BEIJING, Oct. 20 (Xinhua) - China's State Council, or the Cabinet, unveiled a set of guidelines Wednesday, aiming at helping reconstruction work in landslide-hit Zhouqu County in Gansu Province.The guidelines affect taxation, finance, education and employment policies in the region which was devastated by the massive mudslide on Aug. 8.The document clarified that funds for the reconstruction would come primarily from central government subsidies.It said that priority would be given to rebuild damaged residential houses, public services, infrastructure and prevent the spreading of diseases.It specified tax reduction measures for enterprises and individuals who had organized and collected donations, and encouraged banks and financial institutions to increase loans to the mudslide-hit areas.Land required for housing, infrastructure and reconstructing public facilities will be allocated by the local government, according to the document.Local governments or universities have also been directed to financially assist Zhouqu-born college students, while high-school students in the landslide-affected areas have been exempted from paying tuition fees, the document said.A massive mudslide triggered by rainstorms slammed Zhouqu county in northwest China's Gansu Province on Aug. 8, leaving 1,472 dead, 294 missing and more than 15,000 people homeless.
BEIJING, Oct. 31 (Xinhua) -- China has sent a strong signal that it would boost regional peace, stability and development in the spirit of cooperation and unity at the fifth East Asia Summit, said Qin Yaqing, deputy director of the Chinese Foreign Affairs University, in an exclusive interview with Xinhua here on Sunday."The most impressive part of Chinese Premier Wen Jiabao's attending the series of summits is the increasing number of bilateral diplomatic dialogues, all of which are quite significant, such as his meeting with Indian and Vietnamese leaders," Qin saidQin notedd, while meeting with Indian Prime Minister Manmohan Singh, Wen told his counterpart the world is large enough for both China and India to develop. TOKYO, Oct. 5 (Xinhua) -- Japanese Foreign Minister Seiji Maehara said Tuesday that he will try hard to rebuild a "strategic, mutually beneficial relationship" with China.During a luncheon meeting at the Foreign Correspondents' Club of Japan, Maehara said he will strive to mend ties with China as foreign minister.He also welcomed the agreement between Prime Minister Naoto Kan and Chinese Premier Wen Jiabao in Belgium Monday to resume talks between high-level officials of the two countries.Earlier in the day Chief Cabinet Secretary Yoshito Sengoku expressed his hope for the improvement of Japan's relations with China."Promoting a strategic, mutually beneficial relationship and improving ties between Japan and China will be positive not only for the two countries but also for other Asian countries or countries around the world, especially for their economies," said Sengoku at a regular press conference in Tokyo.China-Japan relations have been soured recently after the Japanese Coast Guard illegally seized a Chinese fishing boat and detained the crew on Sept. 8 in waters off the Diaoyu Islands in the East China Sea.Japanese authorities insisted on performing a so-called domestic judicial procedure against the crew despite strong protests from the Chinese government and public. The crew and the boat were released later.
BRUSSELS, Oct. 5 (Xinhua) -- China expected an early resumption of the six-party talks to ease tensions and resolve the nuclear issue on the Korean Peninsula, Chinese Premier Wen Jiabao said here on Tuesday.All parties should make joint efforts to ease tensions between the south and the north on the peninsula and strive to resume the six-party talks at an early date, said Wen while meeting South Korean President Lee Myung-bak on the sidelines of the eighth Asia-Europe Meeting (ASEM) Summit in Brussels."This is in the fundamental interests of all parties involved and is conducive to peace and stability in the region," he said.The six-party talks, a multilateral mechanism designed to peacefully denuclearize the Korean Peninsula, were launched in 2003. The talks involve China, the Democratic People's Republic of Korea (DPRK), Japan, South Korea, Russia and the United States.Speaking of the upcoming Group of 20 (G20) Seoul Summit, slated for Nov. 11-12, Wen said it was of great significance for boosting the world economic recovery, adding that China would support South Korea in seeking positive outcomes at the meeting.Wen said China regards South Korea as a friendly neighbor and an important partner. NANCHANG, Sept. 26 (Xinhua) -- A Chinese commerce official on Sunday called on foreign investors to maintain their confidence in the country, promising China would make continuous efforts to improve its investment environment.Qian Fangli, deputy director of the Department of Foreign Investment Administration under the Ministry of Commerce (MOC), made the statement at a forum during the Expo Central China 2010 that opened Sunday.Although operation costs in China were rising because of higher labor and raw materials costs, foreign investment continued growing rapidly " because improvements in China's investment environment helped lower their investment costs and boost confidence," Qian said.Further, she noted that the Chinese government would continue to improve policies to encourage foreign investors. But she did not provide further details.In the first eight months of this year, foreign direct investment in China totaled 65.96 billion U.S. dollars, up 18.06 percent from one year earlier, according to MOC statistics.The Expo Central China, scheduled to run from Sept. 26 to Sept. 28, invited economists, entrepreneurs and officials to attend. The expo seeks to promote development in central China, which spans six provinces -- Shanxi, Anhui, Jiangxi, Henan, Hubei and Hunan.
