WASHINGTON, March 12 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi on Thursday proposed some major guidelines for China and the United States to promote sound and steady growth of bilateral relations in the new era. Speaking at a luncheon meeting at the Center for Strategic and International Studies (CSIS), Yang expressed satisfaction that the two countries have worked together and ensured a smooth transition of bilateral relations in the past 50 days since the new U.S. administration took office.     The two sides have established good working relations at the top level and between various government departments and maintained close consultation and coordination in bilateral and multilateral areas, he said. We should make concerted efforts and promote sound and steady growth of our relations," he said.     To do this, the minister proposed some guidelines which he believed could help advance China-U.S. relations in the coming years.     First, he said, both sides should adopt a strategic and long-term perspective and keep the relations on the right track.     China and the United States now have more common interests and a broader foundation of cooperation on a series of major and pressing issues facing today's world, according to the minister. The strategic significance and global influence of China-U.S. relations have further increased and their relations in the new era should be broader and deeper.     The minister believed that the two countries should work together in an all-around way to raise bilateral relations to a new and much higher level of cooperation in the 21st century on the basis of mutual respect, seeking common ground while shelving differences and cooperation for win-win results.     Second, Minister Yang said, both sides should maintain close dialogue and exchanges at the top and other levels and cement the political foundation of the relations.     Over the years, he said, close communication and frequent exchanges between the two countries "have given a strong boost to the sustained, sound and steady growth of our relations."     He hoped that both sides will work together and launch proposed "China-U.S. Strategic and Economic Dialogues" mechanism at an early date so that through continued discussions on strategic, overarching and long-term issues of mutual interest, they will further enhance mutual trust and cooperation.     Third, according to the minister, both sides should expand mutually-beneficial cooperation and inject fresh impetus into the relations. BEIJING, Feb. 4 (Xinhua) -- Chinese Vice President Xi Jinping has called for offices at all levels responsible for the research of the history of Communist Party of China (CPC) to play a more important role in improving the Party's ruling abilities.     Xi, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remark at a meeting attended by officials in charge of the Party history research offices at the provincial level on Wednesday.     Xi urged the Party committees to provide financial and human resource support for those offices and encouraged Party history researchers to play stronger role in education among the Party members.     The Vice President said Party history research organs should take the opportunity in the year of 2009 when the People's Republic of China celebrates the 60th anniversary of founding.     Xi stressed that the offices should promote the Party's ruling abilities and solidify the CPC's status as the governing party.

BEIJING, April 10 (Xinhua) -- Chinese President Hu Jintao on Friday congratulated Kim Jong Il, the top leader of the Democratic People's Republic of Korea (DPRK), on his reelection as chairman of the country's National Defense Commission.     Hu, also General Secretary of the Communist Party of China (CPC) Central Committee and Chairman of the Central Military Commission, said in a congratulatory note to Kim that China is ready to work with the DPRK to further boost the good-neighborly, friendly and cooperative ties between the two nations.     The First Session of the 12th Supreme People's Assembly of the DPRK reelected Kim as chairman of the National Defense Commission on Thursday.

DAKAR, Feb. 13 (Xinhua) -- Visiting Chinese President Hu Jintao held talks with his Senegalese counterpart Abdoulaye Wade in Dakar on Friday to discuss promotion of friendly and cooperative ties between China and the West African nation.     Hu said the bilateral relations have made progress in various fields since the resumption of diplomatic ties in 2005, and facts have proved that the China-Senegal friendship is in the fundamental interests of both nations and will have a promising future.     To cement bilateral cooperation and seek more tangible benefits for the two peoples, Hu proposed both nations keep exchange of high-level visits and deepen political trust, and increase communications and cooperation between the two governments, legislatures, ruling parties and local authorities so as to lay a solid political foundation for bilateral ties.     On the economic front, Hu suggested establishing a bilateral economic and trade steering committee to plan and monitor trade cooperation.     China would like to facilitate Senegalese corporations' efforts to do business in and expand their exports to China, and the Chinese government will encourage Chinese businesses and the China-Africa Development Fund to cooperate with Senegalese businesses, Hu said. BEIJING, Feb. 6 (Xinhua) -- Thousands of Chinese wrote to the Ministry of Education in the past month to offer advice on the education plans for the next decade, according to a ministry official on Friday.     The Ministry of Education received about 1.1 million pieces of proposals in the past month, said Tian Huisheng, said a ministry official in charge of processing the public opinions.     People sent e-mails, letters and left posts on the ministry's Web site since the draft of the long-term plan on education reform and development was announced to solicit public opinions on Jan. 7.     The plan will be the country's first education development plan in the 21st century. It will include major guidelines and policies about education before 2020.     People from various backgrounds wrote to the ministry, including teenage students, retired teachers and pedagogy experts, said Han Jin, director of the education development planning division under the ministry in charge of drafting the plan. "The ministry has never ever received so many proposals."     Han recalled a letter from a 91-year-old retired teacher. He suggested the schools to improve training on students' handwriting as more and more young people are using computers.     "The proposals were about a wide range of topics but many focused on the biggest challenges in today's education service," Tian said.     Based on the proposals, the ministry made a list of top 20 problems people cared most about education service.     The top ten problems were: How to improve the number and quality of teachers in rural areas; how to realize quality education; how to reform the administration of educational institutions; how to reform the enrollment exams of all levels; how to improve preschool education; how to reduce the homework of primary and middle school students; how to fully implement the nine-year compulsory education program; how to reform higher education; how to improve the education service to rural residents and children of migrant workers; and to enable people to enjoy equal access to education.     "We will not leave out any valuable proposals. A team made up of dozens of education experts were processing the proposals round the clock," Tian said.     Education has long been one of the most talked about and controversial social problems among Chinese.     A survey by the National Bureau of Statistics issued in early 2008 showed that education was the fourth most important issue to the Chinese people, following health care service, social morality and social security.     "Education is relevant to every citizen. Students are from different backgrounds and interest groups. That's why an education development plan must be discussed widely in the society to reach a common understanding," said Prof. Yang Dongping, a pedagogy expert with the Beijing Institute of Technology.     The agenda of the public education policy should be set through such discussions, he said.     "We hope more people continue offering their ideas about the top 20 problems we announced today, especially practical proposals," Han said.     The proceeding to solicit public opinions will end by the end of this month.
