Participating in a town hall discussion on Monday in the key battleground state of Florida, Joe Biden said he would implement a mandate of masks on federal property if elected president amid the coronavirus pandemic. The mandate would apply to places such as national buildings, Social Security offices and federal courthouses. Biden’s remarks stood in stark contrast with President Donald Trump, who made a point to remove his mask when he entered the White House on Monday after returning from the hospital. Trump is currently recovering from the coronavirus at the White House after a three-day stay at Walter Reed Medical Center.The primetime town hall featuring the former vice president was aired on NBC.Biden conceded that the president does not have the power to call for a nationwide mask mandate in all 50 states, but he would use the bully pulpit of the presidency to compel state and local leaders to enforce mask wearing in public spaces.“I would go out and I would call all of the governors to the White House, some probably wouldn’t come, and I would say… ‘take responsibility,’” Biden said. “Take responsibility and lay out the guidelines. One of the problems is this president said ‘I take no responsibility.’ Literally.“'It is not my responsibility.’ So if it is not his responsibility, he talked about this being like a time of war, we are under attack. As I said earlier, 200,000 plus have died, 50,000 plus a day are getting the virus (the average in recent days has been 40,000 per day), 1,000 per day or thereabout are dying, this is a national emergency.”Biden said that he was not surprised that Trump, his opponent in next month’s presidential election, was infected with the coronavirus.“Quite frankly, I wasn’t surprised,” Biden told NBC’s Lester Holt. “For the last three months, three times a week, I am on the telephone and on Zoom with some of the leading immunologists in the nation and they go through everything that is happening. PINE VALLEY, Calif. (KGTV) — A Pine Valley restaurant owner says he will defy the county's order that shuts down indoor dining beginning Saturday."We are over it," said Larry McNamer, who owns Major's Diner in Pine Valley. "We can't do any more going backward. We can't. Not and stay open and be a viable part of the community."McNamer says 2020 has been a very challenging year, with sales down and its staff cut in half. Now, the increase in the coronavirus case rate is pushing San Diego County into the state's purple tier of restrictions, it's most strict. That means come Saturday, restaurants will no longer be allowed to serve indoors at 25% capacity, instead, they'll be limited to outdoor-only dining as the weather turns cold. McNamer said he takes the virus very seriously and has put social distancing measures in place. However, he says moving to outdoor dining only will make it impossible to survive, with temperatures in the 30s in the mornings. The diner is only open for breakfast and lunch."And at this point, if they want me to, I'll be more than happy to put the keys on the counter and leave them an invoice for the business and they can write me a check for it," he said.In a statement, the California Department of Public Health said it understands the frustrations, but that the spread of coronavirus remains a major concern. "California’s cases of COVID-19 are ticking upward, and the state is urging Californians to continue to do everything they can to protect themselves and the community from increased transmission of the virus," the statement said. "We know that this is hard, as many of us feel exhausted, isolated or impatient."The county restaurant industry has been hit especially hard amid the pandemic, with jobs down about 17% over the year, or 22,000 positions. "All hopes have to be on this vaccine being distributed quickly and working, and allowing us to move through the tiers," said Ray Major, chief economist at SANDAG. McNamer, who owns the diner with his wife Debi, said if the county levies fines on them, so be it. "Wonderful, where are you going to get it?" he said. PASCO COUNTY, Fla. — Drivers continue to share stories of scary moments and narrow escapes as there are more reports of Kia Souls catching fire.New complaints led I-Team Investigator Jackie Callaway to ask why some vehicles weren't included in the automaker's past recalls for engine fire risks.Brek Badgley says his 2015 Kia Soul burst into flames while rolling down I-75 northbound in Hernando County last December. He said the fire gutted the entire vehicle within minutes.“Just tossed my phone out of the window and started throwing stuff out of the car,” Badgley said.In April 2019, Kia recalled nearly 380,000 Kia Souls made between 2012 and 2016 over a defect that they say could cause a fire. We checked Brek’s VIN and found his Soul wasn't included in that recall.The I-Team discovered not every Soul made during those years was taken off the road. Kia says that's because even within the same model year, vehicles can have different equipment.Shelly Parks' 2015 Kia Soul was among those not recalled. Parks says it caught fire as she drove near Columbus, Ohio, last summer."We hear someone yell fire, and by the time we had noticed anything, there was fire coming from underneath the car," Parks said.She told the I-Team the car was still rolling to a stop when both she and her friend jumped out.“I watched the car roll past me on fire."The I-Team also found 2018 Kia Souls catching fire, according to three reports filed with federal regulators. Kia reports these Soul fires are rare and can be caused by any number of factors not related to engine defects.In August, 34-year-old Jordan Carlton died of his injuries a year after his rented 2019 Kia Soul went up in flames as he drove down a Hawaiian highway.
