BEIJING, March 13 (Xinhua) -- The National People's Congress (NPC), China's top legislature, on Friday expressed strong indignation and opposition to a European Parliament resolution on Tibet.     "We are strongly indignant with and opposed to the act that intervenes in China's internal affairs, damages China-Europe relations and hurts the Chinese people's feelings," the NPC Foreign Affairs Committee said in a statement.     Regardless of China's repeated stern representation, the European Parliament, stirred up by a few of its members, insisted on approving a resolution on Tibet, which distorts the facts and again encourages the ** Lama's separatist practice, in an attempt to internationalize the Tibet-related issues," said the statement.     Tibet is an inalienable part of the Chinese territory and Tibetan affairs are purely China's domestic affairs, the statement said, adding that any foreign government and organization does not have the right to intervene in China's internal affairs.     The Tibet Autonomous Region has achieved economic development, national unity and social harmony and people there have been living and working in peace since the democratic reforms 50 years ago, the statement said.     Over the past few years, the Chinese central government has carried out a number of contacts and dialogues with patience and sincerity with the ** Lama's representatives.     However, as the ** Lama has not stopped his separatist activities, no substantial progress was made through the dialogues.     ** Lama's Memorandum on Genuine Autonomy for the Tibetan People, under the veil of claiming autonomy, actually seeks political independence for Tibet and runs against China's Constitution. It will be inevitably opposed by all the Chinese people, the statement said.     The ** Lama claimed that rather than seeking for "Tibet independence ", he only asked for "high degree of autonomy" and "genuine autonomy" and insisted on "nonviolence".     However, ** Lama's so-called "genuine autonomy" aimed to restore his reign in Tibet that integrating religion and state, and establish a supposed "greater Tibet area" which covers nearly a quarter of China's territory. The so-called "greater Tibet area" does not exist in history, nor does it have an actual ground     The claim also asked the Chinese central government to withdraw armies and all the non-Tibetans from the "greater Tibet area". The essence of these claims is advocating "Tibet independence " or meant for "gradual or covert Tibet independence," the statement said.     The ** Lama claimed that he insisted on "nonviolence", but the violent riots in Lhasa staged by the ** Lama's followers on March 14 last year proved that they have never stopped violent activities.     The allegations of the ** Lama were only disguise for his separatist stance and violent criminal activities. They were also packaging to defraud the international society of sympathy and support, the statement said.     "Our disputes with the ** Lama is neither the ethnic issue, nor religious issue, or human rights, but a major principled issue concerning China's sovereignty and territorial integrity, " it said.     The Chinese central government's policy toward the ** Lama is consistent and clear cut, the statement said, adding the door is always open for contacts and talks with him.     The key for positive progresses of contacts and talks rest with whether the ** Lama would give up his wrong stance and separatist behaviors, reexamine his political opinions and make aright choice beneficial to the country, the people, the history and himself.     The statement also said, it is in line with the common interest of China and the Europe to enhance mutual beneficial cooperation on an equal footing.     "A handful European parliament members, who hold prejudice against China, have very readily and repeatedly proposed groundless resolutions on Tibet-related issues," it said.     These resolutions deliberately slandered against China's image, sent wrong signals to the ** Lama's supporters and boost arrogance of the pro-Tibet campaigners.     These European parliament members should be warned sternly to get a clear understanding of the situation and respect the facts. Any conspiracies to interfere in China's internal affairs are doomed to fail, it said.     The NPC values relations with the European parliament and requests the European parliament to proceed from the overall interest of China-EU relations, discard ideological prejudice, adopt a fair and objective stance and do more things that conducive to the healthy development of China-EU comprehensive strategic partnership, said the statement.     Also on Friday, Chinese Foreign Ministry spokesman Ma Zhaoxu urged the European Parliament to confirm to the public opinions, immediately stop interfering in China's internal affairs using the Tibet-related issue and work with China to maintain the overall situation of China-EU relations.

