SAN DIEGO (CNS) - The entire passenger and freight rail line between Oceanside and San Diego will be closed at midnight and remain shut down all weekend for improvements, according to the San Diego Association of Governments.Crews will shut down the lines just after midnight Saturday through 5 a.m. Monday, according to SANDAG, which will make several improvements, including work on the Mid-Coast Trolley project, extending the UC San Diego blue line trolley from the Santa Fe Depot in Downtown San Diego north toward UC San Diego.Four rail services use the San Diego segment of the Los Angeles-San Diego-San Luis Obispo coastal rail corridor: North County Transit District, Metrolink, Amtrak and the BNSF freight line.Passengers using the Coaster train line are advised to use the BREEZE Route 101 or local buses. Amtrak will offer bus connections from Oceanside to San Diego for passengers with reservations.Crews working on the Mid-Coast Trolley project will remove temporary support structures, build retaining walls, protect slopes and install fencing and cable railing, as well as sewer, water, and drainage pipes.The entire project is expected to be completed late next year.Near the San Diego River Bridge, crews will add nearly a mile of double track across the river to create a continuous 7-mile stretch of double track in the southernmost portion of the coastal rail corridor.During construction, nearby residents and businesses can expect intermittent noise and lights.Passenger rail service is scheduled to resume for the Monday morning commute. 1569

SAN DIEGO (CNS) - The San Diego County Prescription Drug Task Force and a group of local political and law enforcement leaders released the task force's annual report card Friday, showing increases in deaths due to prescription drugs and the synthetic opioid fentanyl.The county report found that 273 San Diego residents died due to prescription drug overdoses, an 8 percent increase over the 253 deaths in 2016, and fentanyl deaths spiked 155 percent from 33 in 2016 to 84 in 2017. Heroin deaths dropped by five percent, from 91 in 2016 to 86 in 2017."Prescription drug abuse is an equal opportunity killer and can affect anyone, crossing socioeconomic status, ethnicity, gender and age," said County Supervisor Kristin Gaspar, who joined the task force at the release. "The fact is, unintentional drug-related deaths continue to rise."RELATED: New drug treatment to combat inmates' addictions stirs controversyThe death tolls due to prescription drugs and fentanyl were record highs in San Diego County. According to the Centers for Disease Control and Prevention, fentanyl is roughly 50 to 100 times more potent than morphine and 50 times more potent than heroin."We have seen a steady increase in fatal overdose cases over the years where fentanyl has been added to opiates," County Chief Medical Examiner Dr. Glenn Wagner said.Gaspar and the task force detailed the county's plan to use a community-driven approach to reduce prescription drug and opioid dependence. The county plans to partner with the San Diego County Sheriff's Department, District Attorney Summer Stephan, the Safe Homes Coalition and the San Diego Association of Realtors to fight drug abuse issues. SAN DIEGO (CNS) - Power was restored Saturday afternoon for more than 2,000 utilities customers in Mid City who were without electricity for more than five hours.2,216 customers in University Heights, North Park, Normal Heights, Kensington, Talmadge and the College Area lost power just after 10 a.m., according to San Diego Gas and Electric's online outage map.The blackout resulted from a problem with underground electrical equipment that crews were working to repair, according to SDGE spokesman Joe Britton.All customers had their power back on by about 3:50 p.m., Britton said. 591

  

SAN DIEGO (CNS) - Prosecutors Friday announced charges against 10 alleged members of a San Diego auto insurance fraud ring, who are accused of buying damaged vehicles and staging car thefts in order to collect more than 0,000 in fraudulent claims.The defendants -- four were arrested this week, while a half-dozen others remain at large -- are accused of buying already-damaged vehicles with high mileage, then submitting false damage or theft claims, defrauding a dozen insurance companies in the process, according to prosecutors and the California Department of Insurance.Investigators allege the suspects filed about three dozen false claims over the course of four years, with 56 vehicles used in the alleged scheme. Some of the vehicles' odometers were rolled back to increase their value before being damaged or reported stolen, according to prosecutors, who allege the defendants also damaged some of the vehicles themselves after insuring them.RELATED: NFL game result may have fueled Fallbrook vandalism, destruction of truckA tip to the District Attorney's Office sparked the investigation -- dubbed Operation Dealer's Choice -- that led to the arrests of four of the alleged ring's members on Thursday. Michael Cusi, 32, of San Diego, Jessica Herrera, 36, of Imperial Beach, Mylipsa Santos, 23, of San Diego, and Daniel Santos, 24, of San Diego are scheduled to be arraigned Friday afternoon at the downtown San Diego courthouse.Charges have also been filed against the six defendants who remain at large: Luis Cardona, Jr., 26, of National City; Francisco Javier Rodriguez, 33, of Chula Vista; Jesus Herrera, 34, of Spring Valley; Betsy Guadalupe Matteoti, 35, of San Diego; Ramon De Jesus Hernandez, 56, of San Diego; and Felipe Cardona Villareal, 25, of Tampa, Florida."The alleged scam we uncovered in Operation Dealer's Choice was a bad deal for drivers who have to pay more through higher premiums as a result of insurance fraud," said state Insurance Commissioner Ricardo Lara. 2007
