ENCINITAS, Calif. (KGTV) - City leaders in Encinitas plan to ban gas-powered leaf blowers to help curb the effects of climate change.They're hosting a public meeting about the ban Monday night, May 13, at 6 p.m. at the Encinitas Community Center (1140 Oakcrest Park Drive).The ban is part of the City's bigger Climate Action Plan, which the City Council approved in January of 2018. It calls for a 41 percent reduction in greenhouse gas emissions by 2030 when compared to 2012 baseline levels.The plan says removing emissions from gas-powered leaf blowers would remove 142 Metric Tons of CO2 by 2030. That's the equivalent of taking roughly 25 cars off the road.While it's not a huge improvement, people in Encinitas say every small step will help."I think they ought to be eliminated everywhere," says David Winkler, who goes to Encinitas to meet friends. "The less reliance on fossil fuels, the better.""People come from all over the world here, so we should make it as clean and beautiful as we can," says Encinitas resident Linda, who declined to give her last name. "Anything we can do to lessen pollution is always a good thing."Other North County cities already have bans in place. Solana Beach and Del Mar both prohibit the use of gas-powered leaf blowers.City leaders in Encinitas say their rule is different because it bases the ban on environmental concerns, rather than noise pollution.The ban only covers two-stroke leaf blowers. Other gas-powered tools like weed whackers and chain saws will still be allowed.If the ban is approved, it will take effect immediately for all city-run operations. After three months, any business licensed to operate in Encinitas will have to comply. Family members of a Tennessee woman accused of ramming a security barrier at the White House said she is mentally ill and needs treatment.Jessica Ford went before a judge Thursday after police in Washington, DC said she plowed into the White House fencing and was immediately taken into custody by the Secret Service.It was Ford's fourth and most dramatic effort to gain access to the White House in recent months. She was charged with three felonies.The question of why Ford did what she did was no mystery. Her family said she suffers from a mental illness and that they actually warned the Secret Service last week that Ford, armed with a BB gun, was again headed for the White House.The 35-year-old insists her children live in the White House, and told the judge in court that her fiance is the President. "She is very delusional. She thinks her children are in the White House. That's why she keeps going up there," said Victoria Walls, Fords' cousin.In Ford's most recent attempt to get to the White House, she thought it was the holiday season."She decided when she left (last week) it was Christmas Eve, and I got to be there by Christmas Day," said her mother Alice Wilson. Authorities were watching for Ford since her family called to warn them that she was in route with plans to ram a gate."I said you can't go do that. They will kill you," said Walls.Ford still went and the Secret Service was waiting."I think that's the reason they didn't kill her, because they knew she was coming and knew she had a BB gun," said Wilson.Ford faces felonies and possibly years in prison."Oh, I love her with all my heart," said Wilson. She said her daughter needs help. Ford's cousin said it all could be prevented if Ford could get mental health treatment.Walls said after each arrest before this latest one "...Ttey take her in for 72 hours to a week and let her out..." allowing her to be back at it again.Davidson County Sheriff Daron Hall said lack of treatment in cases like this is the real issue."Until you arrest the real issue, and it's not the person it's illness or addiction, then you'll see people keep doing this," Hall said.Ford may go to prison or, based on her mental health issues, she could again be released. She would then return home to La Vergne, Tennessee with her children, who doesn't really believe are hers.Ford will likely again be able plot another visit to the White House."They know she has mental problems, but they don't give her help," said Walls.They could give her time behind bars. ERIE, Colo. — A woman says the man she met online and dated for a month-and-a-half robbed her of thousands of dollars worth of valuables, tried to pawn them for cash, and then disappeared. Police have now issued a warrant for his arrest.“I let him into my world completely and I was completely betrayed,” Michelle Cohagan said.She met Joshua Law on the site Plenty of Fish. They dated for a few weeks and became close, with Law spending a lot of time at her Erie home. One night, Cohagan noticed that two of her digital cameras and her roommate’s GoPro camera went missing. A few days later, Law disappeared.“I haven’t seen or heard from him,” she said.Law originally told her he had plans to close on a house nearby. Then he claimed he had to fly across the country for a family emergency. The realtor of the home was the one to tell Cohagan that Law wasn’t actually buying the home. That’s when she noticed even more things were gone.“My grandmother’s wedding ring, a mother’s ring, pearls my father had given me,” she said.“She had about ,500 worth of items between her and her roommate that had been stolen,” Erie Police Department Commander Michael Haefele said.Now Erie PD are involved. They’ve been able to track Law and the missing items to multiple local pawn shops.“We were able to get a signed arrest warrant for the suspect in the case,” Haefele said.“He had been taking and pawning my things since pretty much two weeks in,” Cohagan added. “I think he’s a sociopath. I think he’s a con artist.”She said that she’s spoken to at least two other women who say they dated Law. The stories of falling in love and being ripped off were similar.Police do not know where Law is at the moment. The warrant for his arrest is out, and local towns and law enforcement agencies are aware. Meanwhile, they have been able to locate some of Cohagan’s things including her cameras, expensive purses, and a watch. ENCINITAS, Calif. (KGTV) - Sheriff's Deputies are on the lookout for the man who jumped out of the bushes and confronted an Encinitas man with a rifle. The attack happened Friday morning on Fortuna Ranch Road when the victim was in his driveway. A neighbor tells 10News the man popped out of the bushes wearing a ski mask and camouflage clothing. He then pointed a rifle at the victim, threatening to rob or shoot him.  Deputies say, somehow, the victim was able to run to his neighbor's home and call 911. The gunman got away before law enforcement arrived, but it's unclear if he ran or drove away. With the gunman still at large, some neighbors are concerned for their safety. Crime Stoppers is offering a ,000 reward for any information leading to an arrest.
