Russian President Vladimir Putin boasted Thursday of new weaponry that will render NATO defenses "completely useless" -- and delivered a warning to the world about Russia's resurgent military might. In an annual address to the Russian parliament, the Kremlin leader said Russia had developed a new, nuclear-capable cruise missile with "unlimited" range that is capable of eluding air-defense systems. He also said Russia had developed an "invincible" missile that can deliver a warhead at hypersonic speed.Putin is running for reelection in mid-March on a platform that emphasizes his strength as a leader. And Thursday's speech was an occasion for the Russian President to showcase his country's strides in military technology."Russia still has the greatest nuclear potential in the world, but nobody listened to us," he said. "Listen now."One new development: The creation of a low-flying cruise missile capable of stealthy operation. Putin said the missile would be nuclear-powered and showed a video simulating its flight."Since the range is unlimited, it can maneuver as much as necessary," Putin said.Another military development, Putin said, was a weapon capable of flying "like a meteorite" at several times the speed of sound."It will be practically invulnerable," he said. "The speed will be hypersonic."Putin has long fumed over the decision of President George W. Bush to withdraw from the 1972 Anti-Ballistic Missile Treaty and deploy missile defenses. In his remarks, the Russian president said Moscow's new arsenal had been developed in response to Washington's moves."We are creating state-of-the-art systems for Russia's strategic weapons in response to the unilateral US withdrawal from the ABM Treaty," Putin said.Putin said Russia has developed other new weaponry, including unmanned underwater vehicles capable of moving at great speeds. The Russian President also responded to the Trump administration's recent Nuclear Posture Review, which calls for enhancing the flexibility of the US nuclear deterrent. The US review is "of great concern," Putin said, asserting that it potentially lowers the bar for the use of nuclear weapons. The United States remains the world's largest military spender. According to the Stockholm International Peace Research Institute, the US outspends Russia by a factor of around 10, according to its latest figures online.Russia's foreign policy has been much muscular in recent years, however. Putin deployed his air force to Syria in the autumn of 2015 to back the forces of Syrian President Bashar al-Assad, turning the tide of war in favor of the regime. Russia's Syria intervention has also become an occasion for Russia to showcase some of its latest conventional weaponry, including new aircraft. But in his remarks, Putin maintained that Russia's military posture is purely defensive in nature."We've never had an intention of attacking anybody," he said. "Russia will only retaliate if it is attacked."Russia remains "interested in normal constructive relationship with the EU and America," he added.  3070

RICHMOND, Va. – Virginia Governor Ralph Northam and First Lady Pamela Northam have tested positive for COVID-19.On Wednesday they were notified that a member of the Governor’s official residence staff, who works closely within the couple’s living quarters had developed symptoms and had tested positive for COVID-19.The Governor and First Lady received PCR nasal swab tests Thursday afternoon and both tested positive for COVID-19, the governor’s office said. They added that Governor Northam is experiencing no symptoms and First Lady Pamela Northam is experiencing mild symptoms. The release said the Governor and First Lady will isolate for the next 10 days and evaluate their symptoms. The Governor will fulfill his duties from the Executive Mansion.“As I’ve been reminding Virginians throughout this crisis, COVID-19 is very real and very contagious,” said Governor Northam. “The safety and health of our staff and close contacts is of utmost importance to Pam and me, and we are working closely with the Department of Health to ensure that everyone is well taken care of. We are grateful for your thoughts and support, but the best thing you can do for us—and most importantly, for your fellow Virginians—is to take this seriously.”The Governor and First Lady are working closely with VDH and the Richmond Heath Department to trace their close contacts. This story originally reported on WTKR.com. 1408

SACRAMENTO, Calif. (AP) — Gov. Gavin Newsom has approved legislation prompted by the helicopter crash that killed Kobe Bryant and eight others. The bill signed Monday makes it a crime for first responders to take unauthorized photos of deceased people at the scene of an accident or crime.Reports surfaced after the January 26 crash that graphic photos of the victims were being shared. Eight deputies were accused of taking or sharing graphic photos of the scene, Los Angeles County Sheriff Alex Villanueva said then, adding that he had ordered the images deleted.Sheriff Villanueva said the department has a policy against taking and sharing crime scene photos, but it does not apply to accident scenes. The measure that will take effect Jan. 1 makes it a misdemeanor with fines up to ,000 per offense to take such photos for anything other than an official law enforcement purpose.Bryant’s widow, Vanessa Bryant, has sued the department over the photos. In her lawsuit, Bryant alleges that eight deputies took "gratuitous images" with their cell phones after responding to the scene.Bryant's suit also alleges that one of those deputies showed images from the scene to someone outside the department. According to Yahoo, that deputy showed photos from the scene to a person at a bar and bragged "about how he had been at the crash site." A bartender who overheard the conversation later notified the Los Angeles County Sheriff's Department about the conversation. 1474

Roughly 27 million Americans are claiming some form of unemployment according to the Department of Labor as of late August, and that means millions are without employer-provided health insurance benefits. An estimated 12 million people in this country have lost their health insurance during the COVID-19 pandemic, based on research from the Economic Policy Institute. The group looked at net employment levels between February and August 2020, and job churn levels to estimate losses of health insurance coverage. They say roughly 6.2 million workers right now have lost health insurance that they previously got through their employer. The number was closer to 9 million initially in March and April, but estimates show roughly 2.9 million workers have gotten jobs between April and July. When you consider spouses and family members covered by a person’s employer-provided health insurance benefit, the number of Americans without health insurance during the pandemic is estimated around 12 million. The study also looked at opportunities to get coverage. They found Medicaid in certain states has been increasing enrollment, with five million additional people signing up between February and June 2020.For people who find themselves in this situation, there are some options. It basically comes down to three options: through COBRA, on the Affordable Care Act subsidized marketplace or by enrolling in a public plan like Medicaid or Medicare. If a spouse has employer-provided benefits, or a parent if you are 26 or younger, look into joining their plan within 30 days of losing benefits. 1596

SACRAMENTO, Calif. -- Legislation was announced Thursday to raise the purchasing age of long guns such as rifles and shotguns from 18 to 21 in California. The legislation was introduced by Assemblymember Rob Bonta, a Democrat from Oakland.Assembly Bill 3 would mirror existing laws for purchasing handguns which state that a person must be at least 21-years-old to purchase a handgun.“California already wisely mandates that someone be at least 21 years of age to purchase a handgun,” said Assemblymember Bonta. “It’s time to extend that common-sense law to long guns in order to enhance public safety.”"We must take every reasonable measure to protect Californians from gun violence," said Assemblymember David Chiu (D-San Francisco), Joint Author of the bill.According to a 2015 report by the FBI, adults 18 to 20 represent four percent of the population but commit 17 percent of gun homicides.“Californians under age 21 can’t purchase alcohol, tobacco and other health hazardous items,” said Senator Nancy Skinner (D-Berkeley), Principal Co-Author of AB 3. ”So why should they be able to buy guns? Our bill fixes that.” 1134
