TAMPA, the United States, June 18 (Xinhua) -- The HIV/AIDS patients in the U.S. state of Florida are in dispute with state authorities over a proposal to impose tighter restrictions on those who qualify for drugs provided by the state's AIDS Drug Assistance Program (ADAP).According to the proposed restrictions, individuals would have to earn less than 21,000 U.S. dollars annually to qualify for ADAP drugs. If approved by the Florida Department of Health (FDH), this would affect approximately 1,150 HIV/AIDS patients."The FDH is currently looking at the number of cost containment activities, including altering the financial eligibility for ADAP services," said FDH's press secretary Jessica Hammonds. "After soliciting public input on this matter, the department is in the final stages of evaluating the matter."The Florida ADAP program serves almost 9,500 clients, each of whom receiving 8,600 dollars in funding annually, Hammonds said. There are still another 3,482 on a waiting list.Four FDH sponsored public hearings were held in April and May on the proposal to reduce HIV/AIDS funding. Two were held in Miami, one in Tampa, and the other one was held in the state capital city of Tallahassee. Over 1,000 people attended the hearings.The issue has become so ubiquitous that it caught the attention of the Elton John AIDS Foundation (EJAF), created by the popular entertainer of the same name.

SAN FRANCISCO, June 17 (Xinhua) -- A new research released on Friday shows that smartphone users in the United States are consuming more data than ever, growing by 89 percent in the first quarter on a year-over-year basis.According to data from marketing company Nielsen, the amount of data the average smartphone user consumes per month is 435 Megabytes (MB) in the first quarter of 2011, compared with 230 MB in the same period last year.As for the distribution of data consumption, data usage for the top 10 percent of smartphone users is up 109 percent while the top 1 percent has grown their usage by 155 percent from 1.8 Gigabytes (GB) in the first quarter of 2010 to over 4.6 GB this year.The research said consumers with iPhones and Android smartphones consume the most data, which is driven by app-friendly operating systems like Apple's iOS and Google's Android. Windows Phone 7 users doubled their usage over the fourth quarter of 2010 and the first quarter of 2011, perhaps due to growth in the number of applications available.Meanwhile, the cost per MB for smartphones has dropped by 46 percent over the last year, from 14 cents per MB to 8 cents, said the research.According to Internet marketing research company comScore, in the first quarter of 2011, 234 million Americans ages 13 and older used mobile devices, 74,6 million of whom are smartphone users.