NANJING, Feb. 3 (Xinhua) -- China's Vice Premier Wang Qishan said on Monday that the country should take advantage of the rare opportunity to expand the outsourcing industry.     The State Council has identified 20 pilot cities to take part in a program that offers perks to businesses that opt to participate in outsourcing. The program will help ensure economic growth, industry restructuring and the job promotion -- notably for the college graduates, according to Wang in an industry meeting held on Monday in the east city of Nanjing.     The government would offer more support in tax breaks, financing, and vocational training, Wang said.     The Vice Premier noted it was important to nurture China's outsourcing industry, and local governments should create sound legal conditions to pave the way for the industry expansion.     Twenty cities, including Beijing, Shanghai, Xi'an, Suzhou and Hangzhou, have been designated for pilot service outsourcing programs. Beginning Jan. 1, these companies are eligible for tax breaks, financial support, subsidies and intellectual property rights protection, the Ministry of Commerce (MOC) said on Monday.     More multinational companies and financial institutions, hard hit by the global financial crisis outsource their business to less costly regions. This creates an opportunity for Chinese outsourcing companies, said vice minister of MOC Ma Xiuhong.     McKinsey, the New York based consultancy, said in a report last month that China posted rapid growth in the business but was lagged behind India, whose market value was nine times that of China.     The report said that despite the challenges, China still had potential to become the main outsourcing destination in the future.

HAIKOU, April 5 (Xinhua) -- Traffic had been resumed on Sunday on the highway that had been flooded by collapse of a small reservoir on March 27, in south China's Hainan Province, local authorities said.     The Wanning section of the province's eastern expressway had been resumed in both directions at 8:00 p.m. after nine days of reconstruction work, said an official with the provincial Communication Department.     The Bofeng reservoir, with a designed water storage capacity of1.02 million cubic meters, collapsed at about 10 p.m. in Xinglong Town, Wanning City.     The ensuing floods washed out a slip road to the province's eastern expressway and swept away two cars, injuring three people in the vehicles.     The water also inundated 20 hectares of farmland and caused slight damage to three riverside houses.     The municipal water conservancy administration had claimed that only 100,000 cubic meters of water burst from the reservoir. However, Chen Xingzhang, secretary of the CPC municipal committee of Wanning, doubted its credibility.     Vehicles had to detour around the flooded road over the past days.     The reservoir was being reinforced at the time of the accident. An investigation showed that workers of a company in charge of the project exploded part of the cofferdam before the water dropped to the safety level, which led to the collapse. The scheme had no approval from authorities at the time.     The construction contractor, Hongda Water Conservancy Projects Co, Ltd., based in Henan Province, and the project supervising company, Hainan Institute of Water Conservancy and Power Construction Survey and Design, were banned from carrying out further business in the city.     Police have detained four project workers in connection with alleged safety violations that led to the collapse in the province, the local Communist Party of China (CPC) committee said Monday.     Chen Ruchuan, former head of the water conservancy administration of Wanning City, and two deputy heads, were also sacked from their posts Monday, according to the Wanning municipal committee of the CPC.     The local government has been working on a plan to compensate people affected in the accident.

