SAN DIEGO (CNS) - San Diego County public health officials have reported 408 new COVID-19 infections and one more death from the illness, raising the county's totals to 50,551 cases and 826 fatalities.The death of one man was noted Saturday. He was in his mid-40s and had an underlying medical condition.Of the 9,875 tests reported Saturday, 4% returned positive, bringing the 14-day rolling average percentage of positive cases to 2.9%. The seven-day daily average of tests was 10,281.Of the total number of cases in the county, 3,681 -- or 7.3% -- have required hospitalization and 851 -- or 1.7% of all cases -- had to be admitted to an intensive care unit.Seven new community outbreaks were reported Saturday, one in a faith- based agency, one in a restaurant, one in a grocery setting, two in businesses and two in restaurant/bar settings.In the past seven days, Oct. 4 through Oct. 10, 45 community outbreaks were confirmed, well above the trigger of seven or more in a week's time. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.The county remains in the second -- or red -- tier of the state's four- tier COVID-19 reopening plan. San Diego's state-calculated, adjusted case rate is 6.5 per 100,000 residents, down from 6.7. The unadjusted case rate is 7.0, down from 7.2.The testing positivity percentage is 3.5%, the same as last week, and it is in the third -- or orange -- tier.On Saturday, the county allowed private gatherings of up to three households, based on the state's new guidance issued Friday.The gatherings must take place outdoors. If at someone's home, guests may go inside to use the bathroom.Participants in a gathering need to stay at least six feet apart from non-household members and wear face coverings. Gatherings should be kept to two hours or less, the new guidelines state.A health equity metric will now be used to determine how quickly a county may advance through the reopening plan, San Diego Public Health Officer Dr. Wilma Wooten said Wednesday.A community can only be as well as its unhealthiest quartile, she said, and while counties with a large disparity between the least and most sick members of a community will not be punished for the disparity by sliding back into more restrictive tiers, such a disparity will stop counties from advancing to less-restrictive tiers.According to the state guidelines, the health equity will measure socially determined health circumstances, such as a community's transportation, housing, access to health care and testing, access to healthy food and parks.Neighborhoods are grouped and scored by census tracts on the Healthy Places Index, https://healthyplacesindex.org/. SAN DIEGO (CNS) - Police searched Thursday for a hit-and-run driver who ran a red light at a Mission Valley intersection and slammed into another car, seriously injuring it's 60-year-old driver.The crash was reported shortly before 5:30 p.m. Wednesday at the intersection of Friars and Frazee roads, San Diego police Officer Robert Heims said.A 60-year-old woman was driving a 2007 Lexus sedan southbound on Frazee Road when a man driving a blue Ford pickup truck westbound on Friars Road ran a red light at Frazee and crashed into the driver's side of the Lexus, Heims said.The pickup driver kept driving, then pulled over a short distance away before he got out and ran away, the officer said. SAN DIEGO (CNS) - The San Diego Airport Authority announced Monday that the Pacific Highway Economy parking lot will permanently close to the public the day after Christmas.The lot will be converted into employee parking, according to airport officials. The need for a new employee lot was brought on by construction of a new stormwater infiltration system at the south side of the runway, where employees currently park. The new system is part of the airport's Stormwater Management Plan to control and reduce pollution caused by the airport's day-to-day operations.Airport travelers will still be able to use the parking lots at both terminals, the Terminal 2 parking plaza and the airport's long-term parking lot. SAN DIEGO (CNS) - San Diego Gas & Electric announced Wednesday that ratepayers will once again have the opportunity to reduce their monthly bill by driving an electric vehicle.SDG&E has made the promotion available to electric vehicle drivers for the last two years in an effort to combat the effects of climate change and reduce the county's collective carbon footprint. The county's roughly 35,000 plug-in electric vehicle drivers can apply for the credit, administered by the California Air Resources Board, though May 31.Last year's Electric Vehicle Climate Credit was 0 for each of the roughly 15,000 residents who applied. In 2017, about 7,000 residents received credits of roughly 0 each.SDG&E also offers time-of-use charging plans for electric vehicles when residents pay a monthly service fee of . Drivers can charge their car from midnight to 6 a.m. on weekdays and midnight to 2 p.m. on weekends and holidays for 9 cents per kilowatt hour, which is equivalent to paying 75 cents per gallon of gas.``In addition to the environmental benefits, the performance of electric vehicles and the savings that come from fueling a car with electricity versus gasoline are driving a growing number of people to make the switch to plug-in electric vehicles,'' said Mike Schneider, SDG&E's vice president of clean transportation and asset management.Residents who drive electric vehicles can apply for the credit online by using their SDG&E account number, their car's Vehicle Identification Number and a digital copy of their DMV registration. SAN DIEGO (CNS) - Target Corp. has agreed to pay .4 million to resolve allegations that it violated terms of a 2011 judgment regarding the company's handling and disposal of retail hazardous waste, San Diego County District Attorney Summer Stephan announced Wednesday.``This settlement holds Target accountable for this second violation of environmental laws that involve the improper disposal of a long list of hazardous materials,'' Stephan said. ``This case serves as a reminder to corporations of the importance of environmental protection laws that safeguard the public's health and that violators will be held accountable.''The current settlement -- announced by Stephan, 21 other California district attorneys, the California Attorney General's Office and the city attorneys of San Diego and Los Angeles -- comes as a result of investigations that concluded the company committed violations by improperly disposing hazardous waste into landfills across California between 2012 and 2016. The waste included such items as electronics, batteries, aerosol cans, compact fluorescent light bulbs and medical waste, including syringes, over-the-counter and prescribed pharmaceuticals, as well as confidential medical information from its customers.``We are confident that with these strong injunctive terms and penalties, Target will implement meaningful changes to prevent this from ever happening again,'' said California Attorney General Xavier Becerra. ``However, the wise move for all companies is to abide by the law and employ proactive training and processes to help ensure that hazardous waste violations are avoided in the first place.''It's the second settlement resolving allegations of hazardous waste compliance violations by Target.
