tuesday, police say. According to police, officials discovered that the juvenile was responsible for the second of two threats against the school. "The juvenile told police that he had seen the first threat online and decided to 'join-in' to further scare people. He said he thought it would be funny," police said. The teenager was arrested for making criminal threats and is expected to be released to his parents. I like some of you. (KGTV) — Homeowners in east Chula Vista are hoping a meeting with police and city leaders will address a number of crime concerns in the area.The meeting started with an idea by Josh Roberts. Roberts lives in the community and was tired of seeing people complaining and reporting crime on Facebook instead of directly to the police department. According to Crimemapping, there were 44 crimes reported from July 5 to August 1 in a two mile radius in the 91915 zip code. The crimes range from burglaries to vehicle thefts to assault. REPORT: Chula Vista's rapid growth poses major challenges to public safety, trafficHowever, last December Wallet Hub ranked Chula Vista the safest city in the county and the third safest in the state. "Back around Thanksgiving, we had one documented case where a lady walked out, she thought she was getting into her Uber, and she got into another car. She reported that she had been sexually assaulted."In Los Angeles, one man was even arrested for posing as a rideshare driver with the intention of preying on female passengers.Scripps station WCPO in Cincinnati asked Ryan Higgins, who estimated he uses a ridesharing service at least once a week, if he had ever taken steps to make sure he was getting in the right car."Honestly, now that you say that, I don't think I've ever done anything," the Cincinnati resident said.
