SANTEE, Calif. (KGTV) -- A man has been taken into custody following a carjacking Friday afternoon in Santee, according to the San Diego County Sheriff's Department.The incident started on the 9800 block of Mission Gorge Road around 1 p.m. when the suspect reportedly threatened to kill a 77-year-old woman and her family before hitting her, removing her from the car, and driving away with her purse and cell phone.Sheriff's deputies and La Mesa Police later found the suspect, Chris DiSalvo, 30, sitting in the stolen car on the 4600 block of Palm Drive in La Mesa. When he saw law enforcement, the department says he took off, crashing into a tree and running into a nearby apartment complex.DiSalvo was later found hiding in a stairwell and was arrested, the department says.According to authorities, DiSalvo admitted to taking drugs. He was given a dose of Naloxone and taken to the hospital.Upon his release from the medical facility, the department says he will be booked on several felony charges, including carjacking. 1035

Sen. Chuck Schumer plans to propose legislation decriminalizing marijuana, Vice News reported Thursday."I'll be introducing legislation to decriminalize marijuana at the federal level from one end of the country to the other," the New York Democrat told Vice News. "The legislation is long overdue."Schumer, the Senate minority leader, told Vice that he had "seen too many people's lives ruined because they had small amounts of marijuana and served time in jail much too long."He added that it was "the right thing to do."According to Vice News, the legislation will be introduced in the next week, and it will include taking marijuana off the Drug Enforcement Administration's controlled substance list.Schumer also told Vice News the legislation will "maintain federal authority to regulate marijuana advertising in the same way it does alcohol and tobacco." 874

And because of that, entrepreneurs from San Marcos have found a way to fight the problem, and at the same time, help the environment. Jessica Bell says she battled health issues, so she and her husband came up with the idea for safer food containers."It just isn't the way I wanted to live my life," she says in reference to her illnesses.So for one, she decided to eat healthier food, and at the same time, steer away from storing food in plastic containers."I realized I had to take out the things that were contributing to disease. Trying to avoid that contact that food has with those plastic chemicals. We want to be a force for change there.."And the action she took was forming a company with her husband called ReVessel."The idea of a container that can be transported and have all these modular features."Made of stainless steel and silicon, the food storage kits, as they are called, were developed with the help of deep sea engineers. and with one top priority. "Leak proofing," she says. "it's an opportunity for people to carry their lunch anywhere, whether it's in a backpack or purse."But there is more to these storage kits, as they are also environmentally safe."The average number of sandwich bags that children are carrying is about four, and that's daily. Most of them are ending up in the landfill."Jessica calls her kits, "storage anywhere food ware", and with the COVID-19 pandemic, they've teamed up with local restaurants and farms, to deliver healthy food in the kits, to front line workers. "We put together over 200 meals, and we sent these out to front line workers. They can keep these containers and reuse them. (KGTV) - The City of San Diego may want to learn a lesson from Santa Monica when it comes to rental scooters.Santa Monica just created new parking spaces for the electric scooters and e-bikes called Shared Mobility Drop Zones. After numerous complaints about riders leaving the scooters on sidewalks, the city decided to take action.San Diego has several bike and scooter companies providing rentals, including Bird and Lime.When asked about the possibility of creating similar parking spaces locally, a spokesman for Mayor Kevin Faulconer said, "The City is looking at a variety of ways to encourage the use of alternative modes of transportation, while keeping the public right of way clean and safe. As an example, we are in the process of installing more than 100 bicycle racks in different parts of the City. SEATTLE, Wash. -- Home to Pike Place Market, rainy days and views of the Puget Sound, Seattle is also one of the first places in the U.S. to initially face the coronavirus and the fallout that followed.“We were the first city that really had to grapple with this,” said Don Blakeney, vice president of advocacy and economic development with the Downtown Seattle Association, a nonprofit representing about 2,000 businesses and residences.When COVID-19 first appeared, they worried that years of investment in the downtown core could be in jeopardy.“You saw overnight downtown clear out of employees,” Blakeney said.That made for a tough spring there, but then summer got hot when protests sparked nationwide.While the vast majority of protests across the country this past summer were peaceful, when they got out of control, some businesses paid the price. Damages from civil unrest became yet another blow to their bottom line, on top of the pandemic.“Viruses don't cause that physical damage,” said Sean Kevelighan, CEO of the Insurance Information Institute.Recently, the institute compared financial losses from civil unrest this year to similar events in the past.The Institute found that, based on today’s dollars, the most expensive civil unrest event in the U.S. happened during the L.A. riots in 1992, costing .4 billion.The rest of the top five were:L.A. You know, bring your own blanket, maybe some coverings, but it's largely, we're kind of learning as we have these new things that we're responding to,” Blakeney said.They are lessons that may help in their resiliency and that of businesses in other cities on the road to recovery. 2733
