SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday announced new limitations on public gatherings, as well as bar closures and restaurant restrictions. In the announcement, Faulconer echoed an declaration made earlier in the day by county health and elected officials. During that news conference, county officials announced that they would legally enforce new public health orders over COVID-19. Faulconer said he signed an executive order forcing all bars and nightclubs to close to the public. "This is not optional, this is mandatory," Faulconer said. The measures don't apply to grocery stores or restaurants located inside nursing facilities. All city public buildings will also be closed to the public. During the news conference, Faulconer discouraged residents from attending any non-essential gatherings. The order takes effect at 11:59 p.m. Monday and will last through March 31, unless otherwise extended. The city is set to maintain police, fire, water, trash and sewage services. SAN DIEGO (KGTV) -- San Diego Police and National City firefighters used “scare tactics” this Halloween with elaborate haunted stations, touted as safer alternatives to traditional trick-or-treating on dark streets.The Southeastern Division police station building on Skyline Drive was transformed into a walk-though “haunted station," with room after room of zombies, creepy clowns and ghouls, some played by department employees in costume.“It’s all in good fun, for the kids to save a safe place to go, to get a little scared but in a safe environment,” San Diego Police Chief Shelley Zimmerman said before she took a tour of the haunts.Joseph Lemon, Jr. does not let his 11-year-old daughter Ananda do traditional trick-or-treating.“It’s not as safe as it used to be, and you have to go and x-ray the candy and all of that," Lemon, Jr. said. SAN DIEGO (KGTV) — Residents of several inland North County communities tell 10News they are fed up with the numerous delays which have led to a series of road improvement projects to take more than two years to complete.The most impactful is the widening of Rancho Bernardo Road between I-15 and Bernardo Center Drive.Work on that stretch began in February of 2017 and was projected to take six to seven months. It's almost a year past that point. While we may enjoy the sparkle and booms, your pets may run for their lives.“You don’t want to have them outside where all those loud fireworks are going off,” said San Diego Humane Society spokeswoman Dariel Walker. The organization sees a sudden spike in stray animals around this time of year, she said.Just like on July 4th, many pets who are terrified of loud noises run off in a panic. Walker suggested that owners prevent that by creating a calming environment for animals. “You can even even play music or have the TV on or have some noise in the background to drown out that loud sound of the fireworks,” Walker said. Walker advised pet owners to be prepared with a microchip in case they do run away.
