Roughly six percent of the male population - and less than one percent of the female population - suffer from colorblindness.It isn’t a deficiency that is debilitating, but it can be frustrating.For 11-year-old Andreas Koerber, reds and greens are mixed up, blues and purples are difficult to differentiate. The world, as he sees it, is generally more drab.The North Olmsted, Ohio sixth-grader and his family didn’t know there was a fix, until recently.Now, his eyes are open to an entirely new world after the discovery of specialized glasses.“Everything is more colorful, it’s brighter, it’s not as dark,” Andreas said.He realized he was colorblind at age five. It’s one of the biggest differences between him and his twin brother Luke. Luke is the one who had the idea to surprise Andreas with the glasses after learning about them online.“He’s my brother and really, it doesn’t feel fair that I get to see all the colors and he doesn’t,” Luke said. “I didn’t really realize how bad it was and what he wasn’t seeing.”For mom Rita Koerber, watching Andreas see colors for the first time was eye-opening.“It was just this totally special, emotional moment,” Rita said. "Kind of like Christmas when you have little kids and you’re seeing that through their eyes and they’re so excited, it was like that."The glasses run upwards of 0 and are not covered by insurance. After trying them on at Eyetique in Eton Center, Rita immediately had them special-ordered.“It’s like, how do you put a price tag on that? (AP) — California would become the first state to require businesses to offer electronic receipts unless customers ask for paper copies under legislation proposed on Tuesday.Many businesses and consumers already are moving toward e-receipts, said Democratic Assemblyman Phil Ting of San Francisco.But he said a law still is needed because many consumers don't realize most paper receipts are coated with chemicals prohibited in baby bottles, can't be recycled and can contaminate other recycled paper because of the chemicals known as Bisphenol-A (BPA) and Bisphenol-S (BPS).His bill, AB161, would require all businesses to provide proof of purchase receipts electronically starting in 2022 unless the customer asks for a printed copy.RELATED: City Council votes to ban Styrofoam across San DiegoIt comes days after another first-in-the-nation California law took effect requiring dine-in restaurants to provide drinking straws only at customers' request.The penalties in Ting's bill are modeled on the straw bill, said Nick Lapis of Californians Against Waste. It calls for written warnings for the first two violations and a fine of a day for subsequent infractions, with a 0 cap."It's intended to be a pretty light touch in terms of enforcement," Lapis said.Advocates said the use of straws is declining after that law was passed.Many larger stores already offer the choice involving receipts but it is unclear if a mandate would cause a hardship for small and medium-size stores, said California Retailers Association spokeswoman Pamela Williams. Her association and the California Chamber of Commerce have not taken positons on the bill.Ting said businesses can save money by moving away from printed receipts.The advocacy group Green America, which is pushing a "skip the slip" campaign, estimated that millions of trees and billions of gallons of water are used annually to produce paper receipts in the United States.Ting cited studies by the Environmental Working Group and the Centers for Disease Control and Prevention that retail workers have higher concentrations of BPA or BPS than those who do not have regular contact with receipts.Ting said consumers can still request paper receipts if they are worried about giving out their email addresses for privacy reasons or to avoid having their emails used or sold for marketing purposes. 2382

(AP) — California's state auditor says the California State Lottery skimped on giving million in revenue to fund public education funding and spent 0,000 on food and travel expenses without considering cheaper options. The auditor's report made public Tuesday says the lottery agency should have accounted for an increase in profits for the fiscal year that ended in June 2018 by providing million in public education financing.The auditor also recommended that the state legislature amend the Lottery Act to ensure audits of the lottery's procurement process at least once every three years.The California State Lottery says in a written response accompanying the audit that it disagrees with the auditor's findings and that the agency gives the most money it can for education.“Lottery revenues and contributions to education were declining in the years prior to the passage of AB 142. The year before this change, the Lottery’s contributions to education were approximately .05 billion. In contrast, last year the Lottery provided .8 billion–the highest contribution to date. Had the Lottery utilized CSA’s interpretation of the law, it would have had to intentionally suppress sales for certain games, resulting in fewer dollars to public education," CA Lottery wrote. “The Lottery disagrees with CSA’s underlying conclusions of the value of its Fairs and Festivals program. The Lottery must continually raise brand awareness, incentivize and persuade California adults to voluntarily purchase Lottery products to meet its mandate to provide supplemental funding to education." 1623

(AP) — An investigation has found many California state agencies have failed to provide sexual harassment training for all their supervisors as required by state law.Capital Public Radio reported Tuesday its investigation found nearly 60 percent of agencies surveyed by the State Personnel Board did not provide the training, up from 25 percent in 2016 and 32 percent in 2017.The public radio station reports that since 2016, the State Personnel Board has identified nearly 1,800 state government supervisors at dozens of agencies who did not receive the required training.A state law requires businesses with 50 or more workers and all state agencies to provide two hours of sexual harassment training to new supervisors within six months of being hired or promoted. 794
