SAN DIEGO (KGTV) - A new plan is calling for more than 170,000 new homes across the San Diego region over the next decade.The San Diego Association of Governments says the region needs 171,685 housing units by 2029 to meet demand. On Friday, its board approved a plan that divvied up those units across the region's 18 cities and unincorporated county based on a formula of job growth and access to transit. "We are in the midst of a housing crisis. It's time to act. Doing things the same way is not going to give us a different result," said San Diego Mayor Kevin Faulconer. The debate at the SANDAG meeting lasted about four hours, with some of the county's smaller cities saying the plan gave them an undue burden they could not meet. "It is impossible," said National City councilman Ron Morrison, who is not on the board. "Our urban reserve is the weeds behind the backstop in the little field. There is no place to build."National City's mayor Alejandra Sotello-Solis supported the proposal. Most of the homes, 107,901, will go in the City of San Diego. Chula Vista will be responsible for 11,105; Imperial Beach will add 1,375; Coronado 1,001, and Del Mar 163. Del Mar Deputy Mayor Ellie Haviland voted in favor of the plan, though she said she didn't know where those 163 homes could go. "If we are pushing housing away from transit and away from jobs, then that is not going to work with the regional transportation plan we are trying to build," she said. Del Mar Councilwoman Terry Gaasterland, who opposes the plan but did not have a vote, noted Del Mar added 20 housing units in the past 10 years. The board initially voted down the proposal, but Faulconer then called for a weighted vote based on population - getting the necessary votes to pass.Coronado, Lemon Grove, Imperial Beach, Poway, Escondido, Santee, Solana Beach, Vista, El Cajon. The county representatives split their vote. The plan now goes to the state's Housing and Community Development Department for review. 1999

SAN DIEGO (KGTV) - A San Diego elementary school teacher was arrested this week and accused of distributing child pornography.Authorities arrested 59-year-old David Weaks, a fifth-grade teacher at Rosa Parks Elementary School in City Heights, Thursday and charged with distributing child pornography of young girls, including a toddler, according to a complaint filed by the U.S. District Court, Southern District of California.According to documents, a U.S. Department of Homeland Security special agent was able to download two child pornography videos of young females from Weaks computer through peer-to-peer software.The IP address associated with the download was tracked to a residence in San Diego and a subscriber with the last name of Weaks, the complaint says.Authorities say a search of Weaks' residence and his computer revealed numerous files featuring child pornography.The complaint said Weaks admitted to obtaining and distributing child pornography through the file-sharing software over the internet. He also admitted to possessing similar materials on an external hard drive.Weaks is scheduled for a detention hearing on April 24. The government has requested he be held without bond on the grounds that he "is a danger to the community and a flight risk."He faces a maximum of 20 years in prison and 0,000 fine if convicted. 1421

According to police, the incident happened around 9:30 a.m. at the Mills Building on Imperial Avenue downtown. The building houses San Diego County government offices. Police say the man threatened an employee on the 5th floor of the building before damaging computer monitors in the office. SAN DIEGO (KGTV) -- A man was arrested after deputies say he intentionally drove onto a sidewalk outside an Encinitas bar, seriously injuring several people. According to the San Diego County Sheriff’s Department, the incident happened on the 500 block of South Coast Highway 101 around 1:20 a.m. Deputies say the man, later identified as Christian Davis, 28, was asked to leave The Saloon Bar because he was too intoxicated. RELATED: Man dies following attack in Vista; suspects at-largeAfter leaving the bar, deputies say Davis got into his rental U-Haul van and intentionally drove it onto the sidewalk, hitting three people. One of the victims was taken to Palomar Medical Center while two others were taken to Scripps La Jolla Hospital all with serious injuries. Davis was detained by witnesses at the bar before being taken into custody by deputies. Two of the witnesses were injured while detaining Davis and were taken to Scripps Encinitas hospital with minor injuries. The suspect is facing four felony charges including three of attempted first-degree murder and one of attempted escape with force. Davis is scheduled to be arraigned Tuesday. Anyone with information is asked to call the San Diego County Sheriff’s Department. 1245

  

SAN DIEGO (KGTV) - A newly-released poll shows key San Diego County races are undecided ahead of the June 5 primary election.Many of the 1,100 voters questioned in the scientific 10News/Union-Tribune poll showed no clear preference for non-partisan positions including District Attorney, Sheriff, and County Assessor.DISTRICT ATTORNEYSummer Stephan, the interim San Diego County District Attorney, held 35 percent of the vote to Genevieve Jones-Wright’s 22 percent. Stephan led among Republicans, white voters, and those over 35 years old. Jones-Wright led among Democrats, and Latino and younger voters. 43 percent of voters were undecided in the race.Stephan was appointed by the Board of Supervisors last year to fill the remainder for Bonnie Dumanis’ term. Jones-Wright is a Deputy Public Defender. The two have met in several public forums.  SAN DIEGO COUNTY SHERIFFIncumbent Sheriff Bill Gore led Sheriff’s Department commander Dave Meyers by 10 percent in the poll. However, 33 percent of voters were undecided.Gore had stronger support from senior citizens, white voters and conservatives.  COUNTY ASSESSOR/RECORDER/COUNTY CLERKThe countywide election pitting incumbent Ernest Dronenburg Jr. against ethics attorney Matt Strabone shows voters were essentially tied, with a 6.3 percent margin of error. Dronenburg held 20 percent of the vote to Strabone’s 17 percent.An overwhelming 63 percent of voters were undecided.  VOTER BREAKDOWN84 percent of those surveyed said they were registered to vote in California. 14 percent were not, and 2 percent were not sure.About half of San Diegans said they would definitely vote in the June 5 election. About a fourth said they would likely vote. A combined 11 percent said they were unlikely or certain not to vote.According to the Registrar of Voters, 75 percent of those eligible to vote in the county are registered. Of those registered, 37 percent are registered Democrats, 29 percent are registered Republicans and another 29 percent are Independent. As far as voter turnout for the June Primary, over the last 30 years, the highest number of voters to turn out was 40 percent in 1990.  DO POLITICAL PARTIES MAKE A DIFFERENCE?The Survey USA pollsters asked San Diegans if political parties impacted how they planned to vote in the elections. About a third said party affiliation had a lot to do with their decision.   BIG ISSUESAs San Diegans head to the polls, they’ll be weighing different issues. The cost of living and housing affordability topped the list of concerns facing most voters. Crime and homelessness were also in the top five. 2680
