SAN DIEGO (KGTV) - The government is sweetening the deal for investors who put their money into San Diego's most under-served neighborhoods, but the offer could be having a negative effect on the people who live in them.A new study from Zillow says prices in so-called opportunity zones grew 20 percent in a year after they received the government designation. That designation, part of 2017 tax reform, offered investors capital gains tax breaks for investing in the areas, which the IRS deems "economically distressed."San Diego County has about 30 of these zones, most of them concentrated in the city of San Diego's inner core. Zillow says the Colina del Sol neighborhood near City Heights, parts of Golden Hill and University Heights are the areas that could see the most investment. SAN DIEGO (KGTV) — The city of San Diego may turn to homeowners to help chip away at the housing crisis.On Wednesday, the San Diego Housing Commission floated the idea of offering loans to homeowners in the city to build backyard granny flats to be rented out as affordable housing. The plan could help homeowners pay their mortgage while also providing more low-income units to those who qualify. Councilmembers on the committee appeared to be in support of the idea. SAN DIEGO (KGTV) - Sunset Hills Elementary school in Rancho Pe?asquitos has been honored for having the top-ranked School Safety Patrol in the city.The program is a partnership between San Diego Unified School District, Poway Unified School District, and the San Diego Police Department. Students participate by helping serve as crossing guards before and after school. Officer David Valdez, who oversees the team at Sunset Hills and four other schools, says the students learn leadership, community service, and volunteerism. "I have a lot of fun with them," Valdez told 10News. "It's great seeing them develop over the course of the school year."About 90 schools participate in the progam, encompassing 2,000 student volunteers. Each student is eligible to apply for the top honor of being designated as the "Colonel". This year, Sunset Hills student Maddie Smith won. "It's a great feeling," she said. "WHen you help a kid during something, even if it's just a small act, it makes you feel really good inside."Smith has ambitious goals. SAN DIEGO (KGTV) - The manager of a Cricket Wireless store in Pacific Beach is hoping the public can help identify two men involved in tagging the back of the store. Blake Beadle, the store manager, said newly installed cameras captured two men approach the store on Garnett Avenue on Monday night at around 9:30 p.m.One of the men approached the back of the store and appeared to spray paint something on the back wall. Meanwhile, the other man stood watch.Beadle said he had just painted over the spot a week and a half ago, when vandals had hit the same spot. “It seems like as soon as we paint over it, within a few weeks it gets tagged again in a similar fashion,” said Beadle. SAN DIEGO (KGTV) - The Marine Corps reported an E.coli outbreak Tuesday among more than 300 troops at Marine Corps Recruit Depot in San Diego.The diarrheal illness has affected 302 of approximately 5,500 recruits at the base. The cases had tapered off in the past week but a spike was reported Monday.Ten recruits were admitted to an off-base medical facility while the remainder are being cared for at MCRD. The source of the outbreak is under investigation, according to the Marine Corps."Our immediate focus is identifying, isolating and treating recruits who present symptoms," said Brig. Gen.
