(KGTV)- The Chula Vista Police Department is debuting a first-of-its-kind program allowing officers to listen in on 911 calls in real time.If you live in Chula Vista and need to call to 911, there's a good chance the person who takes your call won't be the only one listening."Essentially the community is talking directly to officers and getting that information relayed to them immediately," said Lt. Don Redmond, who oversaw the project.The brainchild of a Chula Vista police officer, the department partnered with HigherGround, a dispatch software company, to create Live 911, which allows officers to hear 911 calls inside their vehicles. Here's how it works. Patrol officers can pick an area near them - say a half-mile radius - and listen to any 911 call as it comes in."They're hearing real-time information, as opposed to the inherent delays in dispatching," said Lt. Redmond.Right now, 911 calls are taken by a person who inputs information. A dispatcher reads that information and radios officers to respond. Lt. Redmond says that process can take several minutes. Those minutes could become critical."If it save us two or three minutes, that could be a life that we save," said Lt. Redmond.After a six-month test, Live911 went into all police vehicles in mid-May. Already, there have been examples of quicker response times. On one occasion, an officer got to a home within a few minutes - in the middle of the 911 call - and rendered medical aid. Lt. Redmond says Live911 will also help officers respond better. Because dispatch can relay only so much information, officers in the past only got part of the picture."The officers can hear everything, they are picking up on clues that could be left out," said Lt. Redmond.Those clues could include a person's tone and urgency, and any details that could help an officer better assess or deescalate a situation."We feel like Live911 can be a game changer for law enforcement in general," said Lt. (KGTV) — A Chula Vista homeowner encountered an intruder as she was getting dressed in her bedroom, before giving chase.Russell Buckley was alerted to his Ring doorbell video around 6:45 a.m. Friday. A person in a red hoodie was lurking near the front door of his home off Otay Lakes Road, while Buckley was out of town on business."Tried to text my wife to let her know someone was in front of my house," said Buckley.About 25 minutes later, he got another alert. The video showed his wife screaming, as she chased that same man across their lawn."Absolute panic," said Buckley.He phoned his wife Victoria and learned what happened. She was in her bedroom getting dressed while their housekeeper was working in the house. His wife had just put on her shoes when the door opened. A young man with a red hoodie walked in. "She screamed. He screamed and turned around and ran back down the stairs," said Buckley.As he ran, her fear turned into rage."How dare you come into my home ... She has a protective instinct," said Buckley.His petite, 52-year-old wife - all of five feet tall - gave chase."From what I'm told, he dove across the counter and out the window," said Buckley.Buckley showed us a shattered kitchen window, which he says was both the entry and exit point. He says his wife ran out the front door and sprinted toward the intruder, screaming."At one point, she's able to grab him," said Buckley.She tugged at a pillowcase he was holding, stuffed with her daughter's jewelry, but the man got away and into a getaway car - a silver sedan. Buckley is grateful his wife was not hurt, fand still shaking his head over her leap into action."Told her it wasn't the wisest decision, but I'm very proud of her. It was a fight or flight instinct, and more of a fight for her," said Buckley. Buckley says among the items stolen: a gold Chilean communion medallion in his wife's family for more than a century. Police told the Buckleys four young men were recorded in the neighborhood stealing license plates right before the break-in. CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening.The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states.The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents.
