SAN DIEGO (KGTV) — Airbnb is warning would-be party-goers this Halloween that weekend parties at San Diego listings are banned and guests could face legal action if they violate the policy.The rental booking platform banned parties at all of its listings in August and capped occupancy at 16 people as a precaution due to the pandemic. Airbnb has also banned one-night reservations over the Halloween weekend across the country."The great majority of guests are respectful of our hosts’ homes and neighbors, and we understand that this initiative will disrupt many one-night reservations that might not have led to parties. SAN DIEGO (KGTV) - After nearly two decades of delays and setbacks, San Ysidro community members celebrated the completion of a million major road reconstruction project Monday.For years the half-mile stretch of Old Otay Mesa Road in between San Ysidro High and San Ysidro Middle Schools lacked many safety features to protect the students who walk to and from school.An unfinished dirt path was used as a sidewalk with no fence to keep students away from oncoming vehicle traffic, no street lights or proper signage and no barriers to keep pedestrians from slipping down a steep canyon.After three years, the stretch of road now includes the safety features the community had been asking for for years. The roadway was widened and realigned, sidewalks and bike lanes were added, there's now a retaining wall, signage and lighting.The City of San Diego says the project took so long to complete after the initial groundbreaking because of the rough terrain crews had to work through.San Diego Mayor Kevin Faulconer announced reforms to overhaul the City’s infrastructure program back in 2015. He says that increased funding each year and helped speed up high priority projects, like the one on Old Otay Mesa Road. This project was one of more than 60 neighborhood projects that were fully funded after Faulconer’s reforms went into effect."Parents have a peace of mind knowing that their kids have a safe path to and from school," said Faulconer at a news conference Monday.The half-mile stretch of Old Otay Mesa Road, which was closed off to traffic for several years, officially reopened on Monday. 1612

SAN DIEGO (KGTV) — A woman was left laying in a gutter with a broken pelvis in Pacific Beach after a vehicle hit her and fled the scene Friday.San Diego Police say the 27-year-old woman was walking in the area of 4300 Ingraham St. at about 11:30 p.m. when a vehicle traveling northbound hit her. SAN DIEGO (KGTV) — An arson investigation expert says the probe into possible arson behind the USS Bonhomme Richard fire could take more than a year to complete.Wednesday multiple sources with close ties to NCIS told ABC 10News that a sailor is being investigated for arson in the Navy ship fire at Naval Base San Diego last month.Timothy Wilhelm is a senior fire investigator with Robson Forensic and has extensive experience with arson cases. He’s not part of the Navy ship investigation but says it could take agents more than a year to complete their findings. “There's so many delicate systems in that ship. It took crews four days to extinguish the fire.The damage was so bad, that it remains unclear if the USS Bonhomme Richard will sail again.“If the fire burned for four days where it originated, chances are [that] most of that evidence is going to be consumed. It's going to be gone,” said Wilhelm.Wilhelm said investigators may be considering arson because of other clues.
