"As the developing countries are at similar levels of development and facing similar economic and social development problems, they can better appreciate the development needs of each other.""China supports the 'Beyond Aid' initiative proposed in the UN secretary-general's report and emphasizes the need for enhanced policy coherence, host country ownership and capacity building over cash assistance," he said."With the concept of 'blood generation over blood transfusion', China believes that it is better to help host countries build long-term sustainability than to resort to short- term interventions and be overly dependent on foreign aid," he said. "An integrated and holistic approach should therefore be adopted by incorporating trade, investment, technology transfer, capacity building and other elements into the development policies. ""Developing countries should also take the initiative into their own hands in order to identify the policies and solutions most responsive to their own needs," he said."China has tried similar approaches and learned some useful lessons," he said."First, providing non-politically conditioned assistance to developing countries," he said.

BEIJING, Aug. 6 (Xinhua) - China's Ministry of Agriculture Friday urged local authorities in flood-hit regions to step up efforts to resume agricultural production and create favorable conditions for the autumn harvest following this summer's severe floods.Local departments were ordered to accelerate water drainage, restore damaged infrastructures, strengthen field management, and plant mung bean, potatoes and buckwheat, which have short growth periods, to make up for losses, according to an official from the ministry.The official also required departments to clear away and carry out bio-safety disposal of dead livestock, while increasing epidemic control measures.As of July 21, more than 7 million hectares of farmland in China had been destroyed by torrential rains and floods, according to data from the State Flood Control and Drought Relief Headquarters.

BEIJING, July 5 (Xinhua) -- Donations to the Yushu quake zone in northwest China's Qinghai Province have exceeded 8.7 billion yuan (about 1.28 billion U.S. dollars) as of Monday noon, with about 7.9 billion yuan in cash and the remaining in relief materials, according to the Ministry of Civil Affairs.In a statement, the ministry said it had received 2.417 billion yuan and the Qinghai provincial government received over 2 billion yuan in donations, while the Red Cross Society of China and the China Charity Federation had each raised about 2 billion yuan.Nearly 2,700 people died after the 7.1-magnitude earthquake hit Qinghai's Yushu prefecture on April 14.

BEIJING, Aug. 22 (Xinhua) -- China's consumer price index (CPI), one of the main gauges of inflation, will peak in August before starting to fall in the following months of the year, an economist said Sunday."The CPI is likely to surpass 3.3 percent in August but that will be the highest level for the year," said Lian Ping, chief economist at Shanghai-based Bank of Communications.He said commodity prices will remain relatively low in the short term as market concern about a weak economic recovery linger and as the European debt crisis spreads.Chinese inflation will also ease due to China's slower economic growth rates and a fall in the price of industrial goods, Lian added.However, long-term inflationary pressures cannot be ruled out, due to potential rises in the cost of food, labor and natural resources, he said.Lian said he expects inflationary pressures to grow in March and April next year.Largely on the back of rising food prices after widespread flooding wrecked crops and disrupted shipping, China's July CPI rose 3.3 percent from a year earlier, the fastest rate since October 2008.The CPI for the first seven months of the year stood at 2.7 percent, below the whole-year target of 3 percent.