  

BEIJING, March 9 (Xinhua) -- Chinese President Hu Jintao called for the building of a Great Wall of stability in Tibet here on Monday, prior to the 50th anniversary of the foiling of an armed rebellion led by the ** Lama's supporters.     Hu stressed the necessity to promote development and stability in Tibet when joining a panel discussion with deputies of the National People's Congress (NPC) from the Tibet Autonomous Region.      Chinese President Hu Jintao (2nd R) joins a panel discussion with deputies to the Second Session of the 11th National People's Congress (NPC) from southwest China's Tibet Autonomous Region, in Beijing, capital of China, March 9, 2009"We must reinforce the solid Great Wall for combating separatism and safeguarding national unity, so that Tibet, now basically stable, will enjoy lasting peace and stability," said Hu.     He urged Tibet authorities to implement the central government's policies on Tibet, focus on development and stability issues, attain an economic great-leap-forward, safeguard "national security" and "social stability", and keep improving people's living standard, in order for them to make new progress in the building of "a unified, democratic, prosperous and harmonious socialistic new Tibet."     In pursuing economic development, Hu said, Tibet must stick to the development road with Chinese characteristics and Tibetan features so as to strengthen the material foundation for the building of socialistic new Tibet.     The President urges Tibet to vigorously advance the program of building "socialist new villages," develop industries with distinguished features" and strengthen ecological and environmental protection.     Hu expressed the hope that Tibet should embark on more projects that will directly result in the improvement of people's life and working conditions, particularly those of farmers and herdsmen.     The government must also give priority to addressing people's immediate needs, so that people of all ethnic groups in Tibet will be able to share the fruit of development, he said.     READY TO HANDLE INCIDENT     Hu's remarks came ahead of several sensitive dates in Tibet.     Tibet will mark the 50th anniversary of the abolishment of slavery and the theocratic regime of the ** Lama on March 28.     On March 10, 1959, in an attempt to preserve the old serfdom, the nobles and slave owners staged an armed rebellion, which was foiled by the central government of China.     The riot changed everything in Tibet. The Communists soon decided that democratic reform should be carried out immediately to demolish the entire old system led by the ** Lama.     The Preparatory Committee of Tibet Autonomous Region replaced the Gaxag government and set out to lead the reform.     From 1959 to until 1966, 1 million slaves were granted land, houses and their freedom.     The ** Lama, who fled to India, has maintained a government-in-exile since 1959, and China has charged that this group was behind the riot in Lhasa on March 14 last year and other Tibetan areas of China.     Earlier on Sunday, Legqog, chairman of the Standing Committee of the Tibet Autonomous Region People's Congress, said the ** clique has increased its secessionist and sabotage activities in Tibet this year.     "They made attempts to make trouble through collusion with those inside or even sending in their people," he said.     "Although Tibet is currently very stable, our troops are ready to handle any infiltration and sabotage activities by the ** Lama clique and other hostile forces," Kang Jinzhong, political commissar of armed police corps in Tibet, told Xinhua Monday.     "All the armed police forces across Tibet are on routine duty. The armed police force has the ability to handle any emergencies an any time," he said.     Tibetan people are "very simple and kind" and their heart stood with the Party, according to Kang, who has been working in Tibet for more than three year.     "If there were really disturbance, it must be caused by a few people instigated under the disguise of religious cause," he said, adding up to now armed police in Tibet had not found any "abnormal situation."     Kang said some hostile forces or "a handful of people" might be making preparations for making trouble, but their conspiracy would not succeed.     Some overseas media have reported that conflict might arise at any time in Tibet, but Kang said that was "purely talking nonsense."     "I am completely relaxed. To be frankly, if Tibet were in a tense situation, I would not have come here for the parliamentary session or talk to you," he told Xinhua, adding, "I'm confident so I'm here for the session."     Kang said Tibet did not experience any instability after the March 14 riot in Lhasa.     The riot, occurring in Lhasa during last year's parliamentary session, caused 18 deaths and huge economic losses.     BORDER CONTROL TIGHTENED     In the riot last year, innocent civilians suffered the most.     Tibetan businessman Losang still keeps photos of the damage to his souvenir store near Lhasa's Jokhang Temple. "They broke the glass and took away some of my most valuable items."     Losang feels easier seeing police and soldiers of the People's Liberation Army patrolling Lhasa's streets. "Tightened security is a good thing for business people and all residents."     "Who cares what other people think of the tightened security in Lhasa?" said a Tibetan woman who was taking her preschool daughter for a walk in a park near the Potala Palace.     "It's always easy to point a finger at others, but we are the ones who actually went through the tragic experience last year," she said. "If not for the police and PLA, I wouldn't have dared to take my daughter out to the streets now."     Expecting possible sabotage activities by the ** Lama clique, a senior police officer said here Monday that border control has been tightened in Tibet.     "We have made due deployment and tightened controls at border ports, and key areas and passages along the border in Tibet," Fu Hongyu, Political Commissar of the Ministry of Public Security Border Control Department.     "We will firmly crackdown on criminal activities in Tibet's border area that pose a threat to China's sovereignty and government," said Fu, a deputy to the NPC session.     "We will go all out to maintain the security and stability of border and coastal areas," said Fu.     Tibet, a plateau region in China, has a lengthy border with Myanmar, India, Bhutan and Nepal.
