SAN DIEGO (KGTV) — As six candidates took the stage Friday, the eyes on who would be the one to replace former Congressman Duncan Hunter focused mainly on three.Democrat Ammar Campa-Najjar and Republicans Carl DeMaio and Darrell Issa. The three are polling among the top for two spots up for grabs in the March primary. Campa-Najjar is making another run for the seat after he narrowly lost in 2018 to Hunter, who was then under indictment. He opened the debate Friday. SAN DIEGO (KGTV) -- Caltrans is alerting San Diegans of a closure that will shut down SR-163 Wednesday and Thursday nights.According to the agency, all lanes of SR-163 will close between Interstate 8 and Genesee Avenue between 11 p.m. and 5 a.m. Wednesday and Thursday nights.Caltrans says the northbound lanes will close Wednesday night and the southbound lanes will shut down Thursday night. At no time will the road close in both directions at the same time.RELATED: Check traffic conditionsSome of the lanes will begin closing at 7 p.m. with all the lanes closing by 11 p.m. The closure will also include the eastbound and westbound I-8 connector ramps to northbound SR-163. Northbound travelers will be rerouted to eastbound I-8.The closures will take place so crews can continue installing falsework on the Friars Road Bridge. 1002

SAN DIEGO (KGTV) - Court services are being drastically reduced due to the Covid-19 pandemic, which affects both civil and criminal proceedings. The closure will last until April 3rd.“My fear is that we’re going to have situations where individuals are going to stay in custody longer than what the law permits,” said David P. Shapiro, a criminal defense attorney. “What happens to the individuals who are in custody who have a future court date?”By law, you should have your first court appearance within 48 hours after your arrest. That excludes weekends and holidays, according to a spokesperson with the District Attorney’s Office.“We are in constant meetings with the court and the Public Defender and the Sheriff, our law enforcement partners,” said District Attorney Summer Stephan.Stephan said they have dealt with closures, such as during our past major wildfires. They are working on a system to review criminal cases to see who is suitable for community release.“This is an evolving process, but what we’re trying to do is to maintain due process in the time of crisis,” Stephan said.A Sheriff’s Department spokesperson told 10News they are “working with the District Attorney’s Office and evaluating the impact” the court closures might have.“I was personally hoping they would have an emergency department available through all this just for arraignments, just for in-custody arraignments. SAN DIEGO (KGTV) — As San Diegans gear up for the Fourth of July, a new Gallup Poll puts American patriotism at a nearly 20-year low.The poll blames the country's sharply polarized political climate. It found that 45 percent of those polled were "extremely proud" to be American, while 70 percent said they were "proud.""Patriotism isn't something that you can force," said David Povlick, who was visiting downtown San Diego Wednesday. "It's something that people have to feel.
