A weather system heading toward the Gulf Coast now has a 90% chance of becoming a tropical storm, putting cities from Houston to Mobile, Alabama on alert and prompting oil rig evacuations in the Gulf of Mexico.The low-pressure system is now over the Florida panhandle, but is expected to travel into the Gulf of Mexico on Wednesday, where it will meet warm, open waters that will fuel the storm's intensity, according to CNN meteorologist Haley Brink.There, it has a 90% chance of developing into a tropical storm over the next 48 hours, according to the National Hurricane Center. That is up from a 70% chance on Tuesday.It isn't clear yet exactly where the storm will hit, Brink said, but models show it making landfall somewhere between Lake Charles, Louisiana and Mobile sometime Saturday.It would be the first tropical system in the United States this hurricane season.A tropical storm is an area of thunderstorms that produces a circular wind flow with winds from 39 to 73 miles per hour. With a lower wind speed, it would be a tropical depression. Higher, and it would be a hurricane.Regardless of the classification this system develops into, Louisiana and Mississippi are forecast to see very heavy rain -- more than a foot in some places, Brink said.The Gulf Coast area is prepared for intense weather."Tropical Storm, Hurricane, and Storm Surge Watches could be required for a portion of the northern Gulf Coast on Wednesday. An Air Force Reserve Unit reconnaissance aircraft is scheduled to investigate the disturbance tomorrow afternoon," the National Hurricane Service said.Oil production companies operating in the Gulf of Mexico have also started to enact precautions.Shell has evacuated all non-essential staff from eastern Gulf drilling rigs, with more action on the horizon depending on how the storm develops, spokeswoman Cindy Babski told CNN."Our top priorities are ensuring the safety of personnel, protecting the environment and minimizing impact to production and operations," Babski said.Chevron has also evacuated some non-essential employees from the Jack St. Malo facility, with shut-in procedures initiated at five other facilities, spokeswoman Veronica Flores-Paniagua told CNN.Potential storm surge has caused the National Weather Service to issue a flood warning for the Mississippi River, including New Orleans, through Saturday. The NWS said that the river could crest at 19 feet, or 2.3 feet below the record. The city is protected to a height of 20 feet.The Flood Protection Authority said it will be closing several flood gates and structures in the New Orleans area starting Wednesday morning. 2644

A now-deceased University of Michigan doctor is being investigated for complaints of sexual abuse.The university is asking any former patients of Robert E. Anderson who believe they were subjected to sexual misconduct during a medical exam to contact the U-M Compliance Hotline.Anderson was a former director of University Health Service and a former athletic team physician who worked at the university from 1968 until his retirement in 2003. He died in 2008.An investigation began in July 2018 when a former student athlete wrote to Athletic Director Warde Manual to detail abuse during medical exams by Anderson in the early 1970s, the university says.During the investigation, the university says it identified dozens of people who described incidents of sexual misconduct by Anderson. Now, the university is asking anyone with additional information to come forward.“The allegations that were reported are disturbing and very serious,” said President Mark Schlissel in a news release. “We promptly began a police investigation and cooperated fully with the prosecutor’s office.The former patients describe sexual misconduct and unnecessary medical exams, the university says. The exams reportedly took place in the 1970s, with at least one incident reported in the 1990s.“As part of our commitment to understanding what happened and inform any changes we might need to make, we now are taking the next step to reach out to determine who else might be affected or have additional information to share. A mother has been arrested and charged after workers at a day care center in Sandusky, Ohio, found bruises on her 4-year-old child. Loryn Smith, 21, was arrested after daycare workers at Kiddie Korral noticed her 4-year-old son had visible injuries on his body, according Sandusky police. On Wednesday, after the boy arrived at the daycare center, staff members noticed he had two visible bruises on his left arm. When asked where the bruises came from, the boy told staff they came from his mother, police said. The boy told daycare staff that Smith had struck him multiple times with a belt and a shoe and asked for an ice pack for his injuries. The workers then took the boy into a private room and asked him where he was in pain. He showed them bruises, scratches, swelling and several superficial lacerations on his legs and arms, according to police. Staff at Kiddie Korral then contacted Erie County Children's Services.After further investigation into the boy’s injuries, bruises, welts and superficial lacerations were found on his legs, buttocks and lower back. Purple and red bruises were found on the boy's thigh, hip and inner groin. The boy told Children's Services that he had been hit “a lot” by Smith and that she has told him to “stop being bad,” according to police. Children's Services staff told daycare workers the boy would not be released to Smith and he was transported to a nearby hospital due to the pain he was in. After locating Smith, she told police that she did hit her son but that it was disciplinary. Smith was arrested and charged with endangering children, felonious assault and domestic violence. Police transported Smith to the Erie County Jail where she is currently being held. 1731

  

A second Florida city paid thousands of dollars to ransomware attackers who hacked their computer systems -- the latest in a growing trend that forces local governments offline.Officials from Lake City agreed Tuesday to pay 42 bitcoin, roughly 6,000, to hackers who seized the city's computer systems June 10, ending a 15-day standoff.It's the second city in Florida to fall prey to ransomware attackers this summer: On June 19, Riviera Beach officials voted to pay their requested ransom of 65 bitcoin, close to 0,000, to hackers who disabled the city's online services in late May.Lake City police said the city paid a ,000 deductible to its insurance company, which will cover the rest of the ransom.In a statement, the city called the attack a "triple threat," a ransomware program that attacked the city's network three different ways and took out email systems, landline phones and online credit card payment.Cyber attacks on government are growingRansomware attacks have spiked since 2016, hijacking the computer systems of government entities like cities, police departments and schools.
