(KGTV) — New businesses are set to call the Otay Ranch Town Center home in the coming months. Just a few months ago, the mall had more than a dozen empty storefronts and employees at the mall called it a ghost town. The new businesses moving in include Novo Brazil Brewing, Planet Fitness, and Barons Market.LONGFORM: Vacant storefronts reflect mall struggles at Otay Ranch Town CenterBrookfield Property Partners took over full ownership of the mall six weeks ago. It was a part of a larger merger across the country. The mall's general manager, Steven Sayers, sat down with 10News."Nothing was going wrong with the property at all. It was just, some of it was just timing with expiring leases and unfortunately, some tenants just left," says Sayers.Sayers says these new businesses were already in the works before the merger. (KGTV) -Students and parents in the South Bay are demanding the Sweetwater Union High School District bring back their buses.In a cost-cutting move, the district announced last May that it would eliminate dozens of bus routes throughout the district. Four of the district's high schools were impacted. Eastlake and Olympian High Schools each lost four routes, Otay Ranch lost one, but San Ysidro High School took the biggest hit; with twenty out of twenty-two routes cut.Olga Espinoza attended Monday night's school board. She said her son has to walk more than three miles each way to get to school. She said it's simply not safe."Since we are on the border, I feel like he could get kidnapped. It's a really dark road, there's no benches, no water, there's coyotes out there, tarantulas, bugs, it's not a nice road for children to be walking, " Espinoza said. A couple dozen parents and students marched into the meeting holding cardboard school buses. They chanted, "Cut from the top, not our buses!" Many of them were with The San Ysidro Students United and Madres Unidas. A district spokesman said school leaders are trying to address their concerns. "We are not in terms of putting back any routes because the policy does stand in terms of our 3 and a half mile polic, but we are looking at potentially adding a couple of routes that will support some of the routes that currently exist, part of the issue is drivers, we don't have the drivers," said Communications Director Manny Rubio. Rubio estimated roughly seven-hundred students use buses, and that included kids who live right down the street from their school. He also said enrollment and attendance are up this year at San Ysidro High School. Parents paid 0 for a bus pass, but Rubio said the cost to the district was closer to ,000 a student."We're one of the few districts who still offers home to school transportation, even San Ysidro Elementary, which is right down the street, does not offer home to school transportation," said Rubio.Routes for special education students are not impacted.The district also said it would not have made the cuts without the completion of Old Otay Mesa Road which was finished in May. 2223

(KGTV) It is no secret that restaurants throughout San Diego County have been struggling during the COVID-19 pandemic, but one restaurant in Otay Ranch was forced to close before it ever had its grand opening, just as the pandemic was starting. Hurricane Grill and Wings was supposed to open sometime between late January and early February, but when the pandemic started, it delayed everything. The owner Abu Syed is now getting ready to open the restaurant on Monday, September 28th.The restaurant will open at just 25% capacity indoors and patio seating outdoors. Like so many other restaurant owners, Syed says the landlord did give them a break on rent, but will owe it at the end of their lease. The restaurant is staffed with 32 employees, 16 of them are full-time.In August, the California Restaurant Association projected that close to 30% of restaurants in the state could close for good because of the pandemic. CHULA VISTA, Calif. (KGTV) -- The perfect storm. A lack of oversight, massive spending and an even larger deficit. Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. Audit cash borrowing and cash position: Fine suggested Sweetwater thoroughly evaluate its cash management, including the sources from which money is borrowed. 2758
