"We should be clear about the serious challenges and difficulties from home and abroad but also realize the great opportunities and favorable conditions in it."     He listed several works the country would do, such as to seriously implement macroeconomic policy, to boost economic restructuring, to greatly enhance capacities for independent innovations, to control pollution and protect the environment and to deepen the reform and opening-up.     Hu also stressed that to maintain social stability was very important when the economic development faced some problems.     During his visit here, the president paid visits to three large state-owned enterprises.     At a new assembly line of Angang Steel Co. Ltd., the first steel producer founded by the People's Republic of China, Hu inquired about its business perspective.     "As a leading company in our steel industry, we hope you to take the advantage of your technology and scale to contribute to the country's economic growth," he said.     Hu expected these state-owned enterprises to focus more on research and development so that they could develop more core technologies, maintain a technical advantage and catch up with the world leading level.     Export-oriented enterprises were widely affected by the global financial crisis.     The president was concerned about their conditions and visited two companies during his stay here.     Visiting a joint venture clothing manufacturer in Yingkou city of Liaoning, he learned that the number of overseas orders it received for next year dropped month after month.     "I hope you to be more confident in face of difficulties," he said. "While maintaining the traditional markets (Europe and U.S.A.), you may try to explore new markets."     At Shenyang Yuanda Aluminium Industry Engineering Co. Ltd, Hu was glad to learn that the company's revenue reported a year-on-year rise of 72 percent in the first ten months this year and the value of overseas orders increased by 1.5 times.     "This was very rare and commendable in a shrinking international market," he said. "I hope you to continue the strategy to win clients through quality products." Ltd. was a national research center on Robotics, as well as a base for its industrialization.     The president also expressed great concerns about common people's lives under a condition of economic slowdown.     "Next year's employment market will be very serious, affected by the international financial crisis," Hu said upon visiting an employment service organization.     The country would adopt a "even more active" policy to increase employment, he said, adding that all staff in employment service should work harder.     In a renewed residence community, Hu dropped in the apartment of a retired worker Wan Fu.     In the past three years, 52 new apartment buildings have replaced small and shabby cabins in this community, home to 2,200 families including Wan's. Both his sons have new apartments as well.     "The apartment is comfortable, warm and convenient," he told the president. "To buy this apartment, we did not have to borrow any money, but just with our savings."     "The harder the economic situation is, the more attention we should pay to people's lives. The central government has decided to invest more in public service," Hu said.     He promised that more people like Wan would move into new homes and retired workers would have higher pension.

BEIJING, Jan. 6 (Xinhua) -- After successfully carrying out its first escort mission, the Chinese Navy prepares to cover another 11 domestic merchant vessels planning to travel around Somalia this week.     "We will actively provide information and necessary rescue services for those merchant ships passing through the Gulf of Aden and Somali waters," said He Jianzhong, spokesman with Ministry of Transport (MOT). The Chinese naval fleet arrived Tuesday in the waters of the Gulf of Aden off Somalia to carry out the first escort mission against pirates. Four Chinese ships, including one from China's Hong Kong Special Administrative Region, were escorted by the fleet.     A governmental spokesman said on Tuesday that the naval task force will protect a total of 15 Chinese merchant ships between Tuesday and Saturday.     Consisting of two destroyers and one supply ship, the naval fleet arrived in waters off Somali coast on Tuesday after a voyage of more than 4,400 nautical miles. It set sail on Dec. 26.     Soon after its arrival, the fleet conducted its first escort service for four Chinese merchant vessels, including one from Hong Kong.     The ship's cargo, origins and destinations were not released.     Under command of the fleet's flagship DDG-169 Wuhuan destroyer, the four merchant vessels sailed in a line formation and passed through the warship's patrolling area.     Surging piracy off the Somali coast has increasingly threatened internationals shipping. A total of 1,265 Chinese merchant ships passed through the Gulf of Aden last year. Seven were attacked by pirates.     One Chinese fishing ship, Tian Yu 8, and its 18 crew members were hijacked on Nov. 14, 2008. They are still being held by pirates.     The MOT announced Chinese merchant ships may ask for protection by applying to the China Shipowners' Association (CSA) and China Maritime Search and Rescue Center (CMSRC).     According to the commander of the Chinese Naval expedition, Real-Admiral Du Jingchen, the main task for the warships is to dispel pirates with their presence.     "We have started our escort mission and will conduct careful deployment and close contact with the vessels to secure their safety by strictly abiding by the U.N. resolutions and international laws," said Real-Admiral Du.     The fleet is carrying about 800 crew members including 70 soldiers from the Navy's special forces along with weapons such as missiles, canons and helicopters.     For the first phase of the escort mission, the fleet will patrol the Gulf of Aden and Somali waters for about three months, followed by possible replacement warships as needed.

BEIJING, Feb. 1 (Xinhua) -- The Chinese government vowed to beef up vocational training for migrant workers, college graduates and laid-off workers, who were badly hit by the global financial crisis, to help them land jobs, according to a joint circular issued by three ministries.     Local government should offer the migrant workers necessary training to help them find jobs in the railway and infrastructure construction, power sector and rebuilding of the quake-hit areas, according to the joint circular issued by the National Development and Reform Commission, the Ministry of Finance and the Ministry of Human Resources and Social Security.     Vocational schools and technical training institutions should enhance training for people who were affected by the crisis, and work out programs to help them find new jobs, said the Ministry of Human Resources and Social Security on Sunday.     China's urban unemployment rate was 4.2 percent at the end of 2008, up 0.2 percentage points year on year, according to official figures.

BEIJING, Jan. 8 (Xinhua) -- China has called on state enterprises and academic institutions to step up efforts to attract more leading Chinese scientists studying overseas, a move that would enable the country to stay globally competitive.     According to a guideline issued by the General Office of the Communist Party of China (CPC) Central Committee, high-quality Chinese talent in foreign countries, especially those at the frontier fields of science and technology, is needed for China to embrace global competition and forge ahead with its opening up.     Priority should be given to the recruitment of leading scientists who are able to make breakthroughs in key technologies, develop high-tech industries and lead new discipline areas, said the guideline.     It urged key laboratories, state-owned commercial and financial institutions, high-tech zones, and higher institutions to create favorable conditions to attract more overseas Chinese experts to serve their motherland.     Efforts should be made to make sure they are well-treated, have good career prospects and enjoy convenient service, the guideline stated.     "(We should) further emancipate our mind, break away out-of-date rules and regulations, improve relevant policies, and fully understand, trust and use them." it said.     Chinese scientists who have studied abroad have long played a crucial role in developing the country's industry, education and national defense programs. Among them were Qian Xuesen, China's father of space technology, Li Siguang, founder of China's geomechanics and Deng Jiaxian, nuclear physics expert.     An official with the Organizational Department of the CPC Central Committee has said that a large portion of scientists from the country's two top academies studied abroad.     More than 80 percent of the academicians from the Chinese Academy of Sciences have studied abroad. The figure for the Chinese Academy of Engineering is 54 percent.
