SAN DIEGO (KGTV) -- Mayor Kevin Faulconer responded Friday after Governor Gavin Newsom issued new stay-at-home orders for the region.Faulconer said in a statement on Twitter that local businesses aren’t being treated fairly under the new guidance.“Restaurants made good faith efforts to comply with COVID rules. SAN DIEGO (KGTV) — Included in the new defense budget bill just passed by Congress is what some call the most sweeping military housing reforms in decades. However, San Diego military families are concerned that a loophole will allow the private companies that oversee the housing developments to continue ignoring what they call "slum" conditions.10News has been digging for months into the problems reported by residents at local communities run by Lincoln Military Housing, one of the biggest companies in the industry. Residents say they have been plagued by mold, which has caused illness, as well as rodent and insect infestations, and shoddy maintenance and repairs.RELATED: .7 million awarded to Housing Commission to house military veterans"Lincoln Military Housing doesn't do a very good job of maintaining the infrastructure of these homes," says resident Erika Bradley.Bradley says the recent storms have led to more problems with leaks and mold. She says around 50 families living in the Santo Terrace community in Tierrasanta were forced to leave their homes and move into hotels.The new deal agreed to by Congress include the framework of significant reforms, including a tenant bill of rights, a strict set of regulations for how complaints should be handled, and an arbitration process that leaves the final decision in the hand of base commanders, rather than the companies. While the military and Congress can use the failure to agree to the processes as grounds to decide not to renew the contract with a company, most of the housing companies have long-term deals in place. That means it's possible that it could be nearly 30 years before some of them would be forced to consider making changes."It's kind of something that looks really good on paper," Bradley says, "but how does it actually help us in our day to day lives?"10News asked if Lincoln plans to agree to the new procedures. A spokesperson responded that the company is reviewing the provisions passed by Congress. SAN DIEGO (KGTV) — Jurors have reached their verdict in the trial of a man accused of killing a Navy sailor on a Logan Heights freeway ramp in 2018.Edson Acuna, 26, was found guilty of first-degree murder, robbery, and several other charges in connection with the murder of 21-year-old Curtis Adams on Oct. 27, 2018. Adams was driving on I-15 at about 2 a.m., when he came upon what appeared to be a disabled vehicle. As Adams got out of his vehicle to check on the car's occupants when he was shot.Prosecutors say Acuna and three others had burglarized a Mt. Hope home that night, before getting into a shootout with the home's residents. As they fled, one of their vehicle's tires were shot out. At the time of his death, he worked as a steelworker with Amphibious Construction Battalion 1 at Naval Amphibious Base Coronado.Acuna was also found guilty of burglary, possession of firearm by a felon, transporting assault weapon, possession of assault weapon, prohibited person holding or possessing ammunition, and carrying loaded firearm in a vehicle. SAN DIEGO (KGTV) - Loved ones are speaking out more than a week after a bloody melee that injured eight guards at Donovan state prison in Otay Mesa.The violence erupted two Sundays ago, around 4 p.m., inside the recreation yard. Corrections officials say there were about 20 inmates in the yard when one of them attacked a guard. His fellow guards rushed to help. In the mayhem that followed, four inmates allegedly assaulted guards. Six of the guards suffered stab wounds.Christina Armstrong's longtime boyfriend, correctional officer Malcolm Billingsley, was in the middle of it."The best way I hear him describe it is a 'melee, just chaos' ... There was so much going on, it was hard for him to pinpoint each action that was taken," said Armstrong.Corrections officials say a warning shot by one of the guards ended the altercation. As the guards were rushed to hospitals, news filtered out to loved ones."It was frightening not knowing for several hours what was going on. It was terrifying," said Armstrong.Billingsley was not stabbed, but suffered a back injury and possible nerve damage to his hand."It's hard for him to everyday things. He can't take care of our son, let alone play with him. He's in a lot of pain," said Armstrong.His fellow guard Roland Milan was stabbed in the face and suffered a brain bleed. His wife Marcy says he's had four plates inserted into his face."A stab wound to the face, to the mouth area. All his upper teeth were knocked out," she said.Sources say in all, eight guards were injured, including one with a fractured bone in his back.Armstrong says because of an ongoing investigation, she can't reveal details of the melee, but says the guards fought hard for their lives and the lives of their fellow guards."They are all heroes. Malcolm went to work that day to carry out his duty as a correctional officer an he became a victim but his strength and courage allowed him to come home a hero," said Armstrong, choking back tears.Corrections officials say the four inmates could face attempted murder charges.Gofundme campaigns have been set up for both Milan and Billingsley to help with expenses. 2147
