SAN DIEGO — Among the safety measures schools are now employing is a device invented by a retired San Diego teacher that was never designed for the use.Rick Morris taught elementary school for three decades before leaving to focus on books to help educators with inventions. In 2005, Morris designed the Lock Blok, an updated version of a device he invented in the 80s. Applied with an adhesive, a rubber tab is affixed to the door and can be pushed out, again acting like a stopper. It was designed to cut down on noisy door slams in class.Morris said after the Columbine shooting, schools started using the Lock Blok for safety.  Most class doors have to be locked from the outside. With Morris' invention, teachers could just keep the door locked all day, even with the Lock Blok engaged. In an active shooter situation, the tab is pulled back, while the door shuts and is automatically locked.Security experts tell us during a true emergency, fine motor reflexes becomes tested. If a teacher has to go outside and try to lock the door with a key, it could take precious seconds.  Over the years, some 8000 Lock Blok units have been installed by local schools.  "My reaction is if this is helping to make a campus more secure, good for you, but don't put all your hope in one device. Security is bigger than that," said Morris.Morris doesn't market Lock Blok as a safety measure because it wasn't designed for protection, but after a November shooting rampage at a Northern California school, he can't forget the call he got from that district's superintendent."My wife and I teared up on that one ... If it saved one life, then it saves some parents from grieving," said Morris. 1729

SAN DIEGO (CNS) - A drunken driver who crashed into a Lyft vehicle at high speed on state Route 163 in Balboa Park -- killing one passenger and injuring the other two occupants -- pleaded guilty Wednesday to gross vehicular manslaughter while intoxicated and DUI causing injury. Alondra Selena Marquez, 22, of San Diego, faces up to 13 years and four months in prison, with sentencing slated for Sept. 24 at the downtown San Diego courthouse. Prosecutors say Marquez had a .25 percent blood alcohol content -- more than three times the legal limit -- at the time of the March 23 crash that killed San Francisco resident Giao Pham. RELATED: 1 dead, 3 injured in crash along SR-163Pham, 40, was in San Diego to attend a wedding when the vehicle he was riding in was struck from behind by Marquez's car about 2:30 a.m. on SR 163 near Laurel Street. Deputy District Attorney Cally Bright said Marquez was traveling somewhere between 101 and 108 miles per hour at the time. The other passenger -- Pham's friend, Andy Lynn -- was hospitalized with a traumatic brain injury, which still affects him to this day, the prosecutor said. The Lyft driver suffered minor injuries in the crash, but has had to seek counseling due to the emotional after-effects of the crash, according to Bright. 1289

SAN DIEGO (CNS) - A DUI/Driver's License checkpoint in the Mission Bay area of San Diego resulted in 11 arrests, police said Saturday morning.More than 660 vehicles went through the checkpoint at 2600 Ingraham St., between 11:20 p.m. Friday and 3 a.m. Saturday and nearly 600 of those vehicles were screened, according to Officer Mark McCullough of the San Diego Police Department.Of the vehicles screened, 18 drivers were evaluated and 11 were arrested on suspicion of DUI in or near the checkpoint, including one driver who was taken into custody after he failed to stop for the checkpoint and crashed his vehicle, McCullough said.Police also cited seven drivers for unspecified violations and impounded nine vehicles.Another checkpoint is scheduled for Saturday, but the time and location were not immediately disclosed. 836

SAN DIEGO (CNS) - A former executive for an Orange County genetics company pleaded guilty today to a federal conspiracy charge for paying kickbacks to physicians.Donald Joseph Matthews, 50, formerly the vice president of market development for Proove Biosciences, admitted in San Diego federal court to paying doctors at least .5 million to order the company's DNA tests for their patients, according to the U.S. Attorney's Office. In total, the U.S. Attorney's Office said Proove billed around million to the Medicare program for the tests -- which the company alleged could determine a patient's risk of drug addiction -- and received around million in reimbursements.Prosecutors said the company claimed the payments were compensation for participation in a clinical research program, but the money was actually "directly tied to the volume of tests that a doctor ordered and whether a doctor continued to order more tests from Proove over time.''In his plea agreement, Matthews admitted that without the financial compensation, ``most doctors were not interested in ordering Proove's tests for their patients.''Doctors who complained about not being paid were told to order more tests, according to the U.S. Attorney's Office. The company's Irvine headquarters was raided by federal authorities in 2017.``Our nation's healthcare system cannot tolerate kickbacks to physicians while criminals line their pockets with taxpayer-funded healthcare dollars, particularly in light of our nation's current struggles with the COVID- 19 pandemic,'' said Acting Special Agent in Charge Omer Meisel of the FBI's San Diego Division.Matthews is scheduled to be sentenced Oct. 26. He faces a maximum penalty of five years in prison and a 0,000 fine, according to the U.S. Attorney's Office. 1798
