SAN DIEGO (KGTV) — A scenario study on a 6.9-magnitude earthquake on the Rose Canyon fault zone paints a bleak picture, saying the San Diego region could suffer "devastating consequences."The San Diego Earthquake Planning Scenario report examines the possible outcome of such an earthquake on the Rose Canyon fault line, which runs through the heart of downtown San Diego. Under the scenario, the report concludes that a quake of this size could cause severe damage to buildings and emergency infrastructure and have "devastating consequences" on communities and the local economy.RELATED: Examining San Diego's fault lines after Ridgecrest earthquake"Damages will cause business interruptions across most economic sectors, estimated at .2 billion dollars in lost income throughout San Diego County," the report says. "Additionally, the earthquake will damage a large percentage of the housing stock in the San Diego region, further exacerbating housing affordability issues particularly for more vulnerable populations such as low income residents."While the report is not a precise look at San Diego's seismic history or forecast of its future, it believes a 6.9M earthquake could potentially cause several scenarios: billion in damages, in which 120,000 buildings would suffer moderate to complete damage, 8,000 buildings would be beyond repair, and 36,000 households would be displaced;Many older and more vulnerable buildings, including key City of San Diego buildings, could be severely damaged and suffer from partial to total collapse;Coastal communities, stretching from La Jolla to Silver Strand, could be cut off from nearly all lifeline utilities and services, with some basic services being out for months; andLoss of water pressure to certain communities could also impact response to any fires; andInterstate 5 corridor would also be severely impacted, as potential roadway and bridge failures could present more challenges for first responders and residents"Community and economic activity could be disrupted for years until the region’s housing stock, commercial and government facilities, and infrastructure are repaired or replaced," the report said.RELATED: San Diego urged to make water line improvements ahead of future earthquakesBased on its findings, the report recommended several steps moving forward to prepare San Diego for seismic activity, including:A county-wide study of earthquake hazards;Formation of a "seismic resilience" group to identify mitigation actions, priorities, and funding;Local jurisdictions should compile vulnerable structures and develop a way to retrofit them;Various agencies — including wasterwater utilities and emergency management agencies — identify and prioritize investments into needed upgrades; andUpdates to emergency response plans for local jurisdictions and increase public awareness Ideally, the study envisions the San Diego region being retrofitted and ready for a major earthquake by 2050."With a better understanding of the severity of damage, challenges for repair, and the interconnectedness of structures and their lifelines, communities can take mitigation measures to aid in reducing the potential impacts to life and property and societal disruption in the region following future earthquakes. SAN DIEGO (KGTV) — A stylist in Bankers Hill says a "style-and-dash" customer stiffed him on a hefty bill for hair extensions.Stylist Wesley Horn says the young woman, a repeat customer, came into Plush Salon on Friday to match her hair for extensions. The next day, for several hours, he applied and blended the hair."They looked great. She loved it. She was raving about it," said Horn.Horn says when it came time to pay the cost of more than ,000, she offered to pay through the Venmo app."She said the app wasn't working, and then she offered to pay cash," said Horn.She told Horn she had to go to the car to get the cash."Fifteen minutes go by. I text her and ask, 'Are you close?' She says, 'Yes.' Forty minutes go by, and nothing. I call her, and I'm blocked from her cellphone," said Horn.Horn filed a police report, but because she hasn't been named a suspect in a crime, 10News is not identifying the woman. Horn posted details of the incident on the Nextdoor app. The replies included several more accusations of fraud against her, ranging from dine-and-dash incidents to credit card fraud and identity theft."It's insane. SAN DIEGO (KGTV) -- A San Diego man whose bike was stolen, decided to track the thief himself. But instead of turning him in, he turned the situation into something positive. Rob Greenfield never thought he'd see his bamboo bike again. “I didn’t lock it because I was sitting 20 feet from it and then I heard a noise and I looked back and saw the guy speeding off into the night with it.” When he found the thief, he didn't turn him in. He pulled him in for a hug, forgave him and took his bike back.  “It’s one of a kind bamboo bike but really what makes it special is that I’ve biked across the United States on it doing good deeds," he said. "So I’ve traveled thousands of miles across the country.” The theft made him want to do more good deeds, right here in San Diego. “I decided that rather than turning that into a really negative situation I would turn it into a positive situation," he said. "Knowing the feeling of having a bike stolen I decided I wanted to give bikes to kids who have had their bikes stolen and can’t afford a new one.” Greenfield started a GoFundMe to raise money for bikes. Bikes that he would then donate to the Boys and Girls Club - to kids whose bikes were stolen. He says it's a lesson in kindness that he hopes the thief who took his bike, and the kids who were given bikes, will pass on.“I can crowd out the bad with lots of good. So one bike stolen so I can give away 10 bikes, he said. "In that way it just wipes that bad deed out.”Rob gave away 10 bikes Tuesday and says that there is enough left for him to do it again.  1614

SAN DIEGO (KGTV) -- A Team 10 investigation discovered a North County deputy was found deceptive to a question on a polygraph exam before he was employed with the San Diego County Sheriff’s Department.A transcript from a separate case involving the deputy, which is currently working its way through the federal court system, revealed this new information.According to the transcript from that case, Deputy Kyle Klein denied ever being associated with a white supremacist organization during a polygraph exam. The polygraph exam report indicated he was being deceptive to that question, the court transcript said.Klein is being sued for allegedly using excessive force against a North County man.The lawsuit filed by Thomas deLeon III alleges that in December 2016 he was thrown to the ground and repeatedly punched and kicked in the area of his head, face, neck and spine."Looked like he got beat up, like a whole bunch of guys punched him in the face," said deLeon's sister Marlene deLeon.Marlene said physical injuries aside, her brother is suffering emotionally. He was not up for an interview for this story, but his sister said wanted to tell his story. She said since his 2016 encounter with deputies he struggles to leave the house."What did he do to deserve that?” she still questions. "Why did he get beat up? Why did that happen?”According to court documents, deLeon was on his bike when deputies stopped him.“Thomas slowly retrieved his identification from his wallet and handed it to deputies. At all times, Thomas was standing over his bicycle with it between his legs. He was not moving in any direction. Then, suddenly and without warning, Thomas was violently slammed to the ground, his head hitting the asphalt/concrete,” his suit states.A bystander at a nearby fast-food restaurant captured the incident on camera, but the video doesn’t begin until deLeon is already on the ground."He produced his identification, a brief conversation took place and the next thing was he was thrown to the ground,” said deLeon family attorney Brian Cline.Cline said deputies claim at some point Thomas deLeon resisted arrest and that’s why things got aggressive.DeLeon's lawsuit filed against the county, the sheriff and arresting deputies and others claims once on the ground Thomas deLeon was handcuffed, offered no resistance, and then violently beaten."If you've ever seen a professional fight at the point where they stop the fight because it’s gotten too violent, this is where it started and then they continued,” Cline said.The Sheriff's Department wouldn’t discuss the case with Team 10 saying the department can’t comment. Officials also declined a request for an on-camera interview.The county did, however, file a court document asking for the case to be dismissed. 2793