BEIJING, June 20 (Xinhuanet) -- More Chinese cities have seen month-on-month declines in the prices of both new and secondhand homes, according to the National Bureau of Statistics (NBS) on Saturday.The NBS said in a statement on its website that month-on-month price growth for new commercial homes was reported in 50 out of the NBS's statistical pool of 70 major cities. That compared to 56 cities reporting month-on-month growth in April.New home prices declined from a month ago in nine cities and stood unchanged in 11 cities, while 27 cities posted smaller monthly price gains, said the NBS.As for resold housing units, 23 cities reported second-hand home price declines month-on-month in May, up from 16 in April. Secondhand home prices stayed unchanged in 11 major cities in May from April, according to the NBS.On a year-on-year basis, the prices of new commercial homes declined in three cities, including Hangzhou and Sanya, both of which were hot spots for real estate speculation in the past. Meanwhile, 36 cities saw lower year-on-year growth, up from 29 in April, said the NBS.Secondhand home prices dropped in four cities from one year ago, while 29 cities reported declines in year-on-year price growth from April.The NBS stopped releasing overall housing prices for 70 major cities in January, citing the fact that overall price figures for the cities failed to reflect regional differences. The NBS is also using a new surveying method to determine price changes.The government has adopted various measures to cool the property market and curb rising prices, including restricting residents in major cities from buying second or third homes, requiring higher down payments for mortgages and instituting new property taxes in the cities of Chongqing and Shanghai.But there has not been a significant drop in home prices. The latest central bank survey of urban bank depositors found that more than one-third of respondents anticipated home prices would remain stable in the second half of the year.The survey, which is carried out quarterly among 20,000 urban bank depositors in 50 major cities, said 25.9 percent of respondents believed prices would continue to rise, while only 18.9 percent expected a decline.Meanwhile, the survey showed that 74.3 percent of residents said housing prices in the second quarter were "too high to afford", almost the same as during the first quarter.Experts and market observers said the Chinese property market is stagnant with home transactions remaining grim and no clear trend in prices.Yang Hongxu, an analyst with the Shanghai-based E-house China Research and Development Institute, said the May figure has continued April's downward trend in prices, but the cooling of the market will happen gradually.The NBS announced on Tuesday that property developers sold 329.32 million square meters of commercial houses nationwide in the first five months of this year, an increase of only 9.1 percent year-on-year.The NBS said that investment in the nation's property sector has maintained strong growth by rising 34.6 percent year-on-year to reach 1.87 trillion yuan (8.6 billion) in the January-May period, which might have been a result of affordable housing investment.Figures from the NBS also reflected that property developers are getting less funding from banks, as the government continued to raise borrowing costs for developers and tighten liquidity in the market.Developers obtained 580.3 billion yuan from domestic loans in the first five months, up 4.6 percent year-on-year. HONG KONG, Sept. 9 (Xinhua) -- The Hong Kong Polytechnic University (PolyU) announced Friday that its surveying experts had successfully developed methodologies for precise mapping of the Moon, after intensive analysis of the data captured by the Chinese lunar orbiter ChangE-1 and other lunar exploration missions.According to the PolyU, the team has made significant contributions to lunar mapping. Their efforts culminated in the development of a unique and innovative approach to the creation of accurate 3D models of the lunar surface.The team has produced the most updated parameters of the lunar figure (the shape of the moon), which is essential for lunar mapping using 17.5 million laser altimetry measurements from the ChangE-1and the Japanese SELENE missions.In addition, they also used the new topographic and gravity models to calculate improved crustal thickness and mass distribution of the Moon and established that the average thickness of the Moon's crust is about 40 km on the near side and 50 km on the far side.It was introduced that the resulting lunar mapping was the hard work of a dedicated research team led by Professor Chen Yong-qi, Emeritus Professor of the Department of Land Surveying and Geo-Informatics, who is also serving on the Expert Committee of China's Lunar Exploration Programme (ECCLEP), with the concerted efforts of team members Prof. Chen Wu, Prof. Ding Xiao-li, Prof. Baki Iz, Dr. Bruce King, and Dr. Wu Bo.According to Chen Yong-qi, the lunar mapping project started in 2006. The primary objective was to develop the methodologies and techniques for mapping the Moon surface, which is much more challenging than mapping the Earth's surface because of very few surveyed control points which are essential for accurate map making.Statistics showed that there were only fourteen lunar laser ranging retro reflectors (LRRR) and Apollo lunar surface experiment package (ALSEP) transmitter sites with accurately known coordinates available only on the near side of the Moon, installed by the U.S. Apollo and former Soviet Union Luna missions in the 1960s.Moreover, according to the team, the gravitational field of the Moon is not as well-known as that of Earth, which means the accuracy of the computed lunar satellite's position at any given time is lower than for Earth satellites, thus degrading the mapping accuracy and reliability.In addition, the team expressed that highly reflective lunar surface created significant problems for the automatic processing of images to develop 3D models using the technique of photogramemtry, which is a widely used and highly reliable technique for the creation of maps and 3D models on Earth.Furthermore, the team also revealed they had a plan to compare such data with other data sources in order to evaluate the performance of the ChangE mapping sensors. Since Chen Yong-qi is serving on the ECCLEP, the team has direct access to more recent data captured by the ChangE satellite.

TEHRAN, June 15 (Xinhua) -- Iran puts the Rasad (surveillance) satellite in the orbit on Wednesday, the state IRIB TV website reported.The Rasad satellite will render images to the country, said the report.All the procedure of designing, construction, testing and preparations to launch the satellite have been conducted domestically by Iranian experts, according to IRIB.The Rasad, weighs 15.3 kilograms and has been designed to be launched at 260 kilometers above the earth, said IRIB, adding that it will circle the earth 15 times in 24 hours.
