INDIANAPOLIS — Two Indiana veterans are raising concerns publicly about the Military Family Relief Fund, a fund that helps veterans get emergency help with food, housing, utilities, medical services and transportation.When you purchase a veteran license plate or a Support the Troops plate, a chunk of that money goes into the Military Family Relief Fund.The Indiana Department of Veterans Affairs administers the fund, and it says on their website that veterans and their families can get up to ,500.“Grants up to ,500 may be awarded,” reads the website. “The qualified individual or family member can receive up to ,500 one time from the Family Relief Fund.” Lisa Wilken, an Air Force veteran and veterans advocate, told WRTV someone contacted her with state records that show some people are getting beyond the ,500 limit.“I was very shocked,” said Wilken. “The big deal is ... the rules are the rules.  Anytime it’s beyond that limit, that’s a misuse of that fund.”The records shared with WRTV show several of the people who received more than the ,500 include employees of the Indiana Department of Veterans Affairs and the Military Family Relief Fund itself.“Employees at IDVA have been able to get this fund above ,500 where veterans around the state have been denied that opportunity,” said Wilken.Since 2016, IDVA has denied 799 applications to the Military Family Relief Fund.During that time frame, 3,971 applications have been approved.William Henry, an Army veteran and former adjutant of the American Legion, is also concerned about the inconsistency of how the fund is distributed to veterans in need."Those documents show potential misuse with the Military Family Relief Fund," said Henry. “To me, it looked very suspicious and called a lot of things into question and I thought immediately it needed to be looked into.”Henry said the American Legion asked him to resign when he pushed for the Indiana Inspector General to investigate IDVA and the Military Family Relief Fund."That's what it comes down to, doing the right thing,” said Henry. “Even though I lose a job. I'll find another job. That's fine but the thing that's important to me is justice."WRTV asked for an on-camera interview with IDVA director Jim Brown.He declined but provided a statement in which he said “a limited number” of people who received funds beyond the ,500 limit were IDVA employees. 2438

INDIANAPOLIS -- A former fertility doctor has surrendered his medical license after being accused of using his own semen to inseminate patients without their consent, now those affected by his practices are pushing for change. Donald Cline gave up his medical license before the medical licensing board of Indiana on Thursday.Cline wasn’t present at the hearing, but several adults who say they’re Cline’s offspring were there to support each other through the process.READ | The children of an Indy fertility doctor who used his own sperm want the act outlawedLiz White gave birth to her son, Matt, in 1982. It wasn’t until 35 years later that she learned her doctor’s sperm was used in the artificial insemination.“I trusted him,” White said. “I trusted everything that he told me. I had no reason and could not even conceptualize that this was a possibility.For her son, Matt, the discovery has been agonizing.‘It’s consumed me,” Matt White said. “There’s a large part of my life that spends many nights thinking and wondering. He lives down the street from me. I can’t get away from it.”He and other former patients and children watched as an attorney for Cline says the retired doctor has “no intention” of re-entering the medical field.Matt White calls the surrender of Cline’s medical license a “slap on the wrist.”“I think that was a good step but it’s minor in comparison to the number of families that he has affected. We find people across the country, all the time. And these people’s lives are turned upside down,” he saidMatt White says he’s tracked down more than three dozen half-siblings with shared DNA on 23andMe, a service that uses DNA to map family trees.There is no law in Indiana that prevents a fertility doctor from using his own sperm to impregnate women without their consent, but those former patients are advocating for a change to ensure no other family has to have the same experience again. The group is pushing for a state law that makes it illegal for doctors like Cline to use their own sperm in fertility treatments without a patient’s consent.“We hope to establish that not only as an ethical issue but a criminal one,” Matt White said.Cline did not attend his hearing on Thursday and the Medical Licensing Board voted that he can never request to have his license reinstated in Indiana. 2363

  

It's official: Black Friday and Cyber Monday are still shopping bonanzas for retailers.Mastercard estimated sales on Black Friday hit billion, surging 9 percent from last year. Cyber Monday may have seen as much as a 19 percent increase from last year, Adobe Analytics predicted. Digital analytics firm RetailNext said traffic declined 6.6% during the four-day weekend compared to a year ago."This was a great Black Friday.
