DALLAS (AP) — A Dallas school district is investigating a high school English teacher who asked students to write about a modern-day hero and listed the 17-year-old accused of killing two people during Wisconsin protests as one possible option. Kyle Rittenhouse has been accused of fatally shooting two people and wounding another in Kenosha following the police shooting of Jacob Blake. DEL MAR, Calif. (KGTV) - Met with fierce opposition, a plan to install fencing along several miles of train tracks in Del Mar has been put on hold.The plan was put forth by the North County Transit District which operates the Breeze, Coaster and Sprinter train routes.NCTD said it had obtained grants to fund the project, with the goal of stopping people from crossing the tracks illegally. NCTD said the fence would also help prevent erosion.But at the Del Mar city council meeting Monday night, city staff announced the plan had been put on hold.“I had some specific conversations with the executive director. City staff also had some conversations,” said Dave Druker, a Del Mar city councilmember who’s also on the NCTD board.The plan had received criticism from Del Mar residents, who in letters to the council complained about the potential damage to the view as well as restricted access to the beach.City staff announced that NCTD’s executive director said the transit agency will be hiring a consultant to perform a safety study. A fence will be still considered but so will other alternatives like extra signs, public education and additional crossing points. That last point was already on the agenda. The city council voted to move forward on a 0,000 feasibility study that would look at four new crossing points and beach access trails.The crossings would still be a short-term solution. SANDAG has approved a plan to move the tracks off the bluff, which in addition to safety concerns also faces worsening erosion. It’s part of their 2050 plan and is estimated to cost 2 to 3 billion dollars. But so far, the money has not been secured. 1665

DES MOINES, Iowa (AP) — Iowa Gov. Kim Reynolds has signed an executive order granting convicted felons the right to vote, ending Iowa’s place as the only remaining state to broadly deny voting rights to felons.The Republican governor signed the order Wednesday after promising in June that she would take such action.Reynolds says she’ll continue to press the Legislature to pass a constitutional amendment restoring felon voting rights, which couldn't be reversed by a future governor. She proposed that last year but couldn’t get Republican state senators to support it.The executive order restores the right to vote for Iowans who have already completed their felony sentences. It requires residents to complete any prison, probation, parole, or special sentence.The order excludes automatic restoration for more serious crimes, such as murder, requiring those people to seek individual restoration but does not require repayment of victim restitution before they could vote."Today we take a significant step forward in acknowledging the importance of redemption, second chances and the need to address inequalities in our justice system,” said Reynolds. “The right to vote is the cornerstone of society and the free republic in which we live. When someone serves their sentence, they should have their right to vote restored automatically. We’re going to continue to advocate for a constitutional amendment and make this major milestone permanent. (KGTV) — A three-year-old horse died after it broke down during training and had to be euthanized at the Del Mar Fairgrounds Saturday.The horse, named Koa, broke down during training, according to the Del Mar Thoroughbred Club (DMTC) confirmed. The extent of the horse's injury was unclear.Koa is the ninth horse to die while racing or training at Del Mar this year. RELATED: Horse injured at Del Mar euthanized following complicationsTwo days into Del Mar's summer season, two horses — two-year-old Charge A Bunch and three-year-old Carson Valley — collided head-on during training, killing both animals. Carson Valley's jockey, Assael Espinoza, suffered an injury to his back and was hospitalized.A third horse, Bowl of Soul, was euthanized less than two weeks after due to a fetlock joint injury. Bri Bri, an unraced three-year-old filly, was euthanized in August after suffering a serious injury during training.In November, two horses — three-year-olds Ghost Street and Prayer Warrior — died after serious injuries in separate races. DESCANSO (KGTV) -- A San Diego County couple is warning others after getting a flat tire from an unusual source. Pamela Jessup was running errands last Thursday morning when she says she started hearing a thumping noise while driving her Toyota RAV4 on SR-79 near Old Highway 80.Jessup says it was then that she pulled over and looked at her back tire. After not seeing anything wrong, she went on her way.The thumping, however, only intensified after she drove onto Interstate 8. When she drove home, Jessup says her husband Davis found a temporary lane marker stuck, nailed in to the tire.While doing their due diligence, the Descanso residents found dozens of temporary nail markers along the side of the road in the same area Jessup ran into issues.A local tire shop was able to fix the damage to the tire, but it cost the pair . Other residents in the area took to social media to complain similar events that happened to them in the same area.On Facebook, at least three others said they also got flat tires after driving through the area.From Tuesday through Friday, neighbors reported a road construction project that included restriping.On 10News at 5, we follow David Jessup as he makes the journey to the Caltrans subcontractor for answers and to give them back their lane markers. 1313
