BEIJING, Nov. 21 (Xinhua) -- The Communist Party of China's (CPC) top anti-corruption official on Friday urged tighter supervision and inspection to ensure the implementation of the central government's economic policies.     He Guoqiang, secretary of the CPC Central Commission for Discipline Inspection (CCDI), made these comments at a conference held before inspection groups headed for local governments.     The central government has announced steps to spur domestic demand and boost economic development in the face of the global economic slowdown.     A supervision work leading group, composed of the CCDI, the Ministry of Supervision, the National Development and Reform Commission, the Ministry of Finance and the National Audit Office, has been set up to supervise the projects invested in by the central government and the implementation of economic policies.     Twenty-four groups will go to 31 provinces, municipalities and autonomous regions to carry out inspections.     He asked inspectors to examine project plans, as well as approval and construction procedures, to ensure they were in compliance with laws and regulations.     Supervision over the management and use of money, as well as project quality, should be tightened, He said.     He, who is also a member of the Standing Committee of the CPC Central Committee Political Bureau, added that officials found taking bribes or embezzling funds should be severely punished.

DAVOS, Switzerland, Jan. 28 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday stressed confidence, cooperation and responsibility as key to overcoming the current global financial crisis.     The global financial crisis is a challenge for the whole world, and the pressing task for the international community is "to take further measures to restore market confidence as soon as possible," Wen told participants attending the World Economic Forum annual meeting in the Swiss skiing resort of Davos.     In tackling the crisis, confidence is the source of strength, practical cooperation the effective way and accepting responsibilities the prerequisite, he said in his special message at the forum.     "We should not only take more forceful and effective steps to tide over the current difficulties, but also push for the establishment of a new world economic order that is just, equitable, sound and stable," Wen said.     To this end, international economic cooperation and a sound multilateral trading regime should be promoted, and the reform of the international financial system should be advanced, he said. JOHANNESBURG, Jan. 17 (Xinhua) -- Strengthening friendly relations and cooperation with Africa is an important foundation of China's foreign policy, and remarkable development has been achieved in China-Africa ties in the past year, Chinese Foreign Minister Yang Jiechi said here Saturday.     Yang, who was wrapping up a visit to Uganda, Rwanda, Malawi and South Africa, said China and Africa maintained high-level exchanges, and deepened their strategic mutual trust in 2008.     Last year, many African leaders paid official visits to China, or traveled to China to attend the Beijing Olympics and the Beijing Paralympics, he told Xinhua.     African countries continued to offer their valuable support for China on issues concerning China's core interests, he added.     Africa and China are facing new opportunities for developing their ties this year, Yang said.     Chinese leaders will continue to make the development of China-Africa ties a top priority in China's external relations, he said.     In recent years, top Chinese leaders have paid visits to Africa every year, he said, adding that more such trips are likely to be scheduled for this year.     Moreover, the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) is scheduled to take place in Egypt in the fourth quarter of this year, with the aim of making a comprehensive assessment of the implementation of the consensus reached at the Beijing Summit of FOCAC in 2006.     In 2009, China, on the principles of sincerity and friendship, equality, mutual benefit and common development, will continue to strive to promote unity and cooperation with Africa, with emphasis on seeking ways to deepen pragmatic cooperation between the two sides, the minister said.     China will expand cooperation with African countries in infrastructure building, agriculture, telecommunications and human resources development, he said.     Yang said China attaches great importance to Africa's important role in such issues as Darfur, Zimbabwe, Somali pirates and UN Security Council reforms.     China will continue to keep close communication and coordination with Africa, strive to promote mutual understanding and mutual support, push for the peaceful settlement of relevant issues, and safeguard the common interests of developing countries, he added.

HEFEI, Jan. 31 (Xinhua) -- Vice Premier Hui Liangyu said on Saturday that local government should seek every means to help migrant workers land jobs, calling it "a prominent and important task" in the current rural work agenda.     Hui made the remarks when he toured east China's Anhui Province. He urged local enterprises to guarantee job opportunities for migrant workers and asked infrastructure projects contractors to hire as many migrant workers as possible.     The vocational training for the migrant workers should be strengthened, Hui said.     Migrant workers were also encouraged to go back to their hometown to start their own business, and support should be given in bank loans, tax breaks and business registration, according to Hui.     Hui also urged local government to attach great importance to the fight against drought, which plagued more than 866,700 hectares of wheat in the province. He said rural water control facility construction should be speeded up.     He also asked local authorities to enhance the control of bird flu and foot-and-mouth disease.

BEIJING, Jan. 8 (Xinhua) -- China has called on state enterprises and academic institutions to step up efforts to attract more leading Chinese scientists studying overseas, a move that would enable the country to stay globally competitive.     According to a guideline issued by the General Office of the Communist Party of China (CPC) Central Committee, high-quality Chinese talent in foreign countries, especially those at the frontier fields of science and technology, is needed for China to embrace global competition and forge ahead with its opening up.     Priority should be given to the recruitment of leading scientists who are able to make breakthroughs in key technologies, develop high-tech industries and lead new discipline areas, said the guideline.     It urged key laboratories, state-owned commercial and financial institutions, high-tech zones, and higher institutions to create favorable conditions to attract more overseas Chinese experts to serve their motherland.     Efforts should be made to make sure they are well-treated, have good career prospects and enjoy convenient service, the guideline stated.     "(We should) further emancipate our mind, break away out-of-date rules and regulations, improve relevant policies, and fully understand, trust and use them." it said.     Chinese scientists who have studied abroad have long played a crucial role in developing the country's industry, education and national defense programs. Among them were Qian Xuesen, China's father of space technology, Li Siguang, founder of China's geomechanics and Deng Jiaxian, nuclear physics expert.     An official with the Organizational Department of the CPC Central Committee has said that a large portion of scientists from the country's two top academies studied abroad.     More than 80 percent of the academicians from the Chinese Academy of Sciences have studied abroad. The figure for the Chinese Academy of Engineering is 54 percent.
