SAN DIEGO (KGTV) — More than 32 years after a double murder in Ramona, the suspected shooter has been arrested.San Diego Sheriff's Department says the deadly shooting occurred just before midnight on June 7, 1987, at a Ramona apartment on B Street, just behind Main St. Witnesses told deputies a family was having a birthday party for their four-year-old daughter when one of the guests, 27-year-old Jose Angel Solorio, got into an argument with several people.Solorio left the party angry but returned to the apartment with a gun and shot three men, identified as German Aviles, Ventura Aviles, and Carlos Holgin. German and Ventura Aviles did not survive the shooting.RELATED: 35-year-old cold case murder linked to San Diego manAfter the shooting, deputies learned that Solorio had fled to Mexico.It wasn't until April 2002 when Solorio appeared back on the radar for authorities. Homicide detectives located a family member in Texas who said she had contact with Solorio about two years prior and he was still in Mexico.FBI and U.S. Marshals Service continued working the case and in March 2019, Solorio was finally located and detained in Mexico.Friday, Solorio was extradited to San Diego and jailed on two counts of murder and two counts of attempted murder. SAN DIEGO (KGTV) -- Proposition 25 is a measure that would end the money bail system, replacing it with an assessment for public safety and flight risk. If approved, it would allow SB 10 –signed into law in 2018—to take effect.Team 10 spoke to a San Diego mother against Proposition 25. She did not want to be identified because her daughter has an open case. She said she was recently able to get her out of jail by paying bail.“It would be devastating not to have that available,” she told Team 10 over the phone. “Unfortunately, she is caught up in a very unhealthy relationship and she actually was the victim in this.”She said her daughter has mental health issues and is worried that her daughter would have unfairly stayed in jail longer.“Not having [bail] available, I wouldn't have been able to get her out especially with this whole pandemic going on. There [are] delays in the courts. Courts are not open.”While many civil rights groups have worked to reform the current system, some do not believe this proposal is better. The No on 25 ad features the President of the California NAACP.In the ad, Alice Huffman says “Prop. 25 ends our right to put up bail for anyone, even though they may have been racially profiled. Prop. 25 replaces bail with computer algorithms.”Backers of the measure believe Proposition 25 is a fairer system. Opponents believe it is a “new discriminatory system of computer-generated profiling,” according to the argument against Prop. 25 in the official voter guide.Legal analyst Michael Crowley said while parts of the ad are factual, there are misleading statements.“It is factually correct that this proposition will replace the cash bail [and] bail bondsman with algorithms. They say algorithms like it's a dirty word, but we live with algorithms every day,” Crowley said. “In fact, they're using some algorithms in the court system as we speak.”In reference the term “black boxes” used in the ad, Crowley said that it is a “term in the industry that is just used to talk about algorithms that they keep them proprietary.”The American Bail Coalition is a major backer of the No campaign. The Legislative Analyst's Office said if approved, it could increase state and local costs by the mid hundreds of millions of dollars a year. It could also decrease county jail costs in the high tens of millions of dollars.“In the criminal defense community, there are people on both sides on it,” Crowley said. “The civil rights groups have kind of split on it.” 2500

SAN DIEGO (KGTV) — Parents and students are concerned after someone found a bullet in a Point Loma High School restroom. The incident was reported on Monday and while students say there was a lack of communication from school staff, word traveled fast on campus. The school says police are now investigating. "We never heard anything over the intercom or anything," says senior Javan Hedrick. "In my 4th period class, it came up out of nowhere. Everyone was talking about some bullet found in the boys bathroom." Around noon, parents received an email sent from the school's principal, that says in part: "At Point Loma, our first priority is to provide a safe and secure learning environment for our students. As such, I wanted to make you aware of an incident that occurred this morning. School Police investigated a report of a bullet found on the floor of the boys restroom. After an investigation, it was determined there was no threat."Some parents pulled their kids out of class and aren't sure when they'll send them back. "I walked into the office, it was a crazy amount of kids trying to go home," says Hedrick. Students say they would have felt a little better if school staff talked to them about the incident. SAN DIEGO (KGTV) -- Postal workers across San Diego will have an extra pickup this Saturday - they're working to end hunger in San Diego. The San Diego Food Bank and the National Association of Letter Carriers are asking San Diegans to participate in the annual Stamp Out Hunger event by setting out bags of nonperishable food items next to their mailboxes. The letter carriers will pick up the donations on their route and deliver them to the Food Bank's warehouse. “After the holiday season, food donations drop dramatically, and this one-day food drive helps us restock our shelves ahead of the summer months when we see increased in demand from children on summer vacation who stop receiving free school meals and face hunger at home,” said San Diego Food Bank President & CEO, Jim Floros.Last year, 244,489 pounds of food was collected from homes in San Diego County alone for the San Diego Food Bank and our North County Food Bank chapter.The food was distributed through the Food Bank’s network of 400 nonprofit partner agenciesMost needed items:  1096

SAN DIEGO (KGTV) -- Police Monday identified the suspect who reportedly threatened officers with a knife before being shot in the Midway District last week. According to police, Ryan Bowers, 23, was shot by Officer Matthew Steinbach after raising a knife toward officers. Police responded to the 3100 block of Cauby Street just before 10 p.m. January 3 after a caller said Bowers cut his own throat with a knife before it was taken away. According to police, that’s when Bowers pulled a knife out of his jacket and raised it toward officers. The officers drew their weapons while telling Bowers to back up, which he refused to do. “Fearing for his safety, one officer fired his weapon at the male striking him at least once,” police said. Officers administered medical aid to Bowers until paramedics arrived and took him to the hospital with life-threatening injuries. 1036
