Europe is thinking about giving advanced robots rights and responsibilities. Many experts say that's a terrible idea.The European Parliament passed a resolution last year that envisions a special legal status of "electronic persons" for the most sophisticated autonomous robots. The proposal is being considered by the European Commission, Europe's top regulator.More than 150 experts in robotics, artificial intelligence, law, medical science and ethics weighed into the debate on Thursday, with a clear warning against such a move.In an open letter to the European Commission, they said that the proposals appear to be influenced more by science fiction than the real world. 684

Europe is proposing a ban on single-use plastic items such as cutlery, straws?and cotton buds in a bid to clean up the oceans.The European Commission wants to ban 10 items that make up 70% of all litter in EU waters and on beaches. The list also includes plastic plates and drink stirrers.The draft rules were unveiled Monday but need the approval of all EU member states and the European Parliament. It could take three or four years for the rules to come into force.The legislation is not just about banning plastic products. It also wants to make plastic producers bear the cost of waste management and cleanup efforts, and it proposes that EU states must collect 90% of single-use plastic bottles by 2025 through new recycling programs.The European Commission estimates that these rules, once fully implemented in 2030, could cost businesses over €3 billion (.5 billion) per year. ESCONDIDO, Calif. (CNS) - Nearly three-dozen cats were taken in by the San Diego Humane Society after they were left behind inside a condominium in Escondido last month, the agency announced Wednesday.The property manager of a condominium complex in the 1000 block of East Washington Avenue called the group on Oct. 22 to report that one of the condo's tenants had abandoned the cats after being evicted, according to the SDHS.Officers from the SDHS' law enforcement division responded to the home and found 31 cats living in "unsanitary conditions" inside the unit, SDHS spokeswoman Nina Thompson said.The cats were taken to SDHS campuses in Escondido and Oceanside for extensive medical exams, Thompson said. One cat had to be euthanized and a majority of the cats were found to be suffering from numerous medical conditions, including upper respiratory infections, diarrhea, ear infections and heart murmurs.The remaining 30 cats underwent more than three weeks of intensive medical care and were in the process of being transferred to SDHS' rescue partner Love Your Feral Felines for recovery, Thompson said.The Humane Society encourages the public to report animal emergencies, cruelty or neglect by calling 619-299-7012. 1234

ENSENADA, Mexico (KGTV) ¡ª A San Diego dirt bike racer is recovering tonight in Mexico after a bizarre mid-race crash with a mystery SUV.On Saturday morning, about 60 miles southeast of Ensenada, 29-year-old Josear Carrasco was racing a course he knew well. On this day, he would not finish."Just devastated. It's really hard. He's my everything, so it's hard to see him like this," said his wife, Kylie.Kylie was in a truck along the course when she got the news. Josear was in second place, nearly done with his 100-mile stretch and about to turn his bike over to a teammate. That's when he says he collided with an SUV that had driven onto the course, headed toward him. "He tried to veer off to the right ... the car veered off in same direction. Then, a head-on collision. He doesn't remember anything after that," said Kylie.Josear was discovered by spectators and a teammate, with car parts scattered nearby."Something exploded. When they found him, his gear was just melted off," said Kylie.Josear suffered second-degree burns up and down the left side of his body and broken bones in his arms, legs, shoulder and shin. He also suffered a ruptured intestine, but he was alive."Once I saw him breathing, my heart dropped ... because that's all that matters," said Kylie.Josear has already undergone several surgeries at a hospital in Ensenada. His family trying to raise money for a medical transport back to San Diego, while Mexican authorities hunt for the hit-and-run driver. FALLBROOK, Calif. (KGTV) -- A North County baker who has lost thousands of dollars due to postponed or canceled weddings is trying to help neighbors and keep her business afloat at the same time. Jennifer Duarte said owning a bakery is a dream she¡¯s had since she was a child.¡°There was a bakery close to my house and the lady worked in the window,¡± said Jennifer Duarte, owner of Elegance on Display. ¡°I would go and I would just stand there and watch her and said, when I grow up I want to do that.¡± That¡¯s what she did. She has owned Elegance on Display in Fallbrook for 15 years. With the COVID-19 pandemic¡ªand her specialty being wedding cakes¡ªshe¡¯s lost a decent chunk of income.¡°I had 50 weddings postponed¡­ maybe eight of those are canceling completely,¡± Duarte said. She has three employees, two of which she had to lay off. She hopes to be able to rehire her employees, but for now, she¡¯s just trying to stay in business. With some items, like eggs, hard to find on store shelves, she¡¯s using her connections to provide a service to her neighbors and also make some up some of her lost income. ¡°We can order bulk through our bakery supplier. Last week, I got flour, sugar, eggs, and butter,¡± Duarte said. She repackages it in smaller amounts to sell to her neighbors. She said she isn¡¯t making a big profit, but the community has been great lending their support. ¡°So many people realize that there¡¯s not a huge mark up on it. They¡¯ve been tipping or volunteering to help with deliveries,¡±she added. Duarte is also still making cupcakes, cookies, and small cakes for people who would like to place an order. ¡°I¡¯m just trying to bring a little joy to everybody who¡¯s stuck at home. Cupcakes [and] cookies make everybody feel better,¡± Duarte said. She makes deliveries throughout Fallbrook, although you have to order ahead. You can also place an order for pick up.
