SAN DIEGO (KGTV) -- One man is behind bars after a series of events in Rancho Penasquitos, including nearly running over a firefighter. Around 2:30 p.m. California Highway Patrol received a report of a reckless vehicle on SR-76 near Cole Grade Road Monday. The blue Toyota RAV4 was reported after unsafely passing vehicles and speeding in the area. Shortly after, CHP reported that the driver - Falahi Abrahim - was involved in a crash and started a brush fire.Shortly after Cal Fire responded to the fire, 37-year-old Abrahim from fled the scene - nearly hitting the firefighter who was trying to help him.Police officers followed, but Abrahim refused to stop and a pursuit began. The pursuit continued westbound on SR-76 to I-15 and transitioned to I-15 Southbound. The vehicle continued to flee from officers on I-15 Southbound and exited the freeway at Camino Del Norte where the vehicle progressed eastbound.During the chase Abrahim failed to stop for two red lights at separate intersections and officers discontinued the pursuit in the interest of public safety.A San Diego Police Department helicopter continued to follow the car, communicating Abrahim's location to the CHP. At 3:11 p.m. the driver stopped near the 10000 block of Carmel Mountain Road. After a short foot pursuit, Abrahim was taken into custody and arrested under suspicion of driving under the influence of a drug and felony evading charges.The incident involving the assault of the firefighter at the collision scene is still under investigation. 1572

SAN DIEGO (KGTV) - New numbers show just how quickly housing has become unaffordable in San Diego county.Housing received a thumbs-down because the Housing Affordability Index for San Diego County decreased from 26% in December 2017 to 24% in December 2018. In 2012, more than 45% of county residents could buy a median-priced home.The report on housing affordability was part of the annual Quality of Life Dashboard released by the Equinox Project, The Nonprofit Institute at University of San Diego. "The change is steep and following the state trends," said Christiana DeBenedict of The Nonprofit Institute.RELATED: San Diego among top hot housing markets for 2019, Zillow reportsAccording to the report, 38% of local homeowners devote more than a third of their income to their mortgage. The renters' situation isn't much better. According to the U.S. Census Bureau, in San Diego County, 57% of people pay more than 30% of their income on rent. San Diego, Orange and Los Angeles counties have the highest proportion of people paying over 30% of their income on rent.DeBenedict says add it all up, and it hurts locals employers trying attract and keep talent. SAN DIEGO (KGTV) - On Tuesday the North San Diego Business Chamber honored first responders who've gone above and beyond in their duties protecting the community. One of the recipients was San Diego Police Department K9 Officer Jonathan Wiese, honored for his actions during the active shooter incident at the Chabad of Poway synagogue.Wiese was on his way to meet his family for lunch when he heard the shots fired call and immediately responded to the area.Despite having little information and no back-up, Officer Wiese was able to track the suspect down who then surrendered. "Active shooter is right up there with 'officer down'; the calls don't get more intense than that, when you know someone is actively shooting there's going to be multiple victims, there's going to be a large scene, it's going to be chaotic," said Wiese. Officer Wiese says his 20 years of training kicked in."I tried not to think about the danger, just tried to figure out what I needed to do," said Wiese. "Every single day we have great stories like this, and so I want the public to know this is not unusual, this is our normal," said Chief Craig Carter with the Escondido Police Department. Several other first responders were honored, including Rancho Santa Fe firefighters and Oceanside Police detectives. 1299

SAN DIEGO (KGTV) - New plans for a development in the Bay Park neighborhood are aimed at providing "transit-oriented" homes amid the region's housing crunch.Protea Properties has plans for the 3.5-acre lot right off Interstate 5, between Clairemont Drive and Morena Boulevard. The site is located across from the future Blue Line Trolley Station.The development director of the project confirms the development includes 156 apartments and 40,000-square-feet of retail and restaurant spaces. Some community members are concerned with the current plans and tell 10News they hope their concerns will be heard and changes will be made. "We're trying to back the city off from slamming us with density and trying to get a project that meets everybody's needs," local James Lamattery said.Lamattery says the community is fighting for more affordable housing units and lower building heights. Right now, the plans call for two, four-story buildings and 16 apartment units for affordable housing. The city is reviewing plans before they vote on required permits. The development director says the earliest the project could be complete is 2022. 1145

He uses 50 criteria to evaluate beaches, including water and sand quality as well as safety and management.
