BEIJING, Nov. 17 (Xinhua) -- China and Chile celebrated the 40th anniversary of bilateral diplomatic ties at a reception here Wednesday.Chinese State Councilor Liu Yandong and visiting Chilean president Sebastian Pinera attended the reception, which was held by Chilean Embassy.China was ready to take the opportunity of this anniversary to push forward Sino-Chilean relations, Liu said when addressing the reception.Noting Chile was the first Latin American country to establish diplomatic ties with China, Liu said the Chinese government attached great importance to developing the bilateral ties from strategic perspective.Pinera, on his first China visit since taking office as Chilean president in March, expressed the willingness to expand cooperation and friendship with China, and he hailed the progress made in bilateral cooperation since the two countries forged ties in 1970.Chile is China's second biggest trade partner in Latin America and China is Chile's biggest trade partner. Bilateral trade last year rose 2.1 percent to 17.72 billion dollars.China and Chile forged a comprehensive cooperative partnership in 2004.

SHANGHAI, Nov. 16 (Xinhua) -- The death toll of a big fire that engulfed a high-rise building in downtown Shanghai had risen to 53 by 9:20 a.m. Tuesday, local authorities said.More than 70 people injured in the inferno are being hospitalized.The 28-story building at the intersection of Jiaozhou Road and Yuyao Road in Jing'an District, a densely-populated area in Shanghai, was being renovated when it caught fire at about 2:15 p.m. Monday.The fire was mostly extinguished at 6:30 p.m. after local authorities dispatched 25 fire units and more than 100 fire engines to the scene. BEIJING, Dec. 27 (Xinhua) -- More people enduring poor living conditions have been covered by China's social security system, according to the country's Ministry of Civil Affairs.Various figures disclosed during a national working conference held Monday by the Ministry in Beijing showed that as of November, about 75 million people had been provided with minimum living allowances, an increase of 5.4 percent from the same period of last year.In terms of medical services, 8.58 billion yuan (about 1.3 billion U.S. dollar) were spent in to aid nearly 60 million people in need in the first nine months of the year, up 28 percent than the same period last year.In addition, over one million vagrants and beggars with no means of support in cities had been receiving help as of December 2010.Also, the Ministry has set up aid centers for homeless juveniles in 40 counties and cities with 30 million yuan of the proceeds from the welfare lottery.
